17 And I will appoint judgment for a line, and righteousness for a plummet; and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding-place.
And I will stretch over Jerusalem the line of Samaria, and the plummet of the house of Ahab, and I will wipe Jerusalem as one wipeth a pan, wiping it and turning it upside down.
and a great hail, as of a talent weight, comes down out of the heaven upon men; and men blasphemed God because of the plague of hail, for the plague of it is exceeding great.
Thus did he shew unto me; and behold, the Lord stood upon a wall [made] by a plumb-line, with a plumb-line in his hand. And Jehovah said unto me, Amos, what seest thou? And I said, A plumb-line. And the Lord said, Behold, I will set a plumb-line in the midst of my people Israel: I will not again pass by them any more. And the high places of Isaac shall be desolated, and the sanctuaries of Israel shall be laid waste; and I will arise against the house of Jeroboam with the sword.
Behold, the Lord hath a mighty and strong one, as a storm of hail [and] a destroying tempest; as a storm of mighty waters overflowing, shall he cast down to the earth with might.
Behold, a tempest of Jehovah, fury is gone forth, a sweeping storm: it shall whirl down upon the head of the wicked. The fierce anger of Jehovah shall not return, until he have executed, and until he have performed the purposes of his heart. At the end of the days ye shall consider it.
And the temple of God in the heaven was opened, and the ark of his covenant was seen in his temple: and there were lightnings, and voices, and thunders, and an earthquake, and great hail.
And the first sounded [his] trumpet: and there was hail and fire, mingled with blood, and they were cast upon the earth; and the third part of the earth was burnt up, and the third part of the trees was burnt up, and all green grass was burnt up.
for [he] is bringing the matter to an end, and [cutting [it] short in righteousness; because] a cutting short of the matter will [the] Lord accomplish upon the earth.
but, according to thy hardness and impenitent heart, treasurest up to thyself wrath, in [the] day of wrath and revelation of [the] righteous judgment of God,
and the rain came down, and the streams came, and the winds blew and beat upon that house, and it fell, and its fall was great.
And the overflowing forces shall be overflowed from before him, and shall be broken: yea, also the prince of the covenant.
Because, yea because they have seduced my people, saying, Peace! and there is no peace; and one buildeth up a wall, and lo, they daub it with untempered [mortar] -- say unto them which daub it with untempered [mortar] that it shall fall: there shall be an overflowing rain, and ye, O great hailstones, shall fall, and a stormy wind shall burst forth. And lo, when the wall is fallen, shall it not be said unto you, Where is the daubing with which ye have daubed [it]? Therefore thus saith the Lord Jehovah: I will cause to burst forth a stormy wind in my fury; and there shall be an overflowing rain in mine anger, and hail-stones in fury for utter destruction. And I will break down the wall that ye have daubed with untempered [mortar], and bring it down to the ground, so that the foundation thereof shall be discovered; and it shall fall, and ye shall be destroyed in the midst thereof; and ye shall know that I [am] Jehovah. And I will accomplish my fury upon the wall, and upon them that daub it with untempered [mortar], and will say unto you, The wall is no [more], neither they that daubed it, the prophets of Israel who prophesy concerning Jerusalem, and who see a vision of peace for her, and there is no peace, saith the Lord Jehovah.
Behold, to-morrow about this time I will cause it to rain a very grievous hail, such as hath not been in Egypt since its foundation until now. And now send, [and] secure thy cattle, and all that thou hast in the field: all the men and the cattle that are found in the field, and are not brought home -- on them the hail shall come down, and they shall die.
Therefore thus saith the Lord Jehovah: Behold, mine anger and my fury shall be poured out upon this place; upon man, and upon beast, and upon the trees of the field, and upon the fruit of the ground; and it shall burn, and shall not be quenched.
I will even do unto the house which is called by my name, wherein ye trust, and unto the place which I gave to you and to your fathers, as I have done to Shiloh;
Confide ye not in words of falsehood, saying, Jehovah's temple, Jehovah's temple, Jehovah's temple is this. But if ye thoroughly amend your ways and your doings, if ye really do justice between a man and his neighbour, [if] ye oppress not the stranger, the fatherless, and the widow, and shed no innocent blood in this place, neither walk after other gods to your hurt; then will I cause you to dwell in this place, in the land that I gave to your fathers from of old even for ever. Behold, ye confide in words of falsehood that cannot profit.
And my people shall dwell in a peaceable habitation, and in sure dwellings, and in quiet resting-places. And it shall hail, coming down on the forest; and the city shall be low in a low place.
And a man shall be as a hiding-place from the wind, and a covert from the storm; as brooks of water in a dry place, as the shadow of a great rock in a thirsty land.
For ye have said, We have made a covenant with death, and with Sheol have we made an agreement; when the overflowing scourge shall pass through, it shall not come unto us; for we have made lies our refuge, and under falsehood have we hid ourselves.
For thou hast been a fortress to the poor, a fortress for the needy in his distress, a refuge from the storm, a shadow from the heat: for the blast of the terrible ones [has been] as the storm [against] a wall.
and Jehovah of hosts shall be exalted in judgment, and the holy ùGod hallowed in righteousness.
For judgment shall return unto righteousness, and all the upright in heart shall follow it.
And it came to pass, as they fled from before Israel, -- they were at the descent of Beth-horon, -- that Jehovah cast down great stones from heaven upon them up to Azekah, and they died. They were more who died with the hailstones than they whom the children of Israel had slain with the sword.

The prophet here complains of the wretched stupidity of this people, that they were unteachable and made no improvement of the means of grace which they possessed; they still continued as they were, their mistakes not rectified, their hearts not renewed, nor their lives reformed. Observe,
Isa 28:14-22
The prophet, having reproved those that made a jest of the word of God, here goes on to reprove those that made a jest of the judgments of God, and set them at defiance; for he is a jealous God, and will not suffer either his ordinances or his providences to be brought into contempt. He addressed himself to the scornful men who ruled in Jerusalem, who were the magistrates of the city, v. 14. It is bad with a people when their thrones of judgment become the seats of the scornful, when rulers are scorners; but that the rulers of Jerusalem should be men of such a character, that they should make light of God's judgments and scorn to take notice of the tokens of his displeasure, is very sad. Who will be mourners in Zion if they are scorners? Observe,
Isa 28:23-29
This parable, which (like many of our Saviour's parables) is borrowed from the husbandman's calling, is ushered in with a solemn preface demanding attention, He that has ears to hear, let him hear, hear and understand, v. 23.
