27 Therefore thou deliveredst them into the hand of their adversaries, who distressed them: and in the time of their trouble, when they cried unto thee, thou heardest from heaven; and according to thy manifold mercies thou gavest them saviours who saved them out of the hand of their adversaries.
But from thence ye shall seek Jehovah thy God, and thou shalt find him, when thou searchest after him with all thy heart and with all thy soul. When thou art in tribulation, and all these things are come upon thee, in the latter days thou shalt return to Jehovah thy God, and hearken unto his voice: for Jehovah thy God is a merciful God; he will not fail thee, neither destroy thee, nor forget the covenant of thy fathers which he sware unto them.
And Jehovah said unto Moses, Behold, thou shalt sleep with thy fathers; and this people will rise up, and play the harlot after the strange gods of the land, whither they go to be among them, and will forsake me, and break my covenant which I have made with them. Then my anger shall be kindled against them in that day, and I will forsake them, and I will hide my face from them, and they shall be devoured, and many evils and troubles shall come upon them; so that they will say in that day, Are not these evils come upon us because our God is not among us? And I will surely hide my face in that day for all the evil which they shall have wrought, in that they are turned unto other gods.
And the anger of Jehovah was kindled against Israel, and he delivered them into the hands of spoilers that despoiled them; and he sold them into the hands of their enemies round about, so that they could not any longer stand before their enemies. Whithersoever they went out, the hand of Jehovah was against them for evil, as Jehovah had spoken, and as Jehovah had sworn unto them: and they were sore distressed. And Jehovah raised up judges, who saved them out of the hand of those that despoiled them.
Therefore the anger of Jehovah was kindled against Israel, and he sold them into the hand of Cushan-rishathaim king of Mesopotamia: and the children of Israel served Cushan-rishathaim eight years. And when the children of Israel cried unto Jehovah, Jehovah raised up a saviour to the children of Israel, who saved them, even Othniel the son of Kenaz, Caleb's younger brother. And the Spirit of Jehovah came upon him, and he judged Israel; and he went out to war, and Jehovah delivered Cushan-rishathaim king of Mesopotamia into his hand: and his hand prevailed against Cushan-rishathaim. And the land had rest forty years. And Othniel the son of Kenaz died. And the children of Israel again did that which was evil in the sight of Jehovah: and Jehovah strengthened Eglon the king of Moab against Israel, because they had done that which was evil in the sight of Jehovah. And he gathered unto him the children of Ammon and Amalek; and he went and smote Israel, and they possessed the city of palm-trees. And the children of Israel served Eglon the king of Moab eighteen years. But when the children of Israel cried unto Jehovah, Jehovah raised them up a saviour, Ehud the son of Gera, the Benjamite, a man left-handed. And the children of Israel sent tribute by him unto Eglon the king of Moab. And Ehud made him a sword which had two edges, a cubit in length; and he girded it under his raiment upon his right thigh. And he offered the tribute unto Eglon king of Moab: now Eglon was a very fat man. And when he had made an end of offering the tribute, he sent away the people that bare the tribute. But he himself turned back from the quarries that were by Gilgal, and said, I have a secret errand unto thee, O king. And he said, Keep silence. And all that stood by him went out from him. And Ehud came unto him; and he was sitting by himself alone in the cool upper room. And Ehud said, I have a message from God unto thee. And he arose out of his seat. And Ehud put forth his left hand, and took the sword from his right thigh, and thrust it into his body: and the haft also went in after the blade; and the fat closed upon the blade, for he drew not the sword out of his body; and it came out behind. Then Ehud went forth into the porch, and shut the doors of the upper room upon him, and locked them. Now when he was gone out, his servants came; and they saw, and, behold, the doors of the upper room were locked; and they said, Surely he is covering his feet in the upper chamber. And they tarried till they were ashamed; and, behold, he opened not the doors of the upper room: therefore they took the key, and opened `them', and, behold, their lord was fallen down dead on the earth. And Ehud escaped while they tarried, and passed beyond the quarries, and escaped unto Seirah. And it came to pass, when he was come, that he blew a trumpet in the hill-country of Ephraim; and the children of Israel went down with him from the hill-country, and he before them. And he said unto them, Follow after me; for Jehovah hath delivered your enemies the Moabites into your hand. And they went down after him, and took the fords of the Jordan against the Moabites, and suffered not a man to pass over. And they smote of Moab at that time about ten thousand men, every lusty man, and every man of valor; and there escaped not a man. So Moab was subdued that day under the hand of Israel. And the land had rest fourscore years.
And Israel was brought very low because of Midian; and the children of Israel cried unto Jehovah. And it came to pass, when the children of Israel cried unto Jehovah because of Midian, that Jehovah sent a prophet unto the children of Israel: and he said unto them, Thus saith Jehovah, the God of Israel, I brought you up from Egypt, and brought you forth out of the house of bondage; and I delivered you out of the hand of the Egyptians, and out of the hand of all that oppressed you, and drove them out from before you, and gave you their land; and I said unto you, I am Jehovah your God; ye shall not fear the gods of the Amorites, in whose land ye dwell. But ye have not hearkened unto my voice.
And the children of Israel said unto Jehovah, We have sinned: do thou unto us whatsoever seemeth good unto thee; only deliver us, we pray thee, this day. And they put away the foreign gods from among them, and served Jehovah; and his soul was grieved for the misery of Israel.
And they cried unto Jehovah, and said, We have sinned, because we have forsaken Jehovah, and have served the Baalim and the Ashtaroth: but now deliver us out of the hand of our enemies, and we will serve thee. And Jehovah sent Jerubbaal, and Bedan, and Jephthah, and Samuel, and delivered you out of the hand of your enemies on every side; and ye dwelt in safety.
And he gave them into the hand of the nations; And they that hated them ruled over them. Their enemies also oppressed them, And they were brought into subjection under their hand. Many times did he deliver them; But they were rebellious in their counsel, And were brought low in their iniquity. Nevertheless he regarded their distress, When he heard their cry: And he remembered for them his covenant, And repented according to the multitude of his lovingkindnesses.
neither have we obeyed the voice of Jehovah our God, to walk in his laws, which he set before us by his servants the prophets. Yea, all Israel have transgressed thy law, even turning aside, that they should not obey thy voice: therefore hath the curse been poured out upon us, and the oath that is written in the law of Moses the servant of God; for we have sinned against him. And he hath confirmed his words, which he spake against us, and against our judges that judged us, by bringing upon us a great evil; for under the whole heaven hath not been done as hath been done upon Jerusalem. As it is written in the law of Moses, all this evil is come upon us: yet have we not entreated the favor of Jehovah our God, that we should turn from our iniquities, and have discernment in thy truth. Therefore hath Jehovah watched over the evil, and brought it upon us; for Jehovah our God is righteous in all his works which he doeth, and we have not obeyed his voice.

Commentary on Nehemiah 9 Matthew Henry Commentary
Chapter 9
The tenth day of the seventh month between the feast of trumpets (ch. 8:2) and the feast of tabernacles (v. 14) was appointed to be the day of atonement; we have no reason to think but that it was religiously observed, though it is not mentioned. But here we have an account of an occasional fast that was kept a fortnight after that, with reference to the present posture of their affairs, and it was, as that, a day of humiliation. There is a time to weep as well as a time to laugh. We have here an account.
Neh 9:1-3
We have here a general account of a public fast which the children of Israel kept, probably by order from Nehemiah, by and with the advice and consent of the chief of the fathers. It was a fast that men appointed, but such a fast as God had chosen; for,

We have here an account how the work of this fast-day was carried on.
