14 Three cities shall ye give on this side of the Jordan, and three cities shall ye give in the land of Canaan; they shall be cities of refuge.
Then Moses separated three cities on this side the Jordan toward the sun-rising, that the manslayer might flee thither, who should kill his neighbour unawares, and hated him not previously, that fleeing to one of these cities, he might live: Bezer in the wilderness, in the plateau, of the Reubenites, and Ramoth in Gilead, of the Gadites, and Golan in Bashan, of the Manassites.
And if Jehovah thy God enlarge thy border, as he hath sworn unto thy fathers, and give thee all the land which he promised to give unto thy fathers (if thou keep all this commandment to do it, which I command thee this day, to love Jehovah thy God, and to walk in his ways continually), then shalt thou add three cities more for thyself to these three, that innocent blood be not shed in the midst of thy land which Jehovah thy God giveth thee for an inheritance, and blood come not upon thee.
And they hallowed Kedesh in Galilee in the hill-country of Naphtali, and Shechem in the hill-country of Ephraim, and Kirjath-Arba, that is, Hebron, in the hill-country of Judah. And beyond the Jordan from Jericho eastward, they assigned Bezer in the wilderness, in the plateau, out of the tribe of Reuben, and Ramoth in Gilead out of the tribe of Gad, and Golan in Bashan of the tribe of Manasseh. These were the cities appointed for all the children of Israel, and for the stranger that sojourneth among them, that whosoever smiteth any one mortally without intent might flee thither, and not die by the hand of the avenger of blood, until he stood before the assembly.

Chapter 35
Orders having been given before for the dividing of the land of Canaan among the lay-tribes (as I may call them), care is here taken for a competent provision for the clergy, the tribe of Levi, which ministered in holy things.
Num 35:1-8
The laws about the tithes and offerings had provided very plentifully for the maintenance of the Levites, but it was not to be thought, nor indeed was it for the public good, that when they came to Canaan they should all live about the tabernacle, as they had done in the wilderness, and therefore care must be taken to provide habitations for them, in which they might live comfortably and usefully. It is this which is here taken care of.
Num 35:9-34
We have here the orders given concerning the cities of refuge, fitly annexed to what goes before, because they were all Levites' cities. In this part of the constitution there is a great deal both of good law and pure gospel.
