2 And Ezra the priest brought the law before the congregation, both of men and women, and all that could hear with understanding, on the first day of the seventh month.
Speak unto the children of Israel, saying, In the seventh month, on the first of the month, shall ye have a rest, a memorial of blowing of trumpets, a holy convocation.
And in the seventh month, on the first of the month, ye shall have a holy convocation: no manner of servile work shall ye do; a day of blowing the trumpets shall it be unto you.
And Moses wrote this law, and delivered it to the priests, the sons of Levi, who bore the ark of the covenant of Jehovah, and to all the elders of Israel. And Moses commanded them, saying, At the end of every seven years, at the set time of the year of release, at the feast of tabernacles, when all Israel cometh to appear before Jehovah thy God in the place which he will choose, thou shalt read this law before all Israel in their ears. Gather the people together, the men, and the women, and the children, and thy stranger that is within thy gates, that they may hear, and that they may learn, and fear Jehovah your God, and take heed to do all the words of this law; and that their children who do not know it may hear it and learn, that they may fear Jehovah your God, as long as ye live in the land, whereunto ye pass over the Jordan to possess it.
Whom shall he teach knowledge? and whom shall he make to understand the report? Them that are weaned from the milk, withdrawn from the breasts?
For Moses, from generations of old, has in every city those who preach him, being read in the synagogues every sabbath.
And in the third year of his reign he sent his princes, Ben-hail, and Obadiah, and Zechariah, and Nethaneel, and Micah, to teach in the cities of Judah; and with them the Levites: Shemaiah, and Nethaniah, and Zebadiah, and Asahel, and Shemiramoth, and Jonathan, and Adonijah, and Tobijah, and Tob-Adonijah, Levites; and with them Elishama and Jehoram, the priests. And they taught in Judah, and had the book of the law of Jehovah with them; and they went about through all the cities of Judah, and taught among the people.

Ezra came up out of Babylon thirteen years before Nehemiah came, yet we have here a piece of good work which he did, that might have been done before, but was not done till Nehemiah came, who, though he was not such a scholar nor such a divine as Ezra, nor such a scribe in the law of his God, yet was a man of a more lively active spirit. His zeal set Ezra's learning on work, and then great things were done, as we find here, where we have,
