23 And Jehovah was gracious to them, and had compassion on them, and had respect to them, because of his covenant with Abraham, Isaac, and Jacob; and he would not destroy them, neither did he cast them from his presence up to that time.
And I will make thy seed as the dust of the earth, so that if any one can number the dust of the earth, thy seed also will be numbered. Arise, walk through the land according to the length of it and according to the breadth of it; for I will give it to thee.
and God heard their groaning, and God remembered his covenant with Abraham, with Isaac, and with Jacob; and God looked upon the children of Israel, and God acknowledged [them].
And I will set my covenant between me and thee, and will very greatly multiply thee. And Abram fell on his face; and God talked with him, saying, It is I: behold, my covenant is with thee, and thou shalt be a father of a multitude of nations. And thy name shall no more be called Abram, but thy name shall be Abraham; for a father of a multitude of nations have I made thee.
to fulfil mercy with our fathers and remember his holy covenant, [the] oath which he swore to Abraham our father,
He has helped Israel his servant, in order to remember mercy, (as he spoke to our fathers,) to Abraham and to his seed for ever.
Who is a ùGod like unto thee, that forgiveth iniquity, and passeth by the transgression of the remnant of his heritage? He retaineth not his anger for ever, because he delighteth in loving-kindness. He will yet again have compassion on us, he will tread under foot our iniquities: and thou wilt cast all their sins into the depths of the sea. Thou wilt perform truth to Jacob, loving-kindness to Abraham, which thou hast sworn unto our fathers, from the days of old.
And therefore will Jehovah wait, that he may be gracious unto you, and therefore will he lift himself up, that he may have mercy upon you; for Jehovah is a God of judgment: blessed are all they that wait for him. For the people shall dwell in Zion, at Jerusalem. Thou shalt weep no more; he will be very gracious unto thee at the voice of thy cry; as he heareth it, he will answer thee.
Nevertheless for thy manifold mercies' sake, thou didst not make a full end of them nor forsake them; for thou art a gracious and merciful ùGod. And now, our God, the great, the mighty, and the terrible ùGod, who keepest covenant and loving-kindness, let not all the trouble seem little before thee, that hath come upon us, on our kings, on our princes, and on our priests, and on our prophets, and on our fathers, and on all thy people, since the days of the kings of Assyria unto this day.
And Jehovah passed by before his face, and proclaimed, Jehovah, Jehovah ùGod merciful and gracious, slow to anger, and abundant in goodness and truth, keeping mercy unto thousands, forgiving iniquity and transgression and sin, but by no means clearing [the guilty]; visiting the iniquity of the fathers upon the children, and upon the children's children, upon the third and upon the fourth [generation].
Remember Abraham, Isaac and Israel, thy servants, to whom thou sworest by thyself, and saidst to them, I will multiply your seed as the stars of heaven, and all this land that I have spoken of will I give to your seed, and they shall possess [it] for ever! And Jehovah repented of the evil that he had said he would do to his people.
And he said, I am the God of thy father, the God of Abraham, the God of Isaac, and the God of Jacob. And Moses hid his face; for he was afraid to look at God. And Jehovah said, I have seen assuredly the affliction of my people who are in Egypt, and their cry have I heard on account of their taskmasters; for I know their sorrows.
And I will establish my covenant between me and thee, and thy seed after thee in their generations, for an everlasting covenant, to be a God to thee, and to thy seed after thee. And I give to thee, and to thy seed after thee, the land of thy sojourning, all the land of Canaan, for an everlasting possession; and I will be a God to them.

Commentary on 2 Kings 13 Matthew Henry Commentary
Chapter 13
This chapter brings us again to the history of the kings of Israel, and particularly of the family of Jehu. We have here an account of the reign,
2Ki 13:1-9
This general account of the reign of Jehoahaz, and of the state of Israel during his seventeen years, though short, is long enough to let us see two things which are very affecting and instructive:-
2Ki 13:10-19
We have here Jehoash, or Joash, the son of Jehoahaz and grandson of Jehu, upon the throne of Israel. Probably the house of Jehu intended some respect to the house of David when they gave this heir-apparent to the crown the same name with him that was then king of Judah.
2Ki 13:20-25
