9 not according to the covenant which I made to their fathers in [the] day of my taking their hand to lead them out of the land of Egypt; because *they* did not continue in my covenant, and *I* did not regard them, saith [the] Lord.
Jehovah our God made a covenant with us in Horeb. Not with our fathers did Jehovah make this covenant, but with us, [even] us, those [who are] here alive all of us this day.
And the land is polluted under the inhabitants thereof; for they have violated the laws, changed the statute, broken the everlasting covenant. Therefore doth the curse devour the earth, and they that dwell therein are held guilty; therefore the inhabitants of the earth are consumed, and few men are left.
But he remembered the days of old, Moses [and] his people: Where is he that brought them up out of the sea with the shepherds of his flock? Where is he that put his holy Spirit within him, his glorious arm leading them by the right hand of Moses, dividing the waters before them, to make himself an everlasting name, -- who led them through the depths, like a horse in the wilderness, [and] they stumbled not?
For I earnestly protested unto your fathers, in the day that I brought them up out of the land of Egypt, unto this day, rising early and protesting, saying, Hearken unto my voice. But they have not hearkened, nor inclined their ear, but have walked every one in the stubbornness of their evil heart; and I have brought upon them all the words of this covenant, which I commanded [them] to do, and they have not done.
And many nations shall pass by this city, and they shall say every man to his neighbour, Wherefore hath Jehovah done thus unto this great city? And they shall say, Because they have forsaken the covenant of Jehovah their God, and worshipped other gods, and served them.
And I will cause you to pass under the rod, and I will bring you into the bond of the covenant. And I will purge out from among you the rebels, and them that transgress against me; I will bring them forth out of the country where they sojourn, but they shall not enter into the land of Israel: and ye shall know that I [am] Jehovah.
Brethren, (I speak according to man,) even man's confirmed covenant no one sets aside, or adds other dispositions to. But to Abraham were the promises addressed, and to his seed: he does not say, And to seeds, as of many; but as of one, And to thy seed; which is Christ. Now I say this, A covenant confirmed beforehand by God, the law, which took place four hundred and thirty years after, does not annul, so as to make the promise of no effect. For if the inheritance [be] on the principle of law, [it is] no longer on the principle of promise; but God gave it in grace to Abraham by promise. Why then the law? It was added for the sake of transgressions, until the seed came to whom the promise was made, ordained through angels in [the] hand of a mediator.
Whence neither the first was inaugurated without blood. For every commandment having been spoken according to [the] law by Moses to all the people; having taken the blood of calves and goats, with water and scarlet wool and hyssop, he sprinkled both the book itself and all the people, saying, This [is] the blood of the covenant which God has enjoined to you.
Ye have seen what I have done to the Egyptians, and [how] I have borne you on eagles' wings and brought you to myself. And now, if ye will hearken to my voice indeed and keep my covenant, then shall ye be my own possession out of all the peoples -- for all the earth is mine --
And Moses came and told the people all the words of Jehovah, and all the judgments; and all the people answered with one voice, and said, All the words that Jehovah has said will we do! And Moses wrote all the words of Jehovah, and rose up early in the morning, and built an altar under the mountain, and twelve pillars, according to the twelve tribes of Israel. And he sent the youths of the children of Israel, and they offered up burnt-offerings, and sacrificed sacrifices of peace-offering of bullocks to Jehovah. And Moses took half the blood, and put [it] in basons; and half of the blood he sprinkled on the altar. And he took the book of the covenant, and read [it] in the ears of the people; and they said, All that Jehovah has said will we do, and obey! And Moses took the blood, and sprinkled [it] on the people, and said, Behold the blood of the covenant that Jehovah has made with you concerning all these words. And Moses and Aaron, Nadab and Abihu, and seventy of the elders of Israel went up; and they saw the God of Israel; and there was under his feet as it were work of transparent sapphire, and as it were the form of heaven for clearness. And on the nobles of the children of Israel he laid not his hand: they saw God, and ate and drank.
And Jehovah said to Moses, Write thee these words; for after the tenor of these words have I made a covenant with thee and with Israel. -- And he was there with Jehovah forty days and forty nights; he ate no bread, and drank no water. -- And he wrote on the tables the words of the covenant, the ten words.
And Jehovah said to Moses, Behold, thou shalt sleep with thy fathers; and this people will rise up, and go a whoring after the strange gods of the land into which they enter, and will forsake me, and break my covenant which I have made with them. And my anger shall be kindled against them in that day, and I will forsake them, and I will hide my face from them, and they shall be devoured, and many evils and troubles shall befall them, and they will say in that day, Have not these evils befallen me because my God is not in my midst? And I will entirely hide my face in that day for all the evils that they have wrought, because they turned unto other gods.
But it shall come to pass, that as every good word hath been fulfilled to you, that Jehovah your God spoke to you, so will Jehovah bring upon you every evil word, until he have destroyed you from off this good land which Jehovah your God hath given you; when ye transgress the covenant of Jehovah your God which he commanded you, and go and serve other gods, and bow yourselves unto them, so that the anger of Jehovah shall be kindled against you, and ye shall perish quickly from off the good land which he hath given unto you.
And they rejected his statutes, and his covenant which he had made with their fathers, and his testimonies which he had testified unto them; and they followed vanity and became vain, and [went] after the nations that were round about them, concerning whom Jehovah had charged them that they should not do like them. And they forsook all the commandments of Jehovah their God, and made them molten images, two calves, and made an Asherah, and worshipped all the host of the heavens, and served Baal; and they caused their sons and their daughters to pass through the fire, and used divination and enchantments, and sold themselves to do evil in the sight of Jehovah, to provoke him to anger. Therefore Jehovah was very angry with Israel, and removed them out of his sight: there remained but the tribe of Judah only.
They kept not the covenant of God, and refused to walk in his law; And forgot his doings, and his marvellous works which he had shewn them.
And he made his own people to go forth like sheep, and guided them in the wilderness like a flock; And he led them safely, so that they were without fear; and the sea covered their enemies. And he brought them to his holy border, this mountain, which his right hand purchased;
And brought out Israel from among them, for his loving-kindness [endureth] for ever, With a powerful hand and with a stretched-out arm, for his loving-kindness [endureth] for ever; To him that divided the Red sea into parts, for his loving-kindness [endureth] for ever, And made Israel to pass through the midst of it, for his loving-kindness [endureth] for ever,

In this part of the chapter, the apostle illustrates and confirms the superior excellency of the priesthood of Christ above that of Aaron, from the excellency of that covenant, or that dispensation of the covenant of grace, of which Christ was the Mediator (v. 6): his ministry is more excellent, by how much he is the Mediator of a better covenant. The body and soul too of all divinity (as some observe) consist very much in rightly distinguishing between the two covenants-the covenant of works and the covenant of grace; and between the two dispensations of the covenant of grace-that under the Old Testament and that under the New.
