1 When I would heal Israel, then the iniquity of Ephraim is discovered, and the wickedness of Samaria: for they practise falsehood; and the thief entereth in, [and] the troop of robbers assaileth without.
What shall I do unto thee, Ephraim? What shall I do unto thee, Judah? For your goodness is as a morning cloud, and as the dew that early passeth away.
Swearing, and lying, and killing, and stealing, and committing adultery, -- they break out; and blood toucheth blood.
saying, If thou hadst known, even thou, even at least in this thy day, the things that are for thy peace: but now they are hid from thine eyes;
Jerusalem, Jerusalem, the [city] that kills the prophets and stones those that are sent unto her, how often would I have gathered thy children together, as a hen her brood under her wings, and ye would not.
Both hands are for evil, to do it well. The prince asketh, and the judge [is there] for a reward; and the great [man] uttereth his soul's greed: and [together] they combine it. The best of them is as a briar; the most upright, [worse] than a thorn-fence. The day of thy watchmen, thy visitation is come; now shall be their perplexity. Believe ye not in a companion, put not confidence in a familiar friend: keep the doors of thy mouth from her that lieth in thy bosom. For the son dishonoureth the father, the daughter riseth up against her mother, the daughter-in-law against her mother-in-law: a man's enemies are the men of his own household. But as for me, I will look unto Jehovah; I will wait for the God of my salvation: my God will hear me.
For the statutes of Omri are kept, and all the works of the house of Ahab; and ye walk in their counsels: that I should make thee a desolation, and the inhabitants thereof a hissing; and ye shall bear the reproach of my people.
The inhabitants of Samaria shall fear because of the calf of Beth-aven; for the people thereof shall mourn over it, and the idolatrous priests thereof shall tremble for it, for its glory, because it is departed from it.
Woe to the crown of pride of the drunkards of Ephraim, and to the fading flower of his glorious adornment, which is on the head of the fat valley of them that are overcome with wine.
Woe unto them! for they have wandered from me; destruction unto them! for they have transgressed against me. And I would redeem them; but they speak lies against me.
Gilead is a city of them that work iniquity; it is tracked with blood. And as troops of robbers lie in wait for a man, so the company of priests murder in the way of Shechem; yea, they commit lewdness. In the house of Israel have I seen a horrible thing: the whoredom of Ephraim is there; Israel is defiled.
And their names were Oholah the elder, and Oholibah her sister; and they were mine, and they bore sons and daughters. As for their names: Samaria is Oholah, and Jerusalem Oholibah.
We have treated Babylon, but she is not healed: forsake her, and let us go every one into his own country; for her judgment reacheth unto the heavens, and is lifted up to the skies.
Oh that I had in the wilderness a traveller's lodging-place, that I might leave my people, and go away from them! For they are all adulterers, an assembly of treacherous men. And they bend their tongue, their bow of falsehood, and not for fidelity are they valiant in the land; for they proceed from evil to evil, and they know not me, saith Jehovah. Take ye heed every one of his friend, and confide not in any brother; for every brother only supplanteth, and every friend goeth about with slander. And they act deceitfully every one with his neighbour, and speak not the truth: they teach their tongue to speak falsehood, they weary themselves with perverse dealing. Thy habitation is in the midst of deceit; through deceit they refuse to know me, saith Jehovah.

In this chapter we have,
Hsa 7:1-7
Some take away the last words of the foregoing chapter, and make them the beginning of this: "When I returned, or would have returned, the captivity of my people, when I was about to come towards them in ways of mercy, even when I would have healed Israel, then the iniquity of Ephraim (the country and common people) was discovered, and the wickedness of Samaria, the court and the chief city.' Now, in these verses, we may observe,
Hsa 7:8-16
Having seen how vicious and corrupt the court was, we now come to enquire how it is with the country, and we find that to be no better; and no marvel if the distemper that has so seized the head affect the whole body, so that there is no soundness in it; the iniquity of Ephraim is discovered, as well as the sin of Samaria, of the people as well as the princes, of which here are divers instances.
