21 They had no need of water when he was guiding them through the waste lands: he made water come out of the rock for them: the rock was parted and the waters came flowing out.
See, I will take my place before you on the rock in Horeb; and when you give the rock a blow, water will come out of it, and the people will have drink. And Moses did so before the eyes of the chiefs of Israel.
And lifting up his hand, Moses gave the rock two blows with his rod: and water came streaming out, and the people and their cattle had drink enough.
And there will be rivers and streams of water on every tall mountain and on every high hill, in the day when great numbers are put to the sword, when the towers come down.
The rocks of the waste land were broken by his power, and he gave them drink as out of the deep waters.
Then will the feeble-footed be jumping like a roe, and the voice which was stopped will be loud in song: for in the waste land streams will be bursting out, and waters in the dry places. And the burning sand will become a pool, and the dry earth springs of waters: the fields where the sheep take their food will become wet land, and water-plants will take the place of grass.
The poor and crushed are looking for water where no water is, and their tongue is dry for need of it: I the Lord will give ear to their prayer, I the God of Israel will not give them up. I will make rivers on the dry mountain-tops, and fountains in the valleys: I will make the waste land a pool of water, and the dry land springs of water.
See, I am doing a new thing; now it is starting; will you not take note of it? I will even make a way in the waste land, and rivers in the dry country. The beasts of the field will give me honour, the jackals and the ostriches: because I send out waters in the waste land, and rivers in the dry country, to give drink to the people whom I have taken for myself:
They will not be in need of food or drink, or be troubled by the heat or the sun: for he who has mercy on them will be their guide, taking them by the springs of water.
And you gave them bread from heaven when they were in need, and made water come out of the rock for their drink, and gave them orders to go in and take for their heritage the land which your hand had been lifted up to give them.

Commentary on Isaiah 48 Matthew Henry Commentary
Chapter 48
God, having in the foregoing chapter reckoned with the Babylonians, and shown them their sins and the desolation that was coming upon them for their sins, to show that he hates sin wherever he finds it and will not connive at it in his own people, comes, in this chapter, to show the house of Jacob their sins, but, withal, the mercy God had in store for them notwithstanding; and he therefore sets their sins in order before them, that by their repentance and reformation they might be prepared for that mercy.
Isa 48:1-8
We may observe here,
Isa 48:9-15
The deliverance of God's people out of their captivity in Babylon was a thing upon many accounts so improbable that there was need of line upon line for the encouragement of the faith and hope of God's people concerning it. Two things were discouraging to them-their own unworthiness that God should do it for them and the many difficulties in the thing itself; now, in these verses, both these discouragements are removed, for here is,
Isa 48:16-22
Here, as before, Jacob and Israel are summoned to hearken to the prophet speaking in God's name, or rather to God speaking in and by the prophet, and that as a type of the great prophet by whom God has in these last days spoken unto us, and that is sufficient: Come near therefore, and hear this. Note, Those that would hear and understand what God says must come near, and approach to him; let them come as near as they can. Let those that have hearkened to the tempter now come near, and hear this, that they may be confirmed in their resolutions to serve God. Those that draw nigh to God may depend upon this, that his secret shall be with them. Here,
