9 And the LORD H3068 said H559 unto me, Distress H6696 not the Moabites, H4124 neither contend H1624 with them in battle: H4421 for I will not give H5414 thee of their land H776 for a possession; H3425 because I have given H5414 Ar H6144 unto the children H1121 of Lot H3876 for a possession. H3425
Thus were both H8147 the daughters H1323 of Lot H3876 with child H2029 by their father. H1 And the firstborn H1067 bare H3205 a son, H1121 and called H7121 his name H8034 Moab: H4124 the same H1931 is the father H1 of the Moabites H4124 unto this day. H3117
And Moab H4124 said H559 unto the elders H2205 of Midian, H4080 Now shall this company H6951 lick up H3897 all that are round about H5439 us, as the ox H7794 licketh up H3897 the grass H3418 of the field. H7704 And Balak H1111 the son H1121 of Zippor H6834 was king H4428 of the Moabites H4124 at that time. H6256
Meddle H1624 not with them; for I will not give H5414 you of their land, H776 no, not so much as a foot H7272 breadth; H4096 H3709 because I have given H5414 mount H2022 Seir H8165 unto Esau H6215 for a possession. H3425
Thou art to pass over H5674 through Ar, H6144 the coast H1366 of Moab, H4124 this day: H3117 And when thou comest nigh H7126 over against H4136 the children H1121 of Ammon, H5983 distress H6696 them not, nor meddle H1624 with them: for I will not give H5414 thee of the land H776 of the children H1121 of Ammon H5983 any possession; H3425 because I have given H5414 it unto the children H1121 of Lot H3876 for a possession. H3425
(As the children H1121 of Esau H6215 which dwell H3427 in Seir, H8165 and the Moabites H4125 which dwell H3427 in Ar, H6144 did H6213 unto me;) until I shall pass over H5674 Jordan H3383 into the land H776 which the LORD H3068 our God H430 giveth H5414 us.
Then Israel H3478 sent H7971 messengers H4397 unto the king H4428 of Edom, H123 saying, H559 Let me, I pray thee, pass through H5674 thy land: H776 but the king H4428 of Edom H123 would not hearken H8085 thereto. And in like manner they sent H7971 unto the king H4428 of Moab: H4124 but he would H14 not consent: and Israel H3478 abode H3427 in Kadesh. H6946

Commentary on Deuteronomy 2 Matthew Henry Commentary
Chapter 2
Moses, in this chapter, proceeds in the rehearsal of God's providences concerning Israel in their way to Canaan, yet preserves not the record of any thing that happened during their tedious march back to the Red Sea, in which they wore out almost thirty-eight years, but passes that over in silence as a dark time, and makes his narrative to begin again when they faced about towards Canaan (v. 1-3), and drew towards the countries that were inhabited, concerning which God here gives them direction,
Deu 2:1-7
Here is,
Deu 2:8-23
It is observable here that Moses, speaking of the Edomites (v. 8), calls them, "our brethren, the children of Esau.' Though they had been unkind to Israel, in refusing them a peaceable passage through their country, yet he calls them brethren. For, though our relations fail in their duty to us, we must retain a sense of the relation, and not be wanting in our duty to them, as there is occasion. Now in these verses we have,
Deu 2:24-37
God having tried the self-denial of his people in forbidding them to meddle with the Moabites and Ammonites, and they having quietly passed by those rich countries, and, though superior in number, not made any attack upon them, here he recompenses them for their obedience by giving them possession of the country of Sihon king of the Amorites. If we forbear what God forbids, we shall receive what he promises, and shall be no losers at last by our obedience, though it may seem for the present to be to our loss. Wrong not others, and God shall right thee.
