21 But do thou provide among all the people able men, such as fear God, men of truth, hating covetousness; and place [them] over them, chiefs of thousands, chiefs of hundreds, chiefs of fifties, and chiefs of tens,
Look out therefore, brethren, from among yourselves seven men, well reported of, full of [the] [Holy] Spirit and wisdom, whom we will establish over this business:
And he set judges in the land throughout the fortified cities of Judah, city by city. And he said to the judges, Take heed what ye do; for ye judge not for man, but for Jehovah, who will be with you in the matter of judgment. And now, let the terror of Jehovah be upon you; be careful what ye do, for there is no iniquity with Jehovah, nor respect of persons, nor taking of presents. -- And moreover in Jerusalem did Jehoshaphat set some of the Levites and priests, and of the chief fathers of Israel, for the judgment of Jehovah and for causes. -- And they returned to Jerusalem. And he charged them saying, Thus shall ye do in the fear of Jehovah faithfully and with a perfect heart. And what cause soever comes to you of your brethren that dwell in their cities, between blood and blood, between law and commandment, statutes and ordinances, ye shall even warn them that they trespass not against Jehovah, and so wrath come upon you and upon your brethren: this do and ye shall not trespass.
Judges and officers shalt thou make thee in all thy gates, which Jehovah thy God giveth thee, throughout thy tribes, that they may judge the people with just judgment. Thou shalt not wrest judgment; thou shalt not respect persons, neither take a bribe; for the bribe blindeth the eyes of the wise, and perverteth the words of the righteous.
he hath not given forth upon usury, nor taken increase; he hath withdrawn his hand from unrighteousness, hath executed true judgment between man and man,
The God of Israel said, The Rock of Israel spoke to me, The ruler among men shall be just, Ruling in the fear of God;
And Joseph said to them the third day, This do, that ye may live: I fear God.
none calleth for justice, none pleadeth in truthfulness. They trust in vanity, and speak falsehood; they conceive mischief, and bring forth iniquity.
And judgment is turned away backward, and righteousness standeth afar off; for truth stumbleth in the street, and uprightness cannot enter. And truth faileth; and he that departeth from evil maketh himself a prey. And Jehovah saw [it], and it was evil in his sight that there was no judgment.
Run ye to and fro through the streets of Jerusalem, and see now, and know, and seek in the broadways thereof, if ye can find a man, if there be [any] that doeth justice, that seeketh fidelity; and I will pardon it.
Thus speaketh Jehovah of hosts, saying, Execute true judgment, and shew loving-kindness and mercies one to another,
These are the things that ye shall do: Speak truth every one with his neighbour; execute truth and the judgment of peace in your gates;
And he would not for a time; but afterwards he said within himself, If even I fear not God and respect not man,
I have coveted [the] silver or gold or clothing of no one.
But those who desire to be rich fall into temptation and a snare, and many unwise and hurtful lusts, which plunge men into destruction and ruin. For the love of money is [the] root of every evil; which some having aspired after, have wandered from the faith, and pierced themselves with many sorrows. But *thou*, O man of God, flee these things, and pursue righteousness, piety, faith, love, endurance, meekness of spirit.
having eyes full of adultery, and that cease not from sin, alluring unestablished souls; having a heart practised in covetousness, children of curse; having left [the] straight way they have gone astray, having followed in the path of Balaam [the son] of Bosor, who loved [the] reward of unrighteousness;
Thou shalt not follow the multitude for evil; neither shalt thou answer in a cause, to go after the multitude to pervert [judgment]. Neither shalt thou favour a poor man in his cause. -- If thou meet thine enemy's ox or his ass going astray, thou shalt certainly bring it back to him. If thou see the ass of him that hateth thee lying under its burden, beware of leaving [it] to him: thou shalt certainly loosen [it] with him. Thou shalt not pervert the judgment of thy poor in his cause. Thou shalt keep far from the cause of falsehood; and the innocent and righteous slay not; for I will not justify the wicked. And thou shalt take no bribe; for the bribe blindeth those whose eyes are open, and perverteth the words of the righteous. And the stranger thou shalt not oppress; for ye know the spirit of the stranger, for ye have been strangers in the land of Egypt.
And if they blow with one, then the princes, the heads of the thousands of Israel, shall gather unto thee.
Provide you wise and understanding and known men, according to your tribes, that I may make them your chiefs. And ye answered me, and said, The thing that thou hast spoken is good [for us] to do. So I took the chiefs of your tribes, wise men and known, and made them chiefs over you, captains of thousands, and captains of hundreds, and captains of fifties, and captains of tens, and officers for your tribes. And I commanded your judges at that time, saying, Hear [the causes] between your brethren, and judge righteously between a man and his brother, and him also that sojourneth with him. Ye shall not respect persons in judgment: ye shall hear the small as well as the great; ye shall not be afraid of the face of man, for the judgment is God's; and the matter that is too hard for you shall ye bring to me, that I may hear it.
and with him ten princes, of each father's house a prince, out of all the tribes of Israel; and each of them was head of a father's house, of the thousands of Israel.
And his sons walked not in his ways, but turned aside after lucre, and took bribes, and perverted justice.
Here I am: testify against me before Jehovah, and before his anointed. Whose ox have I taken? or whose ass have I taken? or whom have I defrauded? whom have I injured? or of whose hand have I received any ransom and blinded mine eyes therewith? and I will restore it to you. And they said, Thou hast not defrauded us, and thou hast not injured us, neither hast thou taken aught of any man's hand.
Give therefore to thy servant an understanding heart, to judge thy people, to discern between good and bad; for who is able to judge this thy numerous people? And the word pleased the Lord, that Solomon had asked this thing. And God said to him, Because thou hast asked this thing, and hast not asked for thyself long life, neither hast asked riches for thyself, nor hast asked the life of thine enemies, but hast asked for thyself discernment to understand judgment; behold, I have done according to thy word: behold, I have given thee a wise and an understanding heart, so that there hath been none like unto thee before thee, neither after thee shall any arise like unto thee.
And he said, Stretch not out thy hand against the lad, neither do anything to him; for now I know that thou fearest God, and hast not withheld thy son, thine only [son], from me.
And I said, The thing that ye do is not good. Ought ye not to walk in the fear of our God, so as not to be the reproach of the nations our enemies?
I was a father to the needy, and the cause which I knew not I searched out;
If I have despised the cause of my bondman or of my bondmaid, when they contended with me,
Gather not my soul with sinners, nor my life with men of blood; In whose hands are evil devices, and their right hand is full of bribes.
By the transgression of a land many are the princes thereof; but by a man of understanding [and] of knowledge, [its] stability is prolonged.

CHAPTER 18
Ex 18:1-27. Visit of Jethro.
1-5. Jethro … came … unto Moses, &c.—It is thought by many eminent commentators that this episode is inserted out of its chronological order, for it is described as occurring when the Israelites were "encamped at the mount of God." And yet they did not reach it till the third month after their departure from Egypt (Ex 19:1, 2; compare De 1:6, 9-15).
6. and thy wife, and her two sons—See Ex 4:20.
7. Moses went out to meet his father-in-law, &c.—Their salutations would be marked by all the warm and social greetings of Oriental friends (see on Ex 4:27)—the one going out to "meet" the other, the "obeisance," the "kiss" on each side of the head, the silent entrance into the tent for consultation; and their conversation ran in the strain that might have been expected of two pious men, rehearsing and listening to a narrative of the wonderful works and providence of God.
12. Jethro … took a burnt offering—This friendly interview was terminated by a solemn religious service—the burnt offerings were consumed on the altar, and the sacrifices were peace offerings, used in a feast of joy and gratitude at which Jethro, as priest of the true God, seems to have presided, and to which the chiefs of Israel were invited. This incident is in beautiful keeping with the character of the parties, and is well worthy of the imitation of Christian friends when they meet in the present day.
13-26. on the morrow … Moses sat to judge the people, &c.—We are here presented with a specimen of his daily morning occupations; and among the multifarious duties his divine legation imposed, it must be considered only a small portion of his official employments. He appears in this attitude as a type of Christ in His legislative and judicial characters.
the people stood by Moses from the morning unto the evening, &c.—Governors in the East seat themselves at the most public gate of their palace or the city, and there, amid a crowd of applicants, hear causes, receive petitions, redress grievances, and adjust the claims of contending parties.
17. Moses' father-in-law said unto him, The thing … is not good—not good either for Moses himself, for the maintenance of justice, or for the satisfaction and interests of the people. Jethro gave a prudent counsel as to the division of labor [Ex 18:21, 22], and universal experience in the Church and State has attested the soundness and advantages of the principle.
23. If thou shalt do this thing, &c.—Jethro's counsel was given merely in the form of a suggestion; it was not to be adopted without the express sanction and approval of a better and higher Counsellor; and although we are not informed of it, there can be no doubt that Moses, before appointing subordinate magistrates, would ask the mind of God, as it is the duty and privilege of every Christian in like manner to supplicate the divine direction in all his ways.
