28 Nevertheless the people be strong that dwell in the land, and the cities are walled, and very great: and moreover we saw the children of Anak there.
28 Nevertheless H657 the people H5971 be strong H5794 that dwell H3427 in the land, H776 and the cities H5892 are walled, H1219 and very H3966 great: H1419 and moreover we saw H7200 the children H3211 of Anak H6061 there.
28 Howbeit the people that dwell in the land are strong, and the cities are fortified, `and' very great: and moreover we saw the children of Anak there.
28 only, surely the people which is dwelling in the land `is' strong; and the cities are fenced, very great; and also children of Anak we have seen there.
28 Only, the people are strong that dwell in the land, and the cities are walled, very great; moreover we saw the children of Anak there.
28 However the people who dwell in the land are strong, and the cities are fortified, [and] very great: and moreover we saw the children of Anak there.

Hear, O Israel: Thou art to pass over Jordan this day, to go in to possess nations greater and mightier than thyself, cities great and fenced up to heaven, A people great and tall, the children of the Anakims, whom thou knowest, and of whom thou hast heard say, Who can stand before the children of Anak!
And they ascended by the south, and came unto Hebron; where Ahiman, Sheshai, and Talmai, the children of Anak, were. (Now Hebron was built seven years before Zoan in Egypt.) Commentary on Numbers 13 Matthew Henry Commentary
Chapter 13
It is a memorable and very melancholy story which is related in this and the following chapter, of the turning back of Israel from the borders of Canaan, when they were just ready to set foot in it, and the sentencing of them to wander and perish in the wilderness for their unbelief and murmuring. It is referred to Ps. 95:7, etc., and improved for warning to Christians, Heb. 3:7, etc. In this chapter we have,
Num 13:1-20
Here we have,
Num 13:21-25
We have here a short account of the survey which the spies made of the promised land.
Num 13:26-33
It is a wonder how the people of Israel had patience to stay forty days for the return of their spies, when they were just ready to enter Canaan, under all the assurances of success they could have from the divine power, and a constant series of miracles that had hitherto attended them; but they distrusted God's power and promise, and were willing to be held in suspense by their own counsels, rather than be brought to a certainty by God's covenant. How much do we stand in our own light by our unbelief! Well, at length the messengers return, but they agree not in their report.
