6 And for a spirit H7307 of judgment H4941 to him that sitteth H3427 in judgment, H4941 and for strength H1369 to them that turn H7725 the battle H4421 to the gate. H8179
Until the spirit H7307 be poured H6168 upon us from on high, H4791 and the wilderness H4057 be a fruitful field, H3759 and the fruitful field H3759 be counted H2803 for a forest. H3293 Then judgment H4941 shall dwell H7931 in the wilderness, H4057 and righteousness H6666 remain H3427 in the fruitful field. H3759
And the spirit H7307 of the LORD H3068 shall rest H5117 upon him, the spirit H7307 of wisdom H2451 and understanding, H998 the spirit H7307 of counsel H6098 and might, H1369 the spirit H7307 of knowledge H1847 and of the fear H3374 of the LORD; H3068 And shall make him of quick understanding H7306 in the fear H3374 of the LORD: H3068 and he shall not judge H8199 after the sight H4758 of his eyes, H5869 neither reprove H3198 after the hearing H4926 of his ears: H241 But with righteousness H6664 shall he judge H8199 the poor, H1800 and reprove H3198 with equity H4334 for the meek H6035 of the earth: H776 and he shall smite H5221 the earth H776 with the rod H7626 of his mouth, H6310 and with the breath H7307 of his lips H8193 shall he slay H4191 the wicked. H7563
[[A Psalm for Solomon.]] H8010 Give H5414 the king H4428 thy judgments, H4941 O God, H430 and thy righteousness H6666 unto the king's H4428 son. H1121 He shall judge H1777 thy people H5971 with righteousness, H6664 and thy poor H6041 with judgment. H4941 The mountains H2022 shall bring H5375 peace H7965 to the people, H5971 and the little hills, H1389 by righteousness. H6666 He shall judge H8199 the poor H6041 of the people, H5971 he shall save H3467 the children H1121 of the needy, H34 and shall break in pieces H1792 the oppressor. H6231
And Pharaoh H6547 said H559 unto his servants, H5650 Can we find H4672 such a one as this H2088 is, a man H376 in whom H834 the Spirit H7307 of God H430 is? And Pharaoh H6547 said H559 unto Joseph, H3130 Forasmuch H310 as God H430 hath shewed H3045 thee all this, there is none so discreet H995 and wise H2450 as thou art:
It is God H410 that girdeth H247 me with strength, H2428 and maketh H5414 my way H1870 perfect. H8549 He maketh H7737 my feet H7272 like hinds' H355 feet, and setteth H5975 me upon my high places. H1116 He teacheth H3925 my hands H3027 to war, H4421 so that a bow H7198 of steel H5154 is broken H5181 by mine arms. H2220
Let the LORD, H3068 the God H430 of the spirits H7307 of all flesh, H1320 set H6485 a man H376 over the congregation, H5712 Which may go out H3318 before H6440 them, and which may go in H935 before H6440 them, and which may lead them out, H3318 and which may bring them in; H935 that the congregation H5712 of the LORD H3068 be not as sheep H6629 which have no shepherd. H7462 And the LORD H3068 said H559 unto Moses, H4872 Take H3947 thee Joshua H3091 the son H1121 of Nun, H5126 a man H376 in whom is the spirit, H7307 and lay H5564 thine hand H3027 upon him;
And the LORD H3068 said H559 unto Moses, H4872 Gather H622 unto me seventy H7657 men H376 of the elders H2205 of Israel, H3478 whom thou knowest H3045 to be the elders H2205 of the people, H5971 and officers H7860 over them; and bring H3947 them unto the tabernacle H168 of the congregation, H4150 that they may stand H3320 there with thee. And I will come down H3381 and talk H1696 with thee there: and I will take H680 of the spirit H7307 which is upon thee, and will put H7760 it upon them; and they shall bear H5375 the burden H4853 of the people H5971 with thee, that thou bear H5375 it not thyself alone.

Commentary on Isaiah 28 Matthew Henry Commentary
Chapter 28
In this chapter,
This is written for our admonition, and is profitable for reproof and warning to us.
Isa 28:1-8
Here,
Isa 28:9-13
The prophet here complains of the wretched stupidity of this people, that they were unteachable and made no improvement of the means of grace which they possessed; they still continued as they were, their mistakes not rectified, their hearts not renewed, nor their lives reformed. Observe,
Isa 28:14-22
The prophet, having reproved those that made a jest of the word of God, here goes on to reprove those that made a jest of the judgments of God, and set them at defiance; for he is a jealous God, and will not suffer either his ordinances or his providences to be brought into contempt. He addressed himself to the scornful men who ruled in Jerusalem, who were the magistrates of the city, v. 14. It is bad with a people when their thrones of judgment become the seats of the scornful, when rulers are scorners; but that the rulers of Jerusalem should be men of such a character, that they should make light of God's judgments and scorn to take notice of the tokens of his displeasure, is very sad. Who will be mourners in Zion if they are scorners? Observe,
Isa 28:23-29
This parable, which (like many of our Saviour's parables) is borrowed from the husbandman's calling, is ushered in with a solemn preface demanding attention, He that has ears to hear, let him hear, hear and understand, v. 23.
