28 Israel H3478 then shall dwell H7931 in safety H983 alone: H910 the fountain H5869 of Jacob H3290 shall be upon a land H776 of corn H1715 and wine; H8492 also his heavens H8064 shall drop down H6201 dew. H2919
For from the top H7218 of the rocks H6697 I see H7200 him, and from the hills H1389 I behold H7789 him: lo, the people H5971 shall dwell H7931 alone, H910 and shall not be reckoned H2803 among the nations. H1471
And of Joseph H3130 he said, H559 Blessed H1288 of the LORD H3068 be his land, H776 for the precious things H4022 of heaven, H8064 for the dew, H2919 and for the deep H8415 that coucheth beneath, H7257
Bless H1288 ye God H430 in the congregations, H4721 even the Lord, H136 from the fountain H4726 of Israel. H3478
Hear H8085 ye this, O house H1004 of Jacob, H3290 which are called H7121 by the name H8034 of Israel, H3478 and are come forth H3318 out of the waters H4325 of Judah, H3063 which swear H7650 by the name H8034 of the LORD, H3068 and make mention H2142 of the God H430 of Israel, H3478 but not in truth, H571 nor in righteousness. H6666
For wherein shall it be known H3045 here H645 that I and thy people H5971 have found H4672 grace H2580 in thy sight? H5869 is it not in that thou goest H3212 with us? so shall we be separated, H6395 I and thy people, H5971 from all the people H5971 that are upon the face H6440 of the earth. H127
For the LORD H3068 thy God H430 bringeth H935 thee into a good H2896 land, H776 a land H776 of brooks H5158 of water, H4325 of fountains H5869 and depths H8415 that spring out H3318 of valleys H1237 and hills; H2022 A land H776 of wheat, H2406 and barley, H8184 and vines, H1612 and fig trees, H8384 and pomegranates; H7416 a land H776 of oil H8081 olive, H2132 and honey; H1706
My doctrine H3948 shall drop H6201 as the rain, H4306 my speech H565 shall distil H5140 as the dew, H2919 as the small rain H8164 upon the tender herb, H1877 and as the showers H7241 upon the grass: H6212
Drink H8354 waters H4325 out of thine own cistern, H953 and running waters H5140 out of H8432 thine own well. H875 Let thy fountains H4599 be dispersed H6327 abroad, H2351 and rivers H6388 of waters H4325 in the streets. H7339 Let them be only thine own, and not strangers' H2114 with thee. Let thy fountain H4726 be blessed: H1288 and rejoice H8055 with the wife H802 of thy youth. H5271
And I will make H3772 with them a covenant H1285 of peace, H7965 and will cause the evil H7451 beasts H2416 to cease H7673 out of the land: H776 and they shall dwell H3427 safely H983 in the wilderness, H4057 and sleep H3462 in the woods. H3293 H3264
And G2532 there shall G1525 in no wise G3364 enter G1525 into G1519 it G846 any thing G3956 that defileth, G2840 neither G2532 whatsoever worketh G4160 abomination, G946 or G2532 maketh a lie: G5579 but G1508 they which are written G1125 in G1722 the Lamb's G721 book G975 of life. G2222
Blessed G3107 are they that do G4160 his G846 commandments, G1785 that G2443 they G846 may have G2071 right G1849 to G1909 the tree G3586 of life, G2222 and G2532 may enter G1525 in through the gates G4440 into G1519 the city. G4172 For G1161 without G1854 are dogs, G2965 and G2532 sorcerers, G5333 and G2532 whoremongers, G4205 and G2532 murderers, G5406 and G2532 idolaters, G1496 and G2532 whosoever G3956 loveth G5368 and G2532 maketh G4160 a lie. Commentary on Deuteronomy 33 Matthew Henry Commentary
Chapter 33
Yet Moses has not done with the children of Israel; he seemed to have taken final leave of them in the close of the foregoing chapter, but still he has something more to say. He had preached them a farewell sermon, a very copious and pathetic discourse. After sermon he had given out a psalm, a long psalm; and now nothing remains but to dismiss them with a blessing; that blessing he pronounces in this chapter in the name of the Lord, and so leaves them.
Deu 33:1-5
The first verse is the title of the chapter: it is a blessing. In the foregoing chapter he had thundered out the terrors of the Lord against Israel for their sin; it was a chapter like Ezekiel's roll, full of lamentation, and mourning, and woe. Now to soften that, and that he might not seem to part in anger, he here subjoins a blessing, and leaves his peace, which should descend and rest upon all those among them that were the sons of peace. Thus Christ's last work on earth was to bless his disciples (Lu. 24:50), like Moses here, in token of parting as friends. Moses blessed them,
He begins his blessing with a lofty description of the glorious appearances of God to them in giving them the law, and the great advantage they had by it.
Deu 33:6-7

Deu 33:8-11
In blessing the tribe of Levi, Moses expresses himself more at large, not so much because it was his own tribe (for he takes no notice of his relation to it) as because it was God's tribe. The blessing of Levi has reference.

Deu 33:26-29
These are the last words of all that ever Moses, that great writer, that great dictator, either wrote himself or had written from his dictation; they are therefore very remarkable, and no doubt we shall find them very improving. Moses, the man of God (who had as much reason as ever any mere man had to know both), with his last breath magnifies both the God of Israel and the Israel of God. They are both incomparable in his eye; and we are sure that in this his judgment of both his eye did not wax dim.
Now lay all this together, and then you will say, Happy art thou, O Israel! Who is like unto thee, O people! Thrice happy the people whose God is the Lord.
