2 And he said, H559 The LORD H3068 came H935 from Sinai, H5514 and rose up H2224 from Seir H8165 unto them; he shined forth H3313 from mount H2022 Paran, H6290 and he came H857 with ten thousands H7233 of saints: H6944 from his right hand H3225 went a fiery H799 H784 law H1881 for them.
Who G3748 have received G2983 the law G3551 by G1519 the disposition G1296 of angels, G32 and G2532 have G5442 not G3756 kept G5442 it.
God H433 came H935 from Teman, H8487 and the Holy One H6918 from mount H2022 Paran. H6290 Selah. H5542 His glory H1935 covered H3680 the heavens, H8064 and the earth H776 was full H4390 of his praise. H8416
And G2532 I beheld, G1492 and G2532 I heard G191 the voice G5456 of many G4183 angels G32 round about G2943 the throne G2362 and G2532 the beasts G2226 and G2532 the elders: G4245 and G2532 the number G706 of them G846 was G2258 ten thousand G3461 times ten thousand, G3461 and G2532 thousands G5505 of thousands; G5505
The chariots H7393 of God H430 are twenty thousand, H7239 even thousands H505 of angels: H8136 the Lord H136 is among them, as in Sinai, H5514 in the holy H6944 place.
LORD, H3068 when thou wentest out H3318 of Seir, H8165 when thou marchedst out H6805 of the field H7704 of Edom, H123 the earth H776 trembled, H7493 and the heavens H8064 dropped, H5197 the clouds H5645 also dropped H5197 water. H4325 The mountains H2022 melted H5140 from before H6440 the LORD, H3068 even that Sinai H5514 from before H6440 the LORD H3068 God H430 of Israel. H3478
For G1063 if G1487 the word G3056 spoken G2980 by G1223 angels G32 was G1096 stedfast, G949 and G2532 every G3956 transgression G3847 and G2532 disobedience G3876 received G2983 a just G1738 recompence of reward; G3405
Wherefore G5101 then G3767 serveth the law? G3551 It was added G4369 because of G5484 transgressions, G3847 till G891 G3757 the seed G4690 should come G2064 to whom G3739 the promise was made; G1861 and it was ordained G1299 by G1223 angels G32 in G1722 the hand G5495 of a mediator. G3316
O God, H430 when thou wentest forth H3318 before H6440 thy people, H5971 when thou didst march H6805 through the wilderness; H3452 Selah: H5542 The earth H776 shook, H7493 the heavens H8064 also dropped H5197 at the presence H6440 of God: H430 even Sinai H5514 itself H2088 was moved at the presence H6440 of God, H430 the God H430 of Israel. H3478
And mount H2022 Sinai H5514 was altogether on a smoke, H6225 because H6440 H834 the LORD H3068 descended H3381 upon it in fire: H784 and the smoke H6227 thereof ascended H5927 as the smoke H6227 of a furnace, H3536 and the whole mount H2022 quaked H2729 greatly. H3966 And when the voice H6963 of the trumpet H7782 sounded H6963 long, H1980 and waxed louder H2390 and louder, H3966 Moses H4872 spake, H1696 and God H430 answered H6030 him by a voice. H6963 And the LORD H3068 came down H3381 upon mount H2022 Sinai, H5514 on the top H7218 of the mount: H2022 and the LORD H3068 called H7121 Moses H4872 up to H413 the top H7218 of the mount; H2022 and Moses H4872 went up. H5927
For G1063 as many as G3745 are G1526 of G1537 the works G2041 of the law G3551 are G1526 under G5259 the curse: G2671 for G1063 it is written, G1125 Cursed G1944 is every one G3956 that G3739 continueth G1696 not G3756 in G1722 all things G3956 which G3588 are written G1125 in G1722 the book G975 of the law G3551 to do G4160 them. G846
For G1063 if G1487 the ministration G1248 of condemnation G2633 be glory, G1391 much G4183 more G3123 doth the ministration G1248 of righteousness G1343 exceed G4052 in G1722 glory. G1391
But G1161 if G1487 the ministration G1248 of death, G2288 written G1722 G1121 and engraven G1795 in G1722 stones, G3037 was G1096 glorious, G1722 G1391 so G5620 that the children G5207 of Israel G2474 could G1410 not G3361 stedfastly behold G816 the face G1519 G4383 of Moses G3475 for G1223 the glory G1391 of his G846 countenance; G4383 which G3588 glory was to be done away: G2673
I beheld H1934 H2370 till H5705 the thrones H3764 were cast down, H7412 and the Ancient H6268 of days H3118 did sit, H3488 whose garment H3831 was white H2358 as snow, H8517 and the hair H8177 of his head H7217 like the pure H5343 wool: H6015 his throne H3764 was like the fiery H5135 flame, H7631 and his wheels H1535 as burning H1815 fire. H5135 A fiery H5135 stream H5103 issued H5047 and came forth H5312 from H4481 before H6925 him: thousand H506 thousands H506 ministered H8120 unto him, and ten thousand H7240 times ten thousand H7240 stood H6966 before H6925 him: the judgment H1780 was set, H3488 and the books H5609 were opened. H6606
These words H1697 the LORD H3068 spake H1696 unto all your assembly H6951 in the mount H2022 out of the midst H8432 of the fire, H784 of the cloud, H6051 and of the thick darkness, H6205 with a great H1419 voice: H6963 and he added no more. H3254 And he wrote H3789 them in two H8147 tables H3871 of stone, H68 and delivered H5414 them unto me.

Commentary on Deuteronomy 33 Matthew Henry Commentary
Chapter 33
Yet Moses has not done with the children of Israel; he seemed to have taken final leave of them in the close of the foregoing chapter, but still he has something more to say. He had preached them a farewell sermon, a very copious and pathetic discourse. After sermon he had given out a psalm, a long psalm; and now nothing remains but to dismiss them with a blessing; that blessing he pronounces in this chapter in the name of the Lord, and so leaves them.
Deu 33:1-5
The first verse is the title of the chapter: it is a blessing. In the foregoing chapter he had thundered out the terrors of the Lord against Israel for their sin; it was a chapter like Ezekiel's roll, full of lamentation, and mourning, and woe. Now to soften that, and that he might not seem to part in anger, he here subjoins a blessing, and leaves his peace, which should descend and rest upon all those among them that were the sons of peace. Thus Christ's last work on earth was to bless his disciples (Lu. 24:50), like Moses here, in token of parting as friends. Moses blessed them,
He begins his blessing with a lofty description of the glorious appearances of God to them in giving them the law, and the great advantage they had by it.
Deu 33:6-7

Deu 33:8-11
In blessing the tribe of Levi, Moses expresses himself more at large, not so much because it was his own tribe (for he takes no notice of his relation to it) as because it was God's tribe. The blessing of Levi has reference.
Deu 33:12-17

Deu 33:26-29
These are the last words of all that ever Moses, that great writer, that great dictator, either wrote himself or had written from his dictation; they are therefore very remarkable, and no doubt we shall find them very improving. Moses, the man of God (who had as much reason as ever any mere man had to know both), with his last breath magnifies both the God of Israel and the Israel of God. They are both incomparable in his eye; and we are sure that in this his judgment of both his eye did not wax dim.
Now lay all this together, and then you will say, Happy art thou, O Israel! Who is like unto thee, O people! Thrice happy the people whose God is the Lord.
