14 Only to the tribe of Levi he gave no inheritance: the offerings by fire of Jehovah the God of Israel are their inheritance, as he said to them.
And Jehovah said to Aaron, In their land thou shalt have no inheritance, neither shalt thou have any portion among them: I am thy portion and thine inheritance among the children of Israel. And to the children of Levi, behold, I have given all the tithes in Israel for an inheritance, for their service which they perform, the service of the tent of meeting. Neither shall the children of Israel henceforth come near the tent of meeting, to bear sin and die. But the Levite, he shall perform the service of the tent of meeting, and they shall bear their iniquity: it is an everlasting statute throughout your generations. And among the children of Israel shall they possess no inheritance; for I have given for an inheritance to the Levites the tithes of the children of Israel, which they offer as a heave-offering to Jehovah; therefore I have said of them, They shall possess no inheritance among the children of Israel.
For Moses had given the inheritance of the two tribes and the half tribe beyond the Jordan, but to the Levites he had given no inheritance among them. For the children of Joseph were two tribes, Manasseh and Ephraim; and they gave no part to the Levites in the land, save cities to dwell in, and their suburbs for their cattle and for their substance.
The priests, the Levites, [and] the whole tribe of Levi, shall have no portion nor inheritance with Israel: Jehovah's offerings by fire, and his inheritance shall they eat, but they shall have no inheritance among their brethren: Jehovah, he is their inheritance, as he hath said unto them.

Commentary on Joshua 13 Matthew Henry Commentary
Chapter 13
At this chapter begins the account of the dividing of the land of Canaan among the tribes of Israel by lot, a narrative not so entertaining and instructive as that of the conquest of it, and yet it is thought fit to be inserted in the sacred history, to illustrate the performance of the promise made to the fathers, that this land should be given to the seed of Jacob, to them and not to any other. The preserving of this distribution would be of great use to the Jewish nation, who were obliged by the law to keep up this first distribution, and not to transfer inheritances from tribe to tribe, Num. 36:9. It is likewise of use to us for the explaining of other scriptures: the learned know how much light the geographical description of a country gives to the history of it. And therefore we are not to skip over these chapters of hard names as useless and not to be regarded; where God has a mouth to speak and a hand to write we should find an ear to hear an eye to read; and God give us a heart to profit!
