1 And Israel abode in Shittim, and the people began to commit whoredom with the daughters of Moab.
2 And they called the people unto the sacrifices of their gods: and the people did eat, and bowed down to their gods.
3 And Israel joined himself unto Baalpeor: and the anger of the LORD was kindled against Israel.
4 And the LORD said unto Moses, Take all the heads of the people, and hang them up before the LORD against the sun, that the fierce anger of the LORD may be turned away from Israel.
5 And Moses said unto the judges of Israel, Slay ye every one his men that were joined unto Baalpeor.
6 And, behold, one of the children of Israel came and brought unto his brethren a Midianitish woman in the sight of Moses, and in the sight of all the congregation of the children of Israel, who were weeping before the door of the tabernacle of the congregation.
7 And when Phinehas, the son of Eleazar, the son of Aaron the priest, saw it, he rose up from among the congregation, and took a javelin in his hand;
8 And he went after the man of Israel into the tent, and thrust both of them through, the man of Israel, and the woman through her belly. So the plague was stayed from the children of Israel.
9 And those that died in the plague were twenty and four thousand.
10 And the LORD spake unto Moses, saying,
11 Phinehas, the son of Eleazar, the son of Aaron the priest, hath turned my wrath away from the children of Israel, while he was zealous for my sake among them, that I consumed not the children of Israel in my jealousy.
12 Wherefore say, Behold, I give unto him my covenant of peace:
13 And he shall have it, and his seed after him, even the covenant of an everlasting priesthood; because he was zealous for his God, and made an atonement for the children of Israel.
14 Now the name of the Israelite that was slain, even that was slain with the Midianitish woman, was Zimri, the son of Salu, a prince of a chief house among the Simeonites.
15 And the name of the Midianitish woman that was slain was Cozbi, the daughter of Zur; he was head over a people, and of a chief house in Midian.
16 And the LORD spake unto Moses, saying,
17 Vex the Midianites, and smite them:
18 For they vex you with their wiles, wherewith they have beguiled you in the matter of Peor, and in the matter of Cozbi, the daughter of a prince of Midian, their sister, which was slain in the day of the plague for Peor's sake.
1 And Israel H3478 abode H3427 in Shittim, H7851 and the people H5971 began H2490 to commit whoredom H2181 with the daughters H1323 of Moab. H4124
2 And they called H7121 the people H5971 unto the sacrifices H2077 of their gods: H430 and the people H5971 did eat, H398 and bowed down H7812 to their gods. H430
3 And Israel H3478 joined H6775 himself unto Baalpeor: H1187 and the anger H639 of the LORD H3068 was kindled H2734 against Israel. H3478
4 And the LORD H3068 said H559 unto Moses, H4872 Take H3947 all the heads H7218 of the people, H5971 and hang them up H3363 before H5048 the LORD H3068 against the sun, H8121 that the fierce H2740 anger H639 of the LORD H3068 may be turned away H7725 from Israel. H3478
5 And Moses H4872 said H559 unto the judges H8199 of Israel, H3478 Slay H2026 ye every H376 one H376 his men H582 that were joined H6775 unto Baalpeor. H1187
6 And, behold, one H376 of the children H1121 of Israel H3478 came H935 and brought H7126 unto his brethren H251 a Midianitish woman H4084 in the sight H5869 of Moses, H4872 and in the sight H5869 of all the congregation H5712 of the children H1121 of Israel, H3478 who were weeping H1058 before the door H6607 of the tabernacle H168 of the congregation. H4150
7 And when Phinehas, H6372 the son H1121 of Eleazar, H499 the son H1121 of Aaron H175 the priest, H3548 saw H7200 it, he rose up H6965 from among H8432 the congregation, H5712 and took H3947 a javelin H7420 in his hand; H3027
8 And he went H935 after H310 the man H376 of Israel H3478 into the tent, H6898 and thrust H1856 both H8147 of them through, the man H376 of Israel, H3478 and the woman H802 through H413 her belly. H6897 So the plague H4046 was stayed H6113 from the children H1121 of Israel. H3478
9 And those that died H4191 in the plague H4046 were twenty H6242 and four H702 thousand. H505
10 And the LORD H3068 spake H1696 unto Moses, H4872 saying, H559
11 Phinehas, H6372 the son H1121 of Eleazar, H499 the son H1121 of Aaron H175 the priest, H3548 hath turned H7725 my wrath H2534 away H7725 from the children H1121 of Israel, H3478 while he was zealous H7065 for my sake H7068 among H8432 them, that I consumed H3615 not the children H1121 of Israel H3478 in my jealousy. H7068
12 Wherefore say, H559 Behold, I give H5414 unto him my covenant H1285 of peace: H7965
13 And he shall have it, and his seed H2233 after H310 him, even the covenant H1285 of an everlasting H5769 priesthood; H3550 because H834 he was zealous H7065 for his God, H430 and made an atonement H3722 for the children H1121 of Israel. H3478
14 Now the name H8034 of the Israelite H376 that was slain, H5221 even that was slain H5221 with the Midianitish woman, H4084 was Zimri, H2174 the son H1121 of Salu, H5543 a prince H5387 of a chief H1 house H1004 among the Simeonites. H8099
15 And the name H8034 of the Midianitish H4084 woman H802 that was slain H5221 was Cozbi, H3579 the daughter H1323 of Zur; H6698 he was head H7218 over a people, H523 and of a chief H1 house H1004 in Midian. H4080
16 And the LORD H3068 spake H1696 unto Moses, H4872 saying, H559
17 Vex H6887 the Midianites, H4084 and smite H5221 them:
18 For they vex H6887 you with their wiles, H5231 wherewith they have beguiled H5230 you in the matter H1697 of Peor, H6465 and in the matter H1697 of Cozbi, H3579 the daughter H1323 of a prince H5387 of Midian, H4080 their sister, H269 which was slain H5221 in the day H3117 of the plague H4046 for Peor's H6465 sake. H1697
1 And Israel abode in Shittim; and the people began to play the harlot with the daughters of Moab:
2 for they called the people unto the sacrifices of their gods; and the people did eat, and bowed down to their gods.
3 And Israel joined himself unto Baal-peor: and the anger of Jehovah was kindled against Israel.
4 And Jehovah said unto Moses, Take all the chiefs of the people, and hang them up unto Jehovah before the sun, that the fierce anger of Jehovah may turn away from Israel.
5 And Moses said unto the judges of Israel, Slay ye every one his men that have joined themselves unto Baal-peor.
6 And, behold, one of the children of Israel came and brought unto his brethren a Midianitish woman in the sight of Moses, and in the sight of all the congregation of the children of Israel, while they were weeping at the door of the tent of meeting.
7 And when Phinehas, the son of Eleazar, the son of Aaron the priest, saw it, he rose up from the midst of the congregation, and took a spear in his hand;
8 and he went after the man of Israel into the pavilion, and thrust both of them through, the man of Israel, and the woman through her body. So the plague was stayed from the children of Israel.
9 And those that died by the plague were twenty and four thousand.
10 And Jehovah spake unto Moses, saying,
11 Phinehas, the son of Eleazar, the son of Aaron the priest, hath turned my wrath away from the children of Israel, in that he was jealous with my jealousy among them, so that I consumed not the children of Israel in my jealousy.
12 Wherefore say, Behold, I give unto him my covenant of peace:
13 and it shall be unto him, and to his seed after him, the covenant of an everlasting priesthood; because he was jealous for his God, and made atonement for the children of Israel.
14 Now the name of the man of Israel that was slain, who was slain with the Midianitish woman, was Zimri, the son of Salu, a prince of a fathers' house among the Simeonites.
15 And the name of the Midianitish woman that was slain was Cozbi, the daughter of Zur; he was head of the people of a fathers' house in Midian.
16 And Jehovah spake unto Moses, saying,
17 Vex the Midianites, and smite them;
18 for they vex you with their wiles, wherewith they have beguiled you in the matter of Peor, and in the matter of Cozbi, the daughter of the prince of Midian, their sister, who was slain on the day of the plague in the matter of Peor.
1 And Israel dwelleth in Shittim, and the people begin to go a-whoring unto daughters of Moab,
2 and they call for the people to the sacrifices of their gods, and the people eat, and bow themselves to their gods,
3 and Israel is joined to Baal-Peor, and the anger of Jehovah burneth against Israel.
4 And Jehovah saith unto Moses, `Take all the chiefs of the people, and hang them before Jehovah -- over-against the sun; and the fierceness of the anger of Jehovah doth turn back from Israel.'
5 And Moses saith unto the judges of Israel, `Slay ye each his men who are joined to Baal-Peor.'
6 And lo, a man of the sons of Israel hath come, and bringeth in unto his brethren the Midianitess, before the eyes of Moses, and before the eyes of all the company of the sons of Israel, who are weeping at the opening of the tent of meeting;
7 and Phinehas, son of Eleazar, son of Aaron, the priest, seeth, and riseth from the midst of the company, and taketh a javelin in his hand,
8 and goeth in after the man of Israel unto the hollow place, and pierceth them both, the man of Israel and the woman -- unto her belly, and the plague is restrained from the sons of Israel;
9 and the dead by the plague are four and twenty thousand.
10 And Jehovah speaketh unto Moses, saying,
11 `Phinehas, son of Eleazar, son of Aaron the priest, hath turned back My fury from the sons of Israel, by his being zealous with My zeal in their midst, and I have not consumed the sons of Israel in My zeal.
12 `Therefore say, Lo, I am giving to him My covenant of peace,
13 and it hath been to him and to his seed after him a covenant of a priesthood age-during, because that he hath been zealous for his God, and doth make atonement for the sons of Israel.'
14 And the name of the man of Israel who is smitten, who hath been smitten with the Midianitess, `is' Zimri son of Salu, prince of the house of a father of the Simeonite;
15 and the name of the woman who is smitten, the Midianitess, `is' Cozbi daughter of Zur, head of a people -- of the house of a father in Midian `is' he.
16 And Jehovah speaketh unto Moses, saying,
17 `Distress the Midianites, and ye have smitten them,
18 for they are adversaries to you with their frauds, `with' which they have acted fraudulently to you, concerning the matter of Peor, and concerning the matter of Cozbi, daughter of a prince of Midian, their sister, who is smitten in the day of the plague for the matter of Peor.'
1 And Israel abode in Shittim; and the people began to commit fornication with the daughters of Moab.
2 And they invited the people to the sacrifices of their gods; and the people ate, and bowed down to their gods.
3 And Israel joined himself to Baal-Peor; and the anger of Jehovah was kindled against Israel.
4 And Jehovah said to Moses, Take all the heads of the people, and hang them up to Jehovah before the sun, that the fierce anger of Jehovah may be turned away from Israel.
5 And Moses said to the judges of Israel, Slay every one his men that have joined themselves to Baal-Peor.
6 And behold, a man of the children of Israel came and brought a Midianitish woman to his brethren, in the sight of Moses, and in the sight of the whole assembly of the children of Israel, who were weeping before the entrance of the tent of meeting.
7 And Phinehas, the son of Eleazar, the son of Aaron the priest, saw it, and rose up from among the assembly, and took a javelin in his hand,
8 and he went after the man of Israel into the tent-chamber, and thrust both of them through, the man of Israel and the woman through her belly. And the plague was stayed from the children of Israel.
9 And those that died in the plague were twenty-four thousand.
10 And Jehovah spoke to Moses, saying,
11 Phinehas, the son of Eleazar, the son of Aaron the priest, hath turned my wrath away from the children of Israel, in that he was jealous with my jealousy among them, so that I consumed not the children of Israel in my jealousy.
12 Therefore say, Behold, I give unto him my covenant of peace!
13 And he shall have it, and his seed after him, the covenant of an everlasting priesthood; because he was jealous for his God, and made atonement for the children of Israel.
14 And the name of the man of Israel that was slain, who was slain with the Midianitish woman, was Zimri, the son of Salu, the prince of a father's house of the Simeonites.
15 And the name of the Midianitish woman that was slain was Cozbi, the daughter of Zur; he was tribal head of a father's house in Midian.
16 And Jehovah spoke to Moses, saying,
17 Harass the Midianites, and smite them,
18 for they have harassed you with their wiles, wherewith they have beguiled you in the matter of Peor, and in the matter of Cozbi, the daughter of a prince of Midian, their sister, who was slain on the day of the plague because of the matter of Peor.
1 Israel abode in Shittim; and the people began to play the prostitute with the daughters of Moab:
2 for they called the people to the sacrifices of their gods; and the people ate, and bowed down to their gods.
3 Israel joined himself to Baal Peor: and the anger of Yahweh was kindled against Israel.
4 Yahweh said to Moses, Take all the chiefs of the people, and hang them up to Yahweh before the sun, that the fierce anger of Yahweh may turn away from Israel.
5 Moses said to the judges of Israel, Kill you everyone his men who have joined themselves to Baal Peor.
6 Behold, one of the children of Israel came and brought to his brothers a Midianite woman in the sight of Moses, and in the sight of all the congregation of the children of Israel, while they were weeping at the door of the tent of meeting.
7 When Phinehas, the son of Eleazar, the son of Aaron the priest, saw it, he rose up from the midst of the congregation, and took a spear in his hand;
8 and he went after the man of Israel into the pavilion, and thrust both of them through, the man of Israel, and the woman through her body. So the plague was stayed from the children of Israel.
9 Those who died by the plague were twenty-four thousand.
10 Yahweh spoke to Moses, saying,
11 Phinehas, the son of Eleazar, the son of Aaron the priest, has turned my wrath away from the children of Israel, in that he was jealous with my jealousy among them, so that I didn't consume the children of Israel in my jealousy.
12 Therefore say, Behold, I give to him my covenant of peace:
13 and it shall be to him, and to his seed after him, the covenant of an everlasting priesthood; because he was jealous for his God, and made atonement for the children of Israel.
14 Now the name of the man of Israel that was slain, who was slain with the Midianite woman, was Zimri, the son of Salu, a prince of a fathers' house among the Simeonites.
15 The name of the Midianite woman who was slain was Cozbi, the daughter of Zur; he was head of the people of a fathers' house in Midian.
16 Yahweh spoke to Moses, saying,
17 Vex the Midianites, and strike them;
18 for they vex you with their wiles, with which they have deceived you in the matter of Peor, and in the matter of Cozbi, the daughter of the prince of Midian, their sister, who was slain on the day of the plague in the matter of Peor.
1 Now when Israel was living in Shittim the people became false to the Lord, doing evil with the daughters of Moab:
2 For they sent for the people to be present at the offerings made to their gods; and the people took part in their feasts and gave honour to their gods.
3 So Israel had relations with the women of Moab in honour of the Baal of Peor: and the Lord was moved to wrath against Israel.
4 Then the Lord said to Moses, Take all the chiefs of the people, hanging them up in the sun before the Lord, so that the wrath of the Lord may be turned from Israel.
5 So Moses said to the judges of Israel, Let everyone put to death those of his men who have had relations with the women of Moab in honour of the Baal of Peor.
6 Then one of the children of Israel came to his brothers, taking with him a woman of Midian, before the eyes of Moses and all the meeting of the people, while they were weeping at the door of the Tent of meeting.
7 And Phinehas, the son of Eleazar, the son of Aaron the priest, seeing it, got up from among the people and took a spear in his hand,
8 And went after the man of Israel into the tent, driving the spear through the two of them, through the man of Israel and through the stomach of the woman. So the disease was stopped among the children of Israel.
9 But twenty-four thousand of them had come to their death by the disease.
10 And the Lord said to Moses,
11 Through Phinehas, and because of his passion for my honour, my wrath has been turned away from the children of Israel, so that I have not sent destruction on them all in my wrath.
12 So say to them that I will make with him an agreement of peace:
13 And by this agreement, he and his sons after him have the right to be priests for ever; because, by his care for the honour of his God, he took away the sin of the children of Israel.
14 Now the man of Israel who was put to death with the woman of Midian was Zimri, the son of Salu, a chief of one of the families of the Simeonites.
15 And the woman of Midian who was put to death was Cozbi, the daughter of Zur; he was the head of a family in Midian.
16 Then the Lord said to Moses,
17 Take up arms against the Midianites and overcome them;
18 For they are a danger to you with their false ways, causing sin to come on you in the question of Peor, and because of Cozbi, their sister, the daughter of the chief of Midian, who was put to death at the time of the disease which came on you because of Peor.

Commentary on Numbers 25 Commentary Critical and Explanatory on the Whole Bible
CHAPTER 25
Nu 25:1-18. The Israelites' Whoredom and Idolatry with Moab.
1. Israel abode in Shittim—a verdant meadow, so called from a grove of acacia trees which lined the eastern side of the Jordan. (See Nu 33:49).
3. Israel joined himself unto Baal-peor—Baal was a general name for "lord," and Peor for a "mount" in Moab. The real name of the idol was Chemosh, and his rites of worship were celebrated by the grossest obscenity. In participating in this festival, then, the Israelites committed the double offense of idolatry and licentiousness.
4. The Lord said unto Moses, Take all the heads of the people, and hang them up—Israelite criminals, who were capitally punished, were first stoned or slain, and then gibbeted. The persons ordered here for execution were the principal delinquents in the Baal-peor outrage—the subordinate officers, rulers of tens or hundreds.
before the Lord—for vindicating the honor of the true God.
against the sun—that is, as a mark of public ignominy; but they were to be removed towards sunset (De 21:23).
5. judges of Israel—the seventy elders, who were commanded not only to superintend the execution within their respective jurisdictions, but to inflict the punishment with their own hands. (See on 1Sa 15:33).
6, 7. behold, one of the children of Israel … brought … a Midianitish woman—This flagitious act most probably occurred about the time when the order was given and before its execution.
who were weeping before the door of the tabernacle—Some of the rulers and well-disposed persons were deploring the dreadful wickedness of the people and supplicating the mercy of God to avert impending judgments.
8. the plague—some sudden and widespread mortality.
9. those that died in the plague were twenty and four thousand—Only twenty-three thousand perished (1Co 10:8) from pestilence. Moses includes those who died by the execution of the judges [Nu 25:5].
11-13. Phinehas … hath turned my wrath away—This assurance was a signal mark of honor that the stain of blood, instead of defiling, confirmed him in office and that his posterity should continue as long as the national existence of Israel.
14. Zimri, … a prince … among the Simeonites—The slaughter of a man of such high rank is mentioned as a proof of the undaunted zeal of Phinehas, for there might be numerous avengers of his blood.
17. Vex the Midianites, and smite them—They seem to have been the most guilty parties. (Compare Nu 22:4; 31:8).
18. they vex you with their wiles—Instead of open war, they plot insidious ways of accomplishing your ruin by idolatry and corruption.
their sister—their countrywoman.
