9 And the LORD H3068 said H559 unto Moses, H4872 I have seen H7200 this people, H5971 and, behold, it is a stiffnecked H7186 H6203 people: H5971
Unto a land H776 flowing H2100 with milk H2461 and honey: H1706 for I will not go up H5927 in the midst H7130 of thee; for thou art a stiffnecked H7186 H6203 people: H5971 lest I consume H3615 thee in the way. H1870
For the LORD H3068 had said H559 unto Moses, H4872 Say H559 unto the children H1121 of Israel, H3478 Ye are a stiffnecked H7186 H6203 people: H5971 I will come up H5927 into the midst H7130 of thee in a H259 moment, H7281 and consume H3615 thee: therefore now put off H3381 thy ornaments H5716 from thee, that I may know H3045 what to do H6213 unto thee.
And he said, H559 If now I have found H4672 grace H2580 in thy sight, H5869 O Lord, H136 let my Lord, H136 I pray thee, go H3212 among H7130 us; for it is a stiffnecked H7186 H6203 people; H5971 and pardon H5545 our iniquity H5771 and our sin, H2403 and take us for thine inheritance. H5157
Furthermore the LORD H3068 spake H559 unto me, saying, H559 I have seen H7200 this people, H5971 and, behold, it is a stiffnecked H6203 H7186 people: H5971
Understand H3045 therefore, that the LORD H3068 thy God H430 giveth H5414 thee not this good H2896 land H776 to possess H3423 it for thy righteousness; H6666 for thou art a stiffnecked H6203 H7186 people. H5971
For I know H3045 thy rebellion, H4805 and thy stiff H7186 neck: H6203 behold, while I am yet alive H2416 with you this day, H3117 ye have been rebellious H4784 against the LORD; H3068 and how much more after H310 my death? H4194
Now be ye not stiffnecked, H7185 H6203 as your fathers H1 were, but yield H5414 yourselves H3027 unto the LORD, H3068 and enter H935 into his sanctuary, H4720 which he hath sanctified H6942 for ever: H5769 and serve H5647 the LORD H3068 your God, H430 that the fierceness H2740 of his wrath H639 may turn away H7725 from you.
Circumcise H4135 therefore the foreskin H6190 of your heart, H3824 and be no more stiffnecked. H6203 H7185
And refused H3985 to obey, H8085 neither were mindful H2142 of thy wonders H6381 that thou didst H6213 among them; but hardened H7185 their necks, H6203 and in their rebellion H4805 appointed H5414 a captain H7218 to return H7725 to their bondage: H5659 but thou art a God H433 ready to pardon, H5547 gracious H2587 and merciful, H7349 slow H750 to anger, H639 and of great H7227 kindness, H2617 and forsookest H5800 them not.
He, H376 that being often reproved H8433 hardeneth H7185 his neck, H6203 shall suddenly H6621 be destroyed, H7665 and that without remedy. H4832
I have seen H7200 thine adulteries, H5004 and thy neighings, H4684 the lewdness H2154 of thy whoredom, H2184 and thine abominations H8251 on the hills H1389 in the fields. H7704 Woe H188 unto thee, O Jerusalem! H3389 wilt thou not be made clean? H2891 when shall it once H5750 H310 be?
But they refused H3985 to hearken, H7181 and pulled away H5414 H5637 the shoulder, H3802 and stopped H3513 their ears, H241 that they should not hear. H8085 Yea, they made H7760 their hearts H3820 as an adamant stone, H8068 lest they should hear H8085 the law, H8451 and the words H1697 which the LORD H3068 of hosts H6635 hath sent H7971 in his spirit H7307 by H3027 the former H7223 prophets: H5030 therefore came a great H1419 wrath H7110 from the LORD H3068 of hosts. Commentary on Exodus 32 Matthew Henry Commentary
Chapter 32
It is a very lamentable interruption which the story of this chapter gives to the record of the establishment of the church, and of religion among the Jews. Things went on admirably well towards that happy settlement: God had shown himself very favourable, and the people also had seemed to be pretty tractable. Moses had now almost completed his forty days upon the mount, and, we may suppose, was pleasing himself with the thoughts of the very joyful welcome he should have to the camp of Israel at his return, and the speedy setting up of the tabernacle among them. But, behold, the measures are broken, the sin of Israel turns away those good things from them, and puts a stop to the current of God's favours; the sin that did the mischief (would you think it?) was worshipping a golden calf. The marriage was ready to be solemnized between God and Israel, but Israel plays the harlot, and so the match is broken, and it will be no easy matter to piece it again. Here is,
Exd 32:1-6
While Moses was in the mount, receiving the law from God, the people had time to meditate upon what had been delivered, and prepare themselves for what was further to be revealed, and forty days was little enough for that work; but, instead of that, there were those among them that were contriving how to break the laws they had already received, and to anticipate those which they were in expectation of. On the thirty-ninth day of the forty, the plot broke out of rebellion against the Lord. Here is,
Exd 32:7-14

Exd 32:15-20
Here is,
Exd 32:21-29
Moses, having shown his just indignation against the sin of Israel by breaking the tables and burning the calf, now proceeds to reckon with the sinners and to call them to an account, herein acting as the representative of God, who is not only a holy God, and hates sin, but a just God, and is engaged in honour to punish it, Isa. 59:18. Now,
Exd 32:30-35
Moses, having executed justice upon the principal offenders, is here dealing both with the people and with God.
