5 And the voice of the angel of the waters came to my ears, saying, True and upright is your judging, O Holy One, who is and was from all time:
We give you praise, O Lord God, Ruler of all, who is and who was; because you have taken up your great power and are ruling your kingdom.
John to the seven churches which are in Asia: Grace to you and peace, from him who is and was and is to come; and from the seven Spirits which are before his high seat;
And they give the song of Moses, the servant of God, and the song of the Lamb, saying, Great and full of wonder are your works, O Lord God, Ruler of all; true and full of righteousness are your ways, eternal King. What man is there who will not have fear before you, O Lord, and give glory to your name? because you only are holy; for all the nations will come and give worship before you; for your righteousness has been made clear.
And the four beasts, having every one of them six wings, are full of eyes round about and inside: and without resting day and night, they say, Holy, holy, holy, Lord God, Ruler of all, who was and is and is to come.
I am the First and the Last, says the Lord God who is and was and is to come, the Ruler of all.
Which is a clear sign of the decision which God in his righteousness has made; to give you a part in his kingdom, for which you have undergone this pain; For it is an act of righteousness on God's part to give trouble as their reward to those who are troubling you,
For true and upright are his decisions; for by him has the evil woman been judged, who made the earth unclean with the sins of her body; and he has given her punishment for the blood of his servants.
And a voice came from the altar, saying, Even so, O Lord God, Ruler of all, true and full of righteousness is your judging.
Let such a thing be far from you, to put the upright to death with the sinner: will not the judge of all the earth do right?
But if the righteousness of God is supported by our wrongdoing what is to be said? is it wrong for God to be angry (as men may say)?
Father of righteousness, I have knowledge of you, though the world has not; and to these it is clear that you sent me;
So the Lord has been watching over this evil and has made it come on us: for the Lord our God is upright in all his acts which he has done, and we have not given ear to his voice.

Commentary on Revelation 16 Matthew Henry Commentary
Chapter 16
In this chapter we have an account of the pouring forth of these vials that were filled with the wrath of God. They were poured out upon the whole antichristian empire, and on every thing appertaining to it.
Rev 16:1-7
We had in the foregoing chapter the great and solemn preparation that was made for the pouring out of the vials; now we have the performance of that work. Here observe,
Rev 16:8-11
In these verses we see the work going on in the appointed order. The fourth angel poured out his vial, and that fell upon the sun; that is, say some, upon some eminent prince of the popish communion, who should renounce their false religion a little while before his utter downfall; and some expect it will be the German emperor. And now what will be the consequence of this? That sun which before cherished them with warm and benign influences shall now grow hot against these idolaters, and shall scorch them. Princes shall use their power and authority to suppress them, which yet will be so far from bringing them to repentance, that it will cause them to curse God and their king, and look upward, throwing out their blasphemous speeches against the God of heaven; they will be hardened to their ruin. The fifth angel poured out his vial, v. 10. And observe,
Rev 16:12-16
The sixth angel poured out his vial; and observe,
Rev 16:17-21
Here we have an account of the seventh and last angel pouring forth his vial, contributing his part towards the accomplishment of the downfall of Babylon, which was the finishing stroke. And here, as before, observe,
