11 And it shall be, if it make thee answer H6030 of peace, H7965 and open H6605 unto thee, then it shall be, that all the people H5971 that is found H4672 therein shall be tributaries H4522 unto thee, and they shall serve H5647 thee.
For they are my servants, H5650 which I brought forth H3318 out of the land H776 of Egypt: H4714 they shall not be sold H4376 as H4466 bondmen. H5650 Thou shalt not rule H7287 over him with rigour; H6531 but shalt fear H3372 thy God. H430 Both thy bondmen, H5650 and thy bondmaids, H519 which thou shalt have, shall be of the heathen H1471 that are round about H5439 you; of them shall ye buy H7069 bondmen H5650 and bondmaids. H519 Moreover of the children H1121 of the strangers H8453 that do sojourn H1481 among you, of them shall ye buy, H7069 and of their families H4940 that are with you, which they begat H3205 in your land: H776 and they shall be your possession. H272 And ye shall take them as an inheritance H5157 for your children H1121 after H310 you, to inherit H3423 them for a possession; H272 they shall be your bondmen H5647 for ever: H5769 but over your brethren H251 the children H1121 of Israel, H3478 ye shall not rule H7287 one H376 over another H251 with rigour. H6531
And Joshua H3091 called H7121 for them, and he spake H1696 unto them, saying, H559 Wherefore have ye beguiled H7411 us, saying, H559 We are very H3966 far H7350 from you; when ye dwell H3427 among H7130 us? Now therefore ye are cursed, H779 and there shall none of you be freed H3772 from being bondmen, H5650 and hewers H2404 of wood H6086 and drawers H7579 of water H4325 for the house H1004 of my God. H430
There was not a city H5892 that made peace H7999 with the children H1121 of Israel, H3478 save the Hivites H2340 the inhabitants H3427 of Gibeon: H1391 all other they took H3947 in battle. H4421 For it was of the LORD H3068 to harden H2388 their hearts, H3820 that they should come against H7125 Israel H3478 in battle, H4421 that he might destroy them utterly, H2763 and that they might have no favour, H8467 but that he might destroy H8045 them, as the LORD H3068 commanded H6680 Moses. H4872
Neither did Zebulun H2074 drive out H3423 the inhabitants H3427 of Kitron, H7003 nor the inhabitants H3427 of Nahalol; H5096 but the Canaanites H3669 dwelt H3427 among H7130 them, and became tributaries. H4522 Neither did Asher H836 drive out H3423 the inhabitants H3427 of Accho, H5910 nor the inhabitants H3427 of Zidon, H6721 nor of Ahlab, H303 nor of Achzib, H392 nor of Helbah, H2462 nor of Aphik, H663 nor of Rehob: H7340 But the Asherites H843 dwelt H3427 among H7130 the Canaanites, H3669 the inhabitants H3427 of the land: H776 for they did not drive them out. H3423 Neither did Naphtali H5321 drive out H3423 the inhabitants H3427 of Bethshemesh, H1053 nor the inhabitants H3427 of Bethanath; H1043 but he dwelt H3427 among H7130 the Canaanites, H3669 the inhabitants H3427 of the land: H776 nevertheless the inhabitants H3427 of Bethshemesh H1053 and of Bethanath H1043 became tributaries H4522 unto them. And the Amorites H567 forced H3905 the children H1121 of Dan H1835 into the mountain: H2022 for they would not suffer H5414 them to come down H3381 to the valley: H6010 But the Amorites H567 would H2974 dwell H3427 in mount H2022 Heres H2776 in Aijalon, H357 and in Shaalbim: H8169 yet the hand H3027 of the house H1004 of Joseph H3130 prevailed, H3513 so that they became tributaries. H4522
Their children H1121 that were left H3498 after H310 them in the land, H776 whom the children H1121 of Israel H3478 also were not able H3201 utterly to destroy, H2763 upon those did Solomon H8010 levy H5927 a tribute H4522 of bondservice H5647 unto this day. H3117 But of the children H1121 of Israel H3478 did Solomon H8010 make H5414 no bondmen: H5650 but they were men H582 of war, H4421 and his servants, H5650 and his princes, H8269 and his captains, H7991 and rulers H8269 of his chariots, H7393 and his horsemen. Commentary on Deuteronomy 20 Matthew Henry Commentary
Chapter 20
This chapter settles the militia, and establishes the laws and ordinances of war,
Deu 20:1-9
Israel was at this time to be considered rather as a camp than as a kingdom, entering upon an enemy's country, and not yet settled in a country of their own; and, besides the war they were now entering upon in order to their settlement, even after their settlement they could neither protect nor enlarge their coast without hearing the alarms of war. It was therefore needful that they should have directions given them in their military affairs; and in these verses they are directed in managing, marshalling, and drawing up their own forces. And it is observable that the discipline of war here prescribed is so far from having any thing in it harsh or severe, as is usual in martial law, that the intent of the whole is, on the contrary, to encourage the soldiers, and to make their service easy to them.
Deu 20:10-20
They are here directed what method to take in dealing with the cities (these only are mentioned, v. 10, but doubtless the armies in the field, and the nations they had occasion to deal with, are likewise intended) upon which they made war. They must not make a descent upon any of their neighbours till they had first given them fair notice, by a public manifesto, or remonstrance, stating the ground of their quarrel with them. In dealing with the worst of enemies, the laws of justice and honour must be observed; and, as the sword must never be taken in hand without cause, so not without cause shown. War is an appeal, in which the merits of the cause must be set forth.
