15 And king Ahaz commanded Urijah the priest, saying, Upon the great altar burn the morning burnt-offering, and the evening meal-offering, and the king's burnt-offering, and his meal-offering, with the burnt-offering of all the people of the land, and their meal-offering, and their drink-offerings; and sprinkle upon it all the blood of the burnt-offering, and all the blood of the sacrifice: but the brazen altar shall be for me to inquire by.
The one lamb thou shalt offer in the morning; and the other lamb thou shalt offer at even: and with the one lamb a tenth part `of an ephah' of fine flour mingled with the fourth part of a hin of beaten oil, and the fourth part of a hin of wine for a drink-offering. And the other lamb thou shalt offer at even, and shalt do thereto according to the meal-offering of the morning, and according to the drink-offering thereof, for a sweet savor, an offering made by fire unto Jehovah.
And they brought seven bullocks, and seven rams, and seven lambs, and seven he-goats, for a sin-offering for the kingdom and for the sanctuary and for Judah. And he commanded the priests the sons of Aaron to offer them on the altar of Jehovah. So they killed the bullocks, and the priests received the blood, and sprinkled it on the altar: and they killed the rams, and sprinkled the blood upon the altar: they killed also the lambs, and sprinkled the blood upon the altar. And they brought near the he-goats for the sin-offering before the king and the assembly; and they laid their hands upon them: and the priests killed them, and they made a sin-offering with their blood upon the altar, to make atonement for all Israel; for the king commanded `that' the burnt-offering and the sin-offering `should be made' for all Israel.
And when the prince shall prepare a freewill-offering, a burnt-offering or peace-offerings as a freewill-offering unto Jehovah, one shall open for him the gate that looketh toward the east; and he shall prepare his burnt-offering and his peace-offerings, as he doth on the sabbath day: then he shall go forth; and after his going forth one shall shut the gate. And thou shalt prepare a lamb a year old without blemish for a burnt-offering unto Jehovah daily: morning by morning shalt thou prepare it. And thou shalt prepare a meal-offering with it morning by morning, the sixth part of an ephah, and the third part of a hin of oil, to moisten the fine flour; a meal-offering unto Jehovah continually by a perpetual ordinance.
And the burnt-offering that the prince shall offer unto Jehovah shall be on the sabbath day six lambs without blemish and a ram without blemish; and the meal-offering shall be an ephah for the ram, and the meal-offering for the lambs as he is able to give, and a hin of oil to an ephah. And on the day of the new moon it shall be a young bullock without blemish, and six lambs, and a ram; they shall be without blemish: and he shall prepare a meal-offering, an ephah for the bullock, and an ephah for the ram, and for the lambs according as he is able, and a hin of oil to an ephah.
Then the king and all the people offered sacrifice before Jehovah. And king Solomon offered a sacrifice of twenty and two thousand oxen, and a hundred and twenty thousand sheep. So the king and all the people dedicated the house of God.
And they brought in the ark of Jehovah, and set it in its place, in the midst of the tent that David had pitched for it; and David offered burnt-offerings and peace-offerings before Jehovah. And when David had made an end of offering the burnt-offering and the peace-offerings, he blessed the people in the name of Jehovah of hosts.
Command the children of Israel, and say unto them, My oblation, my food for my offerings made by fire, of a sweet savor unto me, shall ye observe to offer unto me in their due season. And thou shalt say unto them, This is the offering made by fire which ye shall offer unto Jehovah: he-lambs a year old without blemish, two day by day, for a continual burnt-offering. The one lamb shalt thou offer in the morning, and the other lamb shalt thou offer at even; and the tenth part of an ephah of fine flour for a meal-offering, mingled with the fourth part of a hin of beaten oil. It is a continual burnt-offering, which was ordained in mount Sinai for a sweet savor, an offering made by fire unto Jehovah. And the drink-offering thereof shall be the fourth part of a hin for the one lamb: in the holy place shalt thou pour out a drink-offering of strong drink unto Jehovah. And the other lamb shalt thou offer at even: as the meal-offering of the morning, and as the drink-offering thereof, thou shalt offer it, an offering made by fire, of a sweet savor unto Jehovah. And on the sabbath day two he-lambs a year old without blemish, and two tenth parts `of an ephah' of fine flour for a meal-offering, mingled with oil, and the drink-offering thereof: this is the burnt-offering of every sabbath, besides the continual burnt-offering, and the drink-offering thereof.
And if the whole congregation of Israel err, and the thing be hid from the eyes of the assembly, and they have done any of the things which Jehovah hath commanded not to be done, and are guilty; when the sin wherein they have sinned is known, then the assembly shall offer a young bullock for a sin-offering, and bring it before the tent of meeting. And the elders of the congregation shall lay their hands upon the head of the bullock before Jehovah; and the bullock shall be killed before Jehovah. And the anointed priest shall bring of the blood of the bullock to the tent of meeting: and the priest shall dip his finger in the blood, and sprinkle it seven times before Jehovah, before the veil. And he shall put of the blood upon the horns of the altar which is before Jehovah, that is in the tent of meeting; and all the blood shall he pour out at the base of the altar of burnt-offering, which is at the door of the tent of meeting. And all the fat thereof shall he take off from it, and burn it upon the altar. Thus shall he do with the bullock; as he did with the bullock of the sin-offering, so shall he do with this; and the priest shall make atonement for them, and they shall be forgiven. And he shall carry forth the bullock without the camp, and burn it as he burned the first bullock: it is the sin-offering for the assembly. When a ruler sinneth, and doeth unwittingly any one of all the things which Jehovah his God hath commanded not to be done, and is guilty; if his sin, wherein he hath sinned, be made known to him, he shall bring for his oblation a goat, a male without blemish. And he shall lay his hand upon the head of the goat, and kill it in the place where they kill the burnt-offering before Jehovah: it is a sin-offering. And the priest shall take of the blood of the sin-offering with his finger, and put it upon the horns of the altar of burnt-offering; and the blood thereof shall he pour out at the base of the altar of burnt-offering. And all the fat thereof shall he burn upon the altar, as the fat of the sacrifice of peace-offerings; and the priest shall make atonement for him as concerning his sin, and he shall be forgiven.

Commentary on 2 Kings 16 Matthew Henry Commentary
Chapter 16
This chapter is wholly taken up with the reign of Ahaz; and we have quite enough of it, unless it were better. He had a good father, and a better son, and yet was himself one of the worst of the kings of Judah.
2Ki 16:1-4
We have here a general character of the reign of Ahaz. Few and evil were his days-few, for he died at thirty-six-evil, for we are here told,

2Ki 16:10-16
Though Ahaz had himself sacrificed in high places, on hills, and under every green tree (v. 4), yet God's altar had hitherto continued in its place and in use, and the king's burnt-offering and his meat-offering (v. 15) had been offered upon it by the priests that attended it; but here we have it taken away by wicked Ahaz, and another altar, an idolatrous one, put in the room of it-a bolder stroke than the worst of the kings had yet given to religion. We have here,
