11 And I saw another beast coming up out of the earth; and he had two horns like a lamb, and his voice was like that of a dragon.
I was watching the horns with care, and I saw another coming up among them, a little one, before which three of the first horns were pulled up by the roots: and there were eyes like a man's eyes in this horn, and a mouth saying great things.
And as for the ten horns, out of this kingdom ten kings will come to power; and after them another will come up: he will be different from the first ones and will put down three kings. And he will say words against the Most High, attempting to put an end to the saints of the Most High; and he will have the idea of changing times and law; and the saints will be given into his hands for a time and times and half a time.
For such men are false Apostles, workers of deceit, making themselves seem like Apostles of Christ. And it is no wonder; for even Satan himself is able to take the form of an angel of light. So it is no great thing if his servants make themselves seem to be servants of righteousness; whose end will be the reward of their works.
And I saw the woman overcome as with the wine of the blood of the saints, and the blood of those put to death because of Jesus. And when I saw her, I was overcome with a great wonder.
Who puts himself against all authority, lifting himself up over all which is named God or is given worship; so that he takes his seat in the Temple of God, putting himself forward as God.
And when they have come to the end of their witness, the beast which comes up out of the great deep will make war on them and overcome them and put them to death.
And there was seen another sign in heaven; a great red dragon, having seven heads and ten horns, and on his heads seven crowns. And his tail was pulling a third part of the stars of heaven down to the earth, and the dragon took his place before the woman who was about to give birth, so that when the birth had taken place he might put an end to her child.
So that no man might be able to do trade but he who has the mark, even the name of the beast or the number of his name.
And I saw coming out of the mouth of the dragon, and out of the mouth of the beast, and out of the mouth of the false prophet, three unclean spirits, like frogs.
The beast which you saw was, and is not; and is about to come up out of the great deep, and to go into destruction. And those who are on the earth, whose names have not been put in the book of life from the first, will be full of wonder when they see the beast, that he was, and is not, and still will be.

Chapter 13
We have, in this chapter, a further discovery and description of the church's enemies: not other enemies than are mentioned before, but described after another manner, that the methods of their enmity may more fully appear. They are represented as two beasts; the first you have an account of (v. 1-10) the second (v. 11-18). By the first some understand Rome pagan, and by the second Rome papal; but others understand Rome papal to be represented by both these beasts, by the first in its secular power, by the second in its ecclesiastical.

We have here an account of the rise, figure, and progress of the first beast; and observe,

Those who think the first beast signifies Rome pagan by this second beast would understand Rome papal, which promotes idolatry and tyranny, but in a more soft and lamb-like manner: those that understand the first beast of the secular power of the papacy take the second to intend its spiritual and ecclesiastical powers, which act under the disguise of religion and charity to the souls of men.
