1 Woe to her that is filthy and polluted, to the oppressing city!
2 She obeyed not the voice; she received not correction; she trusted not in the LORD; she drew not near to her God.
3 Her princes within her are roaring lions; her judges are evening wolves; they gnaw not the bones till the morrow.
4 Her prophets are light and treacherous persons: her priests have polluted the sanctuary, they have done violence to the law.
5 The just LORD is in the midst thereof; he will not do iniquity: every morning doth he bring his judgment to light, he faileth not; but the unjust knoweth no shame.
6 I have cut off the nations: their towers are desolate; I made their streets waste, that none passeth by: their cities are destroyed, so that there is no man, that there is none inhabitant.
7 I said, Surely thou wilt fear me, thou wilt receive instruction; so their dwelling should not be cut off, howsoever I punished them: but they rose early, and corrupted all their doings.
8 Therefore wait ye upon me, saith the LORD, until the day that I rise up to the prey: for my determination is to gather the nations, that I may assemble the kingdoms, to pour upon them mine indignation, even all my fierce anger: for all the earth shall be devoured with the fire of my jealousy.
9 For then will I turn to the people a pure language, that they may all call upon the name of the LORD, to serve him with one consent.
10 From beyond the rivers of Ethiopia my suppliants, even the daughter of my dispersed, shall bring mine offering.
11 In that day shalt thou not be ashamed for all thy doings, wherein thou hast transgressed against me: for then I will take away out of the midst of thee them that rejoice in thy pride, and thou shalt no more be haughty because of my holy mountain.
12 I will also leave in the midst of thee an afflicted and poor people, and they shall trust in the name of the LORD.
13 The remnant of Israel shall not do iniquity, nor speak lies; neither shall a deceitful tongue be found in their mouth: for they shall feed and lie down, and none shall make them afraid.
14 Sing, O daughter of Zion; shout, O Israel; be glad and rejoice with all the heart, O daughter of Jerusalem.
15 The LORD hath taken away thy judgments, he hath cast out thine enemy: the king of Israel, even the LORD, is in the midst of thee: thou shalt not see evil any more.
16 In that day it shall be said to Jerusalem, Fear thou not: and to Zion, Let not thine hands be slack.
17 The LORD thy God in the midst of thee is mighty; he will save, he will rejoice over thee with joy; he will rest in his love, he will joy over thee with singing.
18 I will gather them that are sorrowful for the solemn assembly, who are of thee, to whom the reproach of it was a burden.
19 Behold, at that time I will undo all that afflict thee: and I will save her that halteth, and gather her that was driven out; and I will get them praise and fame in every land where they have been put to shame.
20 At that time will I bring you again, even in the time that I gather you: for I will make you a name and a praise among all people of the earth, when I turn back your captivity before your eyes, saith the LORD.
1 Woe H1945 to her that is filthy H4754 and polluted, H1351 to the oppressing H3238 city! H5892
2 She obeyed H8085 not the voice; H6963 she received H3947 not correction; H4148 she trusted H982 not in the LORD; H3068 she drew not near H7126 to her God. H430
3 Her princes H8269 within H7130 her are roaring H7580 lions; H738 her judges H8199 are evening H6153 wolves; H2061 they gnaw not the bones H1633 till the morrow. H1242
4 Her prophets H5030 are light H6348 and treacherous H900 persons: H582 her priests H3548 have polluted H2490 the sanctuary, H6944 they have done violence H2554 to the law. H8451
5 The just H6662 LORD H3068 is in the midst H7130 thereof; he will not do H6213 iniquity: H5766 every H1242 morning H1242 doth he bring H5414 his judgment H4941 to light, H216 he faileth H5737 not; but the unjust H5767 knoweth H3045 no shame. H1322
6 I have cut off H3772 the nations: H1471 their towers H6438 are desolate; H8074 I made their streets H2351 waste, H2717 that none passeth by: H5674 their cities H5892 are destroyed, H6658 so that there is no man, H376 that there is none inhabitant. H3427
7 I said, H559 Surely thou wilt fear H3372 me, thou wilt receive H3947 instruction; H4148 so their dwelling H4583 should not be cut off, H3772 howsoever H834 H3605 I punished H6485 them: but H403 they rose early, H7925 and corrupted H7843 all their doings. H5949
8 Therefore wait H2442 ye upon me, saith H5002 the LORD, H3068 until the day H3117 that I rise up H6965 to the prey: H5706 for my determination H4941 is to gather H622 the nations, H1471 that I may assemble H6908 the kingdoms, H4467 to pour H8210 upon them mine indignation, H2195 even all my fierce H2740 anger: H639 for all the earth H776 shall be devoured H398 with the fire H784 of my jealousy. H7068
9 For then will I turn H2015 to the people H5971 a pure H1305 language, H8193 that they may all call H7121 upon the name H8034 of the LORD, H3068 to serve H5647 him with one H259 consent. H7926
10 From beyond H5676 the rivers H5104 of Ethiopia H3568 my suppliants, H6282 even the daughter H1323 of my dispersed, H6327 shall bring H2986 mine offering. H4503
11 In that day H3117 shalt thou not be ashamed H954 for all thy doings, H5949 wherein thou hast transgressed H6586 against me: for then I will take away H5493 out of the midst H7130 of thee them that rejoice H5947 in thy pride, H1346 and thou shalt no more H3254 be haughty H1361 because of my holy H6944 mountain. H2022
12 I will also leave H7604 in the midst H7130 of thee an afflicted H6041 and poor H1800 people, H5971 and they shall trust H2620 in the name H8034 of the LORD. H3068
13 The remnant H7611 of Israel H3478 shall not do H6213 iniquity, H5766 nor speak H1696 lies; H3577 neither shall a deceitful H8649 tongue H3956 be found H4672 in their mouth: H6310 for they shall feed H7462 and lie down, H7257 and none shall make them afraid. H2729
14 Sing, H7442 O daughter H1323 of Zion; H6726 shout, H7321 O Israel; H3478 be glad H8055 and rejoice H5937 with all the heart, H3820 O daughter H1323 of Jerusalem. H3389
15 The LORD H3068 hath taken away H5493 thy judgments, H4941 he hath cast out H6437 thine enemy: H341 the king H4428 of Israel, H3478 even the LORD, H3068 is in the midst H7130 of thee: thou shalt not see H7200 evil H7451 any more.
16 In that day H3117 it shall be said H559 to Jerusalem, H3389 Fear H3372 thou not: and to Zion, H6726 Let not thine hands H3027 be slack. H7503
17 The LORD H3068 thy God H430 in the midst H7130 of thee is mighty; H1368 he will save, H3467 he will rejoice H7797 over thee with joy; H8057 he will rest H2790 in his love, H160 he will joy H1523 over thee with singing. H7440
18 I will gather H622 them that are sorrowful H3013 for the solemn assembly, H4150 who are of thee, to whom the reproach H2781 of it was a burden. H4864
19 Behold, at that time H6256 I will undo H6213 all that afflict H6031 thee: and I will save H3467 her that halteth, H6760 and gather H6908 her that was driven out; H5080 and I will get H7760 them praise H8416 and fame H8034 in every land H776 where they have been put to shame. H1322
20 At that time H6256 will I bring H935 you again, even in the time H6256 that I gather H6908 you: for I will make H5414 you a name H8034 and a praise H8416 among all people H5971 of the earth, H776 when I turn back H7725 your captivity H7622 before your eyes, H5869 saith H559 the LORD. H3068
1 Woe to her that is rebellious and polluted! to the oppressing city!
2 She obeyed not the voice; she received not correction; she trusted not in Jehovah; she drew not near to her God.
3 Her princes in the midst of her are roaring lions; her judges are evening wolves; they leave nothing till the morrow.

6 I have cut off nations; their battlements are desolate; I have made their streets waste, so that none passeth by; their cities are destroyed, so that there is no man, so that there is no inhabitant.
7 I said, Only fear thou me; receive correction; so her dwelling shall not be cut off, `according to' all that I have appointed concerning her: but they rose early and corrupted all their doings.
8 Therefore wait ye for me, saith Jehovah, until the day that I rise up to the prey; for my determination is to gather the nations, that I may assemble the kingdoms, to pour upon them mine indignation, even all my fierce anger; for all the earth shall be devoured with the fire of my jealousy.
9 For then will I turn to the peoples of a pure language, that they may all call upon the name of Jehovah, to serve him with one consent.
10 From beyond the rivers of Ethiopia my suppliants, even the daughter of my dispersed, shall bring mine offering.
11 In that day shalt thou not be put to shame for all thy doings, wherein thou hast transgressed against me; for then I will take away out of the midst of thee thy proudly exulting ones, and thou shalt no more be haughty in my holy mountain.
12 But I will leave in the midst of thee an afflicted and poor people, and they shall take refuge in the name of Jehovah.
13 The remnant of Israel shall not do iniquity, nor speak lies; neither shall a deceitful tongue be found in their mouth; for they shall feed and lie down, and none shall make them afraid.
14 Sing, O daughter of Zion; shout, O Israel; be glad and rejoice with all the heart, O daughter of Jerusalem.

17 Jehovah thy God is in the midst of thee, a mighty one who will save; he will rejoice over thee with joy; he will rest in his love; he will joy over thee with singing.
18 I will gather them that sorrow for the solemn assembly, who were of thee; `to whom' the burden upon her was a reproach.
19 Behold, at that time I will deal with all them that afflict thee; and I will save that which is lame, and gather that which was driven away; and I will make them a praise and a name, whose shame hath been in all the earth.
20 At that time will I bring you in, and at that time will I gather you; for I will make you a name and a praise among all the peoples of the earth, when I bring back your captivity before your eyes, saith Jehovah.
1 Wo `to' the rebellious and polluted, The oppressing city!
2 She hath not hearkened to the voice, She hath not accepted instruction, In Jehovah she hath not trusted, Unto her God she hath not drawn near.
3 Her heads in her midst `are' roaring lions, Her judges `are' evening wolves, They have not gnawn the bone in the morning.
4 Her prophets unstable -- men of treachery, Her priests have polluted the sanctuary, They have violated the law.
5 Jehovah `is' righteous in her midst, He doth not do perverseness, Morning by morning His judgment he giveth to the light, It hath not been lacking, And the perverse doth not know shame.
6 I have cut off nations, Desolated have been their chief ones, I have laid waste their out-places without any passing by, Destroyed have been their cities, Without man, without inhabitant.
7 I have said: Only, ye do fear Me, Ye do accept instruction, And her habitation is not cut off, All that I have appointed for her, But they have risen early, They have corrupted all their doings.
8 Therefore, wait for Me -- an affirmation of Jehovah, For the day of My rising for prey, For My judgment `is' to gather nations, To assemble kingdoms, To pour out on them Mine indignation, All the heat of Mine anger, For by the fire of My jealousy consumed is all the earth.
9 For then do I turn unto peoples a pure lip, To call all of them by the name of Jehovah, To serve Him `with' one shoulder.
10 From beyond the rivers of Cush, my supplicants, The daughter of My scattered ones, Do bring My present.
11 In that day thou art not ashamed because of any of thine actions, Wherewith thou hast transgressed against Me, For then do I turn aside from thy midst The exulting ones of thine excellency, And thou dost add no more to be haughty, In My holy mountain.
12 And I have left in thy midst a people humble and poor, And they have trusted in the name of Jehovah.
13 The remnant of Israel do no perversity, nor speak lies, Nor found in their mouth is a deceitful tongue, For they have delight, and have lain down, And there is none troubling.
14 Cry aloud, O daughter of Zion, shout, O Israel, Rejoice and exult with the whole heart, O daughter of Jerusalem.
15 Jehovah hath turned aside thy judgments, He hath faced thine enemy, The king of Israel, Jehovah, `is' in thy midst, Thou seest evil no more.
16 In that day it is said to Jerusalem, `Fear not, O Zion, let not thy hands be feeble.
17 Jehovah thy God `is' in thy midst, A mighty one doth save, He rejoiceth over thee with joy, He doth work in His love, He joyeth over thee with singing.'
18 Mine afflicted from the appointed place I have gathered, from thee they have been, Bearing for her sake reproach.
19 Lo, I am dealing with all afflicting thee at that time, And I have saved the halting one, And the driven out ones I do gather, And have set them for a praise and for a name, In all the land of their shame.
20 At that time I bring you in, Even at the time of My assembling you, For I give you for a name, and for a praise, Among all peoples of the land, In My turning back `to' your captivity before your eyes, said Jehovah!
1 Woe to her that is rebellious and corrupted, to the oppressing city!
2 She hearkened not to the voice; she received not correction; she confided not in Jehovah; she drew not near her God.
3 Her princes in the midst of her are roaring lions; her judges are evening wolves, that leave nothing for the morning.
4 Her prophets are vain-glorious, treacherous persons; her priests profane the sanctuary, they do violence to the law.
5 The righteous Jehovah is in the midst of her: he doeth no wrong. Every morning doth he bring his judgment to light; it faileth not: but the unrighteous knoweth no shame.
6 I have cut off nations: their battlements are desolate; I made their streets waste, that none passeth by; their cities are destroyed, so that there is no man, so that there is no inhabitant.
7 I said, Only fear me, receive correction; so her dwelling shall not be cut off, howsoever I may punish her. But they rose early, they corrupted all their doings.
8 Therefore wait ye for me, saith Jehovah, until the day that I rise up to the prey; for my determination is to assemble the nations, that I may gather the kingdoms together, to pour upon them mine indignation, -- all my fierce anger: for all the earth shall be devoured with the fire of my jealousy.
9 For then will I turn to the peoples a pure language, that they may all call upon the name of Jehovah, to serve him with one consent.
10 From beyond the rivers of Cush my suppliants, the daughter of my dispersed, shall bring mine oblation.
11 In that day thou shalt not be ashamed for all thy doings wherein thou hast transgressed against me; for then I will take away out of the midst of thee them that exult in thy pride, and thou shalt no more be haughty because of my holy mountain.
12 And I will leave in the midst of thee an afflicted and poor people, and they shall trust in the name of Jehovah.
13 The remnant of Israel shall not work unrighteousness, nor speak lies; neither shall a deceitful tongue be found in their mouth: but *they* shall feed and lie down, and none shall make them afraid.
14 Exult, O daughter of Zion; shout, O Israel; rejoice and be glad with all the heart, O daughter of Jerusalem:
15 Jehovah hath taken away thy judgments, he hath cast out thine enemy; the King of Israel, Jehovah, is in the midst of thee; thou shalt not see evil any more.
16 In that day it shall be said to Jerusalem, Fear not; Zion, let not thy hands be slack.
17 Jehovah thy God is in thy midst, a mighty one that will save: he will rejoice over thee with joy; he will rest in his love; he will exult over thee with singing.
18 I will gather them that sorrow for the solemn assemblies, who were of thee: the reproach of it was a burden [unto them].
19 Behold, at that time I will deal with all them that afflict thee; and I will save her that halted, and gather her that was driven out; and I will make them a praise and a name in all the lands where they have been put to shame.
20 At that time will I bring you, yea, at the time that I gather you; for I will make you a name and a praise, among all the peoples of the earth, when I shall turn again your captivity before your eyes, saith Jehovah.
1 Woe to her who is rebellious and polluted, the oppressing city!
2 She didn't obey the voice. She didn't receive correction. She didn't trust in Yahweh. She didn't draw near to her God.
3 Her princes in the midst of her are roaring lions. Her judges are evening wolves. They leave nothing until the next day.
4 Her prophets are arrogant and treacherous people. Her priests have profaned the sanctuary. They have done violence to the law.
5 Yahweh, in the midst of her, is righteous. He will do no wrong. Every morning he brings his justice to light. He doesn't fail, but the unjust know no shame.
6 I have cut off nations. Their battlements are desolate. I have made their streets waste, so that no one passes by. Their cities are destroyed, so that there is no man, so that there is no inhabitant.
7 I said, "Just fear me. Receive correction, so that her dwelling won't be cut off, according to all that I have appointed concerning her." But they rose early and corrupted all their doings.
8 "Therefore wait for me," says Yahweh, "until the day that I rise up to the prey, for my determination is to gather the nations, that I may assemble the kingdoms, to pour on them my indignation, even all my fierce anger, for all the earth will be devoured with the fire of my jealousy.
9 For then I will purify the lips of the peoples, that they may all call on the name of Yahweh, to serve him shoulder to shoulder.
10 From beyond the rivers of Cush, my worshipers, even the daughter of my dispersed people, will bring my offering.
11 In that day you will not be disappointed for all your doings, in which you have transgressed against me; for then I will take away out of the midst of you your proudly exulting ones, and you will no more be haughty in my holy mountain.
12 But I will leave in the midst of you an afflicted and poor people, and they will take refuge in the name of Yahweh.
13 The remnant of Israel will not do iniquity, nor speak lies, neither will a deceitful tongue be found in their mouth, for they will feed and lie down, and no one will make them afraid."
14 Sing, daughter of Zion! Shout, Israel! Be glad and rejoice with all your heart, daughter of Jerusalem.
15 Yahweh has taken away your judgments. He has thrown out your enemy. The King of Israel, Yahweh, is in the midst of you. You will not be afraid of evil any more.
16 In that day, it will be said to Jerusalem, "Don't be afraid, Zion. Don't let your hands be slack."
17 Yahweh, your God, is in the midst of you, a mighty one who will save. He will rejoice over you with joy. He will rest in his love. He will rejoice over you with singing.
18 Those who are sad for the appointed feasts, I will remove from you. They are a burden and a reproach to you.
19 Behold, at that time I will deal with all those who afflict you, and I will save those who are lame, and gather those who were driven away. I will give them praise and honor, whose shame has been in all the earth.
20 At that time will I bring you in, and at that time will I gather you; for I will give you honor and praise among all the peoples of the earth, when I bring back your captivity before your eyes, says Yahweh.
1 Sorrow to her who is uncontrolled and unclean, the cruel town!
2 She gave no attention to the voice, she had no use for teaching, she put no faith in the Lord, she did not come near to her God.
3 Her rulers are like loud-voiced lions in her; her judges are wolves of the evening, crushing up the bones before the morning.
4 Her prophets are good-for-nothing persons, full of deceit: her priests have made the holy place unclean and have gone violently against the law.
5 The Lord in her is upright; he will not do evil; every morning he lets his righteousness be seen, he is unchanging; but the evil-doer has no sense of shame.
6 I have had the nations cut off, their towers are broken down; I have made their streets a waste so that no one goes through them: destruction has overtaken their towns, so that there is no man living in them.
7 I said, Certainly you will go in fear of me, and come under my training, so that whatever I may send on her may not be cut off before her eyes: but they got up early and made all their works evil.
8 For this reason, go on waiting for me, says the Lord, till the day when I come up as a witness: for my purpose is to send for the nations and to get the kingdoms together, so that I may let loose on them my passion, even all my burning wrath: for all the earth will be burned up in the fire of my bitter passion.
9 For then I will give the people a clean language, so that they may all make prayer to the Lord and be his servants with one mind.
10 From over the rivers of Ethiopia, and from the sides of the north, they will come to me with an offering.
11 In that day you will have no shame on account of all the things in which you did evil against me: for then I will take away from among you those who were lifted up in pride, and you will no longer be lifted up with pride in my holy mountain.
12 But I will still have among you a quiet and poor people, and they will put their faith in the name of the Lord.
13 The rest of Israel will do no evil and say no false words; the tongue of deceit will not be seen in their mouth: for they will take their food and their rest, and no one will be a cause of fear to them.
14 Make melody, O daughter of Zion; give a loud cry, O Israel; be glad and let your heart be full of joy, O daughter of Jerusalem.
15 The Lord has taken away those who were judging you, he has sent your haters far away: the King of Israel, even the Lord, is among you: you will have no more fear of evil.
16 In that day it will be said to Jerusalem, Have no fear: O Zion, let not your hands be feeble.
17 The Lord your God is among you, as a strong saviour: he will be glad over you with joy, he will make his love new again, he will make a song of joy over you as in the time of a holy feast.
18 I will take away your troubles, lifting up your shame from off you.
19 See, at that time I will put an end to all who have been troubling you: I will give salvation to her whose steps are uncertain, and get together her who has been sent in flight; and I will make them a cause of praise and an honoured name in all the earth, when I let their fate be changed.
20 At that time I will make you come in, at that time I will get you together: for I will make you a name and a praise among all the peoples of the earth when I let your fate be changed before your eyes, says the Lord.

Commentary on Zephaniah 3 Matthew Henry Commentary
Chapter 3
We now return to Jerusalem, and must again hear what God has to say to her,
Thus the "Redeemer shall come to Zion,' and to clear his own way, shall "turn away ungodliness from Jacob.' These promises were to have their full accomplishment in gospel-times and gospel-graces.
Zep 3:1-7
One would wonder that Jerusalem, the holy city, where God was known, and his name was great, should be the city of which this black character is here given, that a place which enjoyed such abundance of the means of grace should become so very corrupt and vicious, and that God should permit it to be so; yet so it is, to show that the law made nothing perfect; but if this be the true character of Jerusalem, as no doubt it is (for God's judgments will make none worse than they are), it is no wonder that the prophet begins with woe to her. For the holy God hates sin in those that are nearest to him, nay, in them he hates it most. A sinful state is, and will be, a woeful state.
Zep 3:8-13
Things looked very bad with Jerusalem in the foregoing verses; she has got into a very bad name, and seems to be incorrigible, incurable, mercy-proof and judgment-proof. Now one would think it should follow, Therefore expect no other but that she should be utterly abandoned and rejected as reprobate silver; since they will not be wrought upon by prophets or providences, let them be made a desolation as their neighbours have been. But behold and wonder at the riches of divine grace, which takes occasion from man's badness to appear so much the more illustrious. They still grew worse and worse, therefore wait you upon me, saith the Lord, v. 8. "Since the law, it seems, will make nothing perfect, the bringing in of a better hope shall. Let those that lament the corruptions of the church wait upon God, till he send his Son into the world, to save his people from their sins, till he send his gospel to reform and refine his church, and to purify to himself a peculiar people both of Jews and Gentiles.' And there were those who, according to this direction and encouragement, waited for redemption, for this redemption in Jerusalem; and long-looked-for came at last, Lu. 2:38. For judgment Christ will come into this world, Jn. 9:39.
Zep 3:14-20
After the promises of the taking away of sin, here follow promises of the taking away of trouble; for when the cause is removed the effect will cease. What makes a people holy will make them happy of course. The precious promises here made to the purified people were to have their full accomplishment in the comforts of the gospel, in the hope, and much more in the enjoyment, of which, they are here called upon,
Let us now see what these precious promises are which are here made to the people of God, for the banishing of their griefs and fears and the encouraging of their hopes and joys; and to us are these promises made as well as to them.
