11 As I sware in my wrath, They shall not enter into my rest.
For we who have believed do enter into that rest; even as he hath said, As I sware in my wrath, They shall not enter into my rest: although the works were finished from the foundation of the world.
And Jehovah said, I have pardoned according to thy word: but in very deed, as I live, and as all the earth shall be filled with the glory of Jehovah; because all those men that have seen my glory, and my signs, which I wrought in Egypt and in the wilderness, yet have tempted me these ten times, and have not hearkened to my voice; surely they shall not see the land which I sware unto their fathers, neither shall any of them that despised me see it:
and in this `place' again, They shall not enter into my rest.
How long `shall I bear' with this evil congregation, that murmur against me? I have heard the murmurings of the children of Israel, which they murmur against me. Say unto them, As I live, saith Jehovah, surely as ye have spoken in mine ears, so will I do to you: your dead bodies shall fall in this wilderness; and all that were numbered of you, according to your whole number, from twenty years old and upward, that have murmured against me, surely ye shall not come into the land, concerning which I sware that I would make you dwell therein, save Caleb the son of Jephunneh, and Joshua the son of Nun.
And Jehovah's anger was kindled in that day, and he sware, saying, Surely none of the men that came up out of Egypt, from twenty years old and upward, shall see the land which I sware unto Abraham, unto Isaac, and unto Jacob; because they have not wholly followed me: save Caleb the son of Jephunneh the Kenizzite, and Joshua the son of Nun; because they have wholly followed Jehovah. And Jehovah's anger was kindled against Israel, and he made them wander to and fro in the wilderness forty years, until all the generation, that had done evil in the sight of Jehovah, was consumed.
And the days in which we came from Kadesh-barnea, until we were come over the brook Zered, were thirty and eight years; until all the generation of the men of war were consumed from the midst of the camp, as Jehovah sware unto them.
And to whom sware he that they should not enter into his rest, but to them that were disobedient? And we see that they were not able to enter in because of unbelief.
There remaineth therefore a sabbath rest for the people of God.

Commentary on Hebrews 3 Matthew Henry Commentary
Chapter 3
In this chapter the apostle applies what he had said in the chapter foregoing concerning the priesthood of Christ,
Hbr 3:1-6
In these verses we have the application of the doctrine laid down in the close of the last chapter concerning the priesthood of our Lord Jesus Christ. And observe,
Hbr 3:7-19
Here the apostle proceeds in pressing upon them serious counsels and cautions to the close of the chapter; and he recites a passage out of Ps. 95:7, etc., where observe,
