15 Though thou, Israel, H3478 play the harlot, H2181 yet let not Judah H3063 offend; H816 and come H935 not ye unto Gilgal, H1537 neither go ye up H5927 to Bethaven, H1007 nor swear, H7650 The LORD H3068 liveth. H2416
And G1161 that G1565 servant, G1401 which G3588 knew G1097 his G1438 lord's G2962 will, G2307 and G2532 prepared G2090 not G3361 himself, neither G3366 did G4160 according G4314 to his G846 will, G2307 shall be beaten G1194 with many G4183 stripes. But G1161 he that knew G1097 not, G3361 and G1161 did commit G4160 things worthy G514 of stripes, G4127 shall be beaten G1194 with few G3641 stripes. For G1161 unto whomsoever G3739 G3956 much G4183 is given, G1325 of G3844 him G846 shall be much G4183 required: G2212 and G2532 to whom men G3739 have committed G3908 much, G4183 of him G846 they will ask G154 the more. G4055
Whereupon the king H4428 took counsel, H3289 and made H6213 two H8147 calves H5695 of gold, H2091 and said H559 unto them, It is too much H7227 for you to go up H5927 to Jerusalem: H3389 behold thy gods, H430 O Israel, H3478 which brought thee up H5927 out of the land H776 of Egypt. H4714 And he set H7760 the one H259 in Bethel, H1008 and the other H259 put H5414 he in Dan. H1835
And them that worship H7812 the host H6635 of heaven H8064 upon the housetops; H1406 and them that worship H7812 and that swear H7650 by the LORD, H3068 and that swear H7650 by Malcham; H4428 And them that are turned back H5472 from H310 the LORD; H3068 and those that have not sought H1245 the LORD, H3068 nor enquired H1875 for him.
And the names H8034 of them were Aholah H170 the elder, H1419 and Aholibah H172 her sister: H269 and they were mine, and they bare H3205 sons H1121 and daughters. H1323 Thus were their names; H8034 Samaria H8111 is Aholah, H170 and Jerusalem H3389 Aholibah. H172 And Aholah H170 played the harlot H2181 when she was mine; H8478 and she doted H5689 on her lovers, H157 on the Assyrians H804 her neighbours, H7138 Which were clothed H3847 with blue, H8504 captains H6346 and rulers, H5461 all of them desirable H2531 young men, H970 horsemen H6571 riding H7392 upon horses. H5483 Thus she committed H5414 her whoredoms H8457 with them, with all them that were the chosen H4005 men H1121 of Assyria, H804 and with all on whom she doted: H5689 with all their idols H1544 she defiled H2930 herself. Neither left H5800 she her whoredoms H8457 brought from Egypt: H4714 for in her youth H5271 they lay H7901 with her, and they bruised H6213 the breasts H1717 of her virginity, H1331 and poured H8210 their whoredom H8457 upon her.
The LORD H3068 said H559 also unto me in the days H3117 of Josiah H2977 the king, H4428 Hast thou seen H7200 that which backsliding H4878 Israel H3478 hath done? H6213 she is gone up H1980 upon every high H1364 mountain H2022 and under H8478 every green H7488 tree, H6086 and there hath played the harlot. H2181 And I said H559 after H310 she had done H6213 all these things, Turn H7725 thou unto me. But she returned H7725 not. And her treacherous H901 sister H269 Judah H3063 saw H7200 it. And I saw, H7200 when for all the causes H182 whereby backsliding H4878 Israel H3478 committed adultery H5003 I had put her away, H7971 and given H5414 her a bill H5612 of divorce; H3748 yet her treacherous H898 sister H269 Judah H3063 feared H3372 not, but went H3212 and played the harlot H2181 also. And it came to pass through the lightness H6963 of her whoredom, H2184 that she defiled H2610 the land, H776 and committed adultery H5003 with stones H68 and with stocks. H6086 And yet for all this her treacherous H901 sister H269 Judah H3063 hath not turned H7725 unto me with her whole heart, H3820 but feignedly, H8267 saith H5002 the LORD. H3068 And the LORD H3068 said H559 unto me, The backsliding H4878 Israel H3478 hath justified H6663 herself H5315 more than treacherous H898 Judah. H3063
Therefore the LORD H3068 was very H3966 angry H599 with Israel, H3478 and removed H5493 them out of his sight: H6440 there was none left H7604 but the tribe H7626 of Judah H3063 only. Also Judah H3063 kept H8104 not the commandments H4687 of the LORD H3068 their God, H430 but walked H3212 in the statutes H2708 of Israel H3478 which they made. H6213

Commentary on Hosea 4 Matthew Henry Commentary
Chapter 4
Prophets were sent to be reprovers, to tell people of their faults, and to warn them of the judgments of God, to which by sin they exposed themselves; so the prophet is employed in this and the following chapters. He is here, as counsel for the King of kings, opening an indictment against the people of Israel, and labouring to convince them of sin, and of their misery and danger because of sin, that he might prevail with them to repent and reform.
Hsa 4:1-5
Here is,
Hsa 4:6-11
God is here proceeding in his controversy both with the priests and with the people. The people were as those that strove with the priests (v. 4) when they had priests that did their duty; but the generality of them lived in the neglect of their duty, and here is a word for those priests, and for the people that love to have it so, Jer. 5:31. And it is observable here how the punishment answers to the sin, and how, for the justifying of his own proceedings, God sets the one over-against the other.
