23 Thus saith H559 Cyrus H3566 king H4428 of Persia, H6539 All the kingdoms H4467 of the earth H776 hath the LORD H3068 God H430 of heaven H8064 given H5414 me; and he hath charged H6485 me to build H1129 him an house H1004 in Jerusalem, H3389 which is in Judah. H3063 Who is there among you of all his people? H5971 The LORD H3068 his God H430 be with him, and let him go up. H5927
Lift not up H7311 your horn H7161 on high: H4791 speak H1696 not with a stiff H6277 neck. H6677 For promotion H7311 H2022 cometh neither from the east, H4161 nor from the west, H4628 nor from the south. H4057 But God H430 is the judge: H8199 he putteth down H8213 one, and setteth up H7311 another.
That confirmeth H6965 the word H1697 of his servant, H5650 and performeth H7999 the counsel H6098 of his messengers; H4397 that saith H559 to Jerusalem, H3389 Thou shalt be inhabited; H3427 and to the cities H5892 of Judah, H3063 Ye shall be built, H1129 and I will raise up H6965 the decayed places H2723 thereof: That saith H559 to the deep, H6683 Be dry, H2717 and I will dry up H3001 thy rivers: H5104 That saith H559 of Cyrus, H3566 He is my shepherd, H7462 and shall perform H7999 all my pleasure: H2656 even saying H559 to Jerusalem, H3389 Thou shalt be built; H1129 and to the temple, H1964 Thy foundation shall be laid. H3245
Ho, H1945 ho, H1945 come forth, and flee H5127 from the land H776 of the north, H6828 saith H5002 the LORD: H3068 for I have spread you abroad H6566 as the four H702 winds H7307 of the heaven, H8064 saith H5002 the LORD. H3068 Deliver H4422 thyself, O H1945 Zion, H6726 that dwellest H3427 with the daughter H1323 of Babylon. H894

Commentary on 2 Chronicles 36 Matthew Henry Commentary
Chapter 36
We have here,
2Ch 36:1-10
The destruction of Judah and Jerusalem is here coming on by degrees. God so ordered it to show that he has no pleasure in the ruin of sinners, but had rather they would turn and live, and therefore gives them both time and inducement to repent and waits to be gracious. The history of these reigns was more largely recorded in the last three chapters of the second of Kings.
2Ch 36:11-21
We have here an account of the destruction of the kingdom of Judah and the city of Jerusalem by the Chaldeans. Abraham, God's friend, was called out of that country, from Ur of the Chaldees, when God took him into covenant and communion with himself; and now his degenerate seed were carried into that country again, to signify that they had forfeited all that kindness wherewith they had been regarded for the father's sake, and the benefit of that covenant into which he was called; all was now undone again. Here we have,
2Ch 36:22-23
These last two verses of this book have a double aspect.
