5 And let him take from the children of Israel two he-goats for a sin-offering and one male sheep for a burned offering.
And if all the people of Israel do wrong, without anyone's knowledge; if they have done any of the things which by the Lord's order are not to be done, causing sin to come on them; When the sin which they have done comes to light, then let all the people give an ox for a sin-offering, and take it before the Tent of meeting. And let the chiefs of the people put their hands on its head before the Lord, and put the ox to death before the Lord. And the priest is to take some of its blood to the Tent of meeting; And put his finger in the blood, shaking drops of the blood seven times before the Lord in front of the veil. And he is to put some of the blood on the horns of the altar which is before the Lord in the Tent of meeting; and all the rest of the blood is to be drained out at the base of the altar of burned offering at the door of the Tent of meeting. And he is to take off all its fat, burning it on the altar. Let him do with the ox as he did with the ox of the sin-offering; and the priest will take away their sin and they will have forgiveness. Then let the ox be taken away outside the tent-circle, that it may be burned as the other ox was burned; it is the sin-offering for all the people.
So Aaron came near to the altar and put to death the ox for the sin-offering for himself; And the sons of Aaron gave him the blood and he put his finger in the blood and put it on the horns of the altar, draining out the blood at the base of the altar; But the fat and the kidneys and the fat on the liver of the sin-offering were burned by him on the altar as the Lord gave orders to Moses. And the flesh and the skin were burned with fire outside the tent-circle; And he put to death the burned offering; and Aaron's sons gave him the blood and he put some of it on and round the altar; And they gave him the parts of the burned offering, in their order, and the head, to be burned on the altar. And the inside parts and the legs, when they had been washed with water, were burned on the burned offering on the altar. And he made an offering for the people and took the goat of the sin-offering for the people and put it to death, offering it for sin, in the same way as the first. And he took the burned offering, offering it in the ordered way;
And on that day the ruler is to give for himself and for all the people of the land an ox for a sin-offering. And on the seven days of the feast he is to give a burned offering to the Lord, seven oxen and seven sheep without any mark on them, every day for seven days; and a he-goat every day for a sin-offering.
Who has no need to make offerings for sins every day, like those high priests, first for himself, and then for the people; because he did this once and for ever when he made an offering of himself. The law makes high priests of men who are feeble; but the word of the oath, which was made after the law, gives that position to a Son, in whom all good is for ever complete.
So that when he comes into the world, he says, You had no desire for offerings, but you made a body ready for me; You had no joy in burned offerings or in offerings for sin. Then I said, See, I have come to do your pleasure, O God (as it is said of me in the roll of the book). After saying, You had no desire for offerings, for burned offerings or offerings for sin (which are made by the law) and you had no pleasure in them, Then he said, See, I have come to do your pleasure. He took away the old order, so that he might put the new order in its place. By that pleasure we have been made holy, by the offering of the body of Jesus Christ once and for ever. And every priest takes his place at the altar day by day, doing what is necessary, and making again and again the same offerings which are never able to take away sins. But when Jesus had made one offering for sins for ever, he took his place at the right hand of God; And has been waiting there from that time, till all who are against him are made a foot-rest for his feet. Because by one offering he has made complete for ever those who are made holy.

Chapter 16
In this chapter we have the institution of the annual solemnity of the day of atonement, or expiation, which had as much gospel in it as perhaps any of the appointments of the ceremonial law, as appears by the reference the apostle makes to it, Heb. 9:7, etc. We had before divers laws concerning sin-offerings for particular persons, and to be offered upon particular occasions; but this is concerning the stated sacrifice, in which the whole nation was interested. The whole service of the day is committed to the high priest.

The Jewish writers say that for seven days before the day of expiation the high priest was to retire from his own house, and to dwell in a chamber of the temple, that he might prepare himself for the service of this great day. During those seven days he himself did the work of the inferior priests about the sacrifices, incense, etc., that he might have his hand in for this day: he must have the institution read to him again and again, that he might be fully apprised of the whole method.

The high priest having presented unto the Lord the expiatory sacrifices, by the sprinkling of their blood, the remainder of which, it is probable, he poured out at the foot of the brazen altar,

Lastly, In the year of jubilee, the trumpet which proclaimed the liberty was ordered to be sounded in the close of the day of atonement, ch. 25:9. For the remission of our debt, release from our bondage, and our return to our inheritance, are all owing to the mediation and intercession of Jesus Christ. By the atonement we obtain rest for our souls, and all the glorious liberties of the children of God.
