13 I bring near my righteousness; it shall not be far off, and my salvation shall not delay; and I will give salvation in Zion, [and] unto Israel my glory.
to appoint unto them that mourn in Zion, that beauty should be given unto them instead of ashes, the oil of joy instead of mourning, the garment of praise instead of the spirit of heaviness: that they might be called terebinths of righteousness, the planting of Jehovah, that he may be glorified.
Behold, Jehovah hath proclaimed unto the end of the earth, Say ye to the daughter of Zion, Behold, thy salvation cometh; behold, his reward is with him, and his recompence before him.
Sing, ye heavens; for Jehovah hath done it: shout, ye lower parts of the earth; break forth into singing, ye mountains, the forest, and every tree therein! For Jehovah hath redeemed Jacob, and glorified himself in Israel.
Because it is contained in the scripture: Behold, I lay in Zion a corner stone, elect, precious: and he that believes on him shall not be put to shame.
And ye shall know that I, Jehovah, [am] your God, dwelling in Zion, my holy mountain; and Jerusalem shall be holy, and no strangers shall pass through her any more.
For as the earth bringeth forth her bud, and as a garden causeth the things that are sown in it to spring forth, so the Lord Jehovah will cause righteousness and praise to spring forth before all the nations.
Behold, ùGod is my salvation: I will trust, and not be afraid; for Jah, Jehovah, is my strength and song, and he is become my salvation.
to [the] praise of [the] glory of his grace, wherein he has taken us into favour in the Beloved:
so that the name of our Lord Jesus [Christ] may be glorified in you and *ye* in him, according to the grace of our God, and of [the] Lord Jesus Christ.
Oh that the salvation of Israel were come out of Zion! When Jehovah turneth again the captivity of his people, Jacob shall be glad, Israel shall rejoice.
For they, being ignorant of God's righteousness, and seeking to establish their own [righteousness], have not submitted to the righteousness of God. For Christ is [the] end of law for righteousness to every one that believes. For Moses lays down in writing the righteousness which is of the law, The man who has practised those things shall live by them. But the righteousness of faith speaks thus: Do not say in thine heart, Who shall ascend to the heavens? that is, to bring Christ down; or, Who shall descend into the abyss? that is, to bring up Christ from among [the] dead. But what says it? The word is near thee, in thy mouth and in thy heart: that is, the word of faith, which we preach: that if thou shalt confess with thy mouth Jesus as Lord, and shalt believe in thine heart that God has raised him from among [the] dead, thou shalt be saved. For with [the] heart is believed to righteousness; and with [the] mouth confession made to salvation. For the scripture says, No one believing on him shall be ashamed. For there is no difference of Jew and Greek; for the same Lord of all [is] rich towards all that call upon him. For every one whosoever, who shall call on the name of the Lord, shall be saved. How then shall they call upon him in whom they have not believed? and how shall they believe on him of whom they have not heard? and how shall they hear without one who preaches? and how shall they preach unless they have been sent? according as it is written, How beautiful the feet of them that announce glad tidings of peace, of them that announce glad tidings of good things!
But now without law righteousness of God is manifested, borne witness to by the law and the prophets; righteousness of God by faith of Jesus Christ towards all,and upon all those who believe: for there is no difference; for all have sinned, and come short of the glory of God; being justified freely by his grace through the redemption which [is] in Christ Jesus; whom God has set forth a mercy-seat, through faith in his blood, for [the] shewing forth of his righteousness, in respect of the passing by the sins that had taken place before, through the forbearance of God; for [the] shewing forth of his righteousness in the present time, so that he should be just, and justify him that is of [the] faith of Jesus.
for righteousness of God is revealed therein, on the principle of faith, to faith: according as it is written, But the just shall live by faith.
Go up to the mountain and bring wood, and build the house, and I will take pleasure in it, and I will be glorified, saith Jehovah.
For the vision is yet for an appointed time, but it hasteth to the end, and shall not lie: though it tarry, wait for it; for it will surely come, it will not delay.
Thy people also shall be all righteous: they shall possess the land for ever -- the branch of my planting, the work of my hands, that I may be glorified.
Therefore thus saith the Lord Jehovah: Behold, I lay for foundation in Zion a stone, a tried stone, a precious corner-stone, a sure foundation: he that trusteth shall not make haste.

Commentary on Isaiah 46 Matthew Henry Commentary
Chapter 46
God, by the prophet here, designing shortly to deliver them out of their captivity, prepared them for that deliverance by possessing them with a detestation of idols and with a believing confidence in God, even their own God.
Isa 46:1-4
We are here told,
Isa 46:5-13
The deliverance of Israel by the destruction of Babylon (the general subject of all these chapters) is here insisted upon, and again promised, for the conviction both of idolaters who set up as rivals with God, and of oppressors who were enemies to the people of God.
