30 And Caleb stilled the people before Moses, and said, Let us go up boldly and possess it, for we are well able to do it.
But my servant Caleb, because he hath another spirit in him, and hath followed me fully, him will I bring into the land whereinto he came; and his seed shall possess it.
And Joshua the son of Nun, and Caleb the son of Jephunneh, of them that searched out the land, rent their garments. And they spoke to the whole assembly of the children of Israel, saying, The land, which we passed through to search it out, is a very, very good land. If Jehovah delight in us, he will bring us into this land, and give it us, a land that flows with milk and honey; only rebel not against Jehovah; and fear not the people of the land; for they shall be our food. Their defence is departed from them, and Jehovah is with us: fear them not.
Then the children of Judah came near to Joshua in Gilgal, and Caleb the son of Jephunneh the Kenizzite said to him, Thou knowest the word that Jehovah spoke to Moses the man of God, concerning me and thee, in Kadesh-barnea. Forty years old was I when Moses the servant of Jehovah sent me from Kadesh-barnea to search out the land; and I brought him word again as it was in my heart. And my brethren that had gone up with me made the heart of the people melt; but I wholly followed Jehovah my God.
{[A Psalm] of David.} Jehovah is my light and my salvation; whom shall I fear? Jehovah is the strength of my life; of whom shall I be afraid? When evil-doers, mine adversaries and mine enemies, came upon me to eat up my flesh, they stumbled and fell.
Through God we shall do valiantly; and he it is that will tread down our adversaries.
-- Fear not, for I [am] with thee; be not dismayed, for I [am] thy God: I will strengthen thee, yea, I will help thee, yea, I will uphold thee with the right hand of my righteousness. Lo, all that are incensed against thee shall be ashamed and confounded; they that strive with thee shall be as nothing, and shall perish. Thou shalt seek them, and shalt not find them -- them that contend with thee; they that war against thee shall be as nothing, and as a thing of nought. For I, Jehovah, thy God, hold thy right hand, saying unto thee, Fear not; I will help thee. Fear not, thou worm Jacob, ye men of Israel; I will help thee, saith Jehovah, and thy Redeemer, the Holy One of Israel. Behold, I have made of thee a new sharp threshing instrument having double teeth: thou shalt thresh and beat small the mountains, and shalt make the hills as chaff; thou shalt fan them, and the wind shall carry them away, and the whirlwind shall scatter them; and thou shalt rejoice in Jehovah, thou shalt glory in the Holy One of Israel.
What shall we then say to these things? If God [be] for us, who against us?

Commentary on Numbers 13 Matthew Henry Commentary
Chapter 13
It is a memorable and very melancholy story which is related in this and the following chapter, of the turning back of Israel from the borders of Canaan, when they were just ready to set foot in it, and the sentencing of them to wander and perish in the wilderness for their unbelief and murmuring. It is referred to Ps. 95:7, etc., and improved for warning to Christians, Heb. 3:7, etc. In this chapter we have,
Num 13:1-20
Here we have,
Num 13:21-25
We have here a short account of the survey which the spies made of the promised land.
Num 13:26-33
It is a wonder how the people of Israel had patience to stay forty days for the return of their spies, when they were just ready to enter Canaan, under all the assurances of success they could have from the divine power, and a constant series of miracles that had hitherto attended them; but they distrusted God's power and promise, and were willing to be held in suspense by their own counsels, rather than be brought to a certainty by God's covenant. How much do we stand in our own light by our unbelief! Well, at length the messengers return, but they agree not in their report.
