23 Then shall he give H5414 the rain H4306 of thy seed, H2233 that thou shalt sow H2232 the ground H127 withal; and bread H3899 of the increase H8393 of the earth, H127 and it shall be fat H1879 and plenteous: H8082 in that day H3117 shall thy cattle H4735 feed H7462 in large H7337 pastures. H3733
But now I will not be unto the residue H7611 of this people H5971 as in the former H7223 days, H3117 saith H5002 the LORD H3068 of hosts. H6635 For the seed H2233 shall be prosperous; H7965 the vine H1612 shall give H5414 her fruit, H6529 and the ground H776 shall give H5414 her increase, H2981 and the heavens H8064 shall give H5414 their dew; H2919 and I will cause the remnant H7611 of this people H5971 to possess H5157 all these things.
He watereth H8248 the hills H2022 from his chambers: H5944 the earth H776 is satisfied H7646 with the fruit H6529 of thy works. H4639 He causeth the grass H2682 to grow H6779 for the cattle, H929 and herb H6212 for the service H5656 of man: H120 that he may bring forth H3318 food H3899 out of the earth; H776
Thou visitest H6485 the earth, H776 and waterest H7783 it: thou greatly H7227 enrichest H6238 it with the river H6388 of God, H430 which is full H4390 of water: H4325 thou preparest H3559 them corn, H1715 when thou hast so provided H3559 for it. Thou waterest H7301 the ridges H8525 thereof abundantly: H7301 thou settlest H5181 the furrows H1417 H1418 thereof: thou makest it soft H4127 with showers: H7241 thou blessest H1288 the springing H6780 thereof. Thou crownest H5849 the year H8141 with thy goodness; H2896 and thy paths H4570 drop H7491 fatness. H1880 They drop H7491 upon the pastures H4999 of the wilderness: H4057 and the little hills H1389 rejoice H1524 on every side. H2296 The pastures H3733 are clothed H3847 with flocks; H6629 the valleys H6010 also are covered over H5848 with corn; H1250 they shout for joy, H7321 they also sing. H7891
Then will I sprinkle H2236 clean H2889 water H4325 upon you, and ye shall be clean: H2891 from all your filthiness, H2932 and from all your idols, H1544 will I cleanse H2891 you. A new H2319 heart H3820 also will I give H5414 you, and a new H2319 spirit H7307 will I put H5414 within H7130 you: and I will take away H5493 the stony H68 heart H3820 out of your flesh, H1320 and I will give H5414 you an heart H3820 of flesh. H1320
And also I have withholden H4513 the rain H1653 from you, when there were yet three H7969 months H2320 to the harvest: H7105 and I caused it to rain H4305 upon one H259 city, H5892 and caused it not to rain H4305 upon another H259 city: H5892 one H259 piece H2513 was rained H4305 upon, and the piece H2513 whereupon it rained H4305 not withered. H3001 So two H8147 or three H7969 cities H5892 wandered H5128 unto one H259 city, H5892 to drink H8354 water; H4325 but they were not satisfied: H7646 yet have ye not returned H7725 unto me, saith H5002 the LORD. H3068
Fear H3372 not, O land; H127 be glad H1523 and rejoice: H8055 for the LORD H3068 will do H6213 great things. H1431 Be not afraid, H3372 ye beasts H929 of the field: H7704 for the pastures H4999 of the wilderness H4057 do spring, H1876 for the tree H6086 beareth H5375 her fruit, H6529 the fig tree H8384 and the vine H1612 do yield H5414 their strength. H2428 Be glad H1523 then, ye children H1121 of Zion, H6726 and rejoice H8055 in the LORD H3068 your God: H430 for he hath given H5414 you the former rain H4175 moderately, H6666 and he will cause to come down H3381 for you the rain, H1653 the former rain, H4175 and the latter rain H4456 in the first H7223 month. And the floors H1637 shall be full H4390 of wheat, H1250 and the fats H3342 shall overflow H7783 with wine H8492 and oil. H3323 And I will restore H7999 to you the years H8141 that the locust H697 hath eaten, H398 the cankerworm, H3218 and the caterpiller, H2625 and the palmerworm, H1501 my great H1419 army H2428 which I sent H7971 among you. And ye shall eat H398 in plenty, H398 and be satisfied, H7646 and praise H1984 the name H8034 of the LORD H3068 your God, H430 that hath dealt H6213 wondrously H6381 with you: and my people H5971 shall never H5769 be ashamed. H954
And it shall come to pass in that day, H3117 I will hear, H6030 saith H5002 the LORD, H3068 I will hear H6030 the heavens, H8064 and they shall hear H6030 the earth; H776 And the earth H776 shall hear H6030 the corn, H1715 and the wine, H8492 and the oil; H3323 and they shall hear H6030 Jezreel. H3157 And I will sow H2232 her unto me in the earth; H776 and I will have mercy H7355 upon her that had not obtained mercy; H7355 H3818 and I will say H559 to them which were not my people, H5971 Thou art my people; H5971 and they shall say, H559 Thou art my God. H430
For as the rain H1653 cometh down, H3381 and the snow H7950 from heaven, H8064 and returneth H7725 not thither, but watereth H7301 the earth, H776 and maketh it bring forth H3205 and bud, H6779 that it may give H5414 seed H2233 to the sower, H2232 and bread H3899 to the eater: H398 So shall my word H1697 be that goeth forth H3318 out of my mouth: H6310 it shall not return H7725 unto me void, H7387 but it shall accomplish H6213 that which I please, H2654 and it shall prosper H6743 in the thing whereto I sent H7971 it.
Thus saith H559 the LORD H3068 that made H6213 thee, and formed H3335 thee from the womb, H990 which will help H5826 thee; Fear H3372 not, O Jacob, H3290 my servant; H5650 and thou, Jesurun, H3484 whom I have chosen. H977 For I will pour H3332 water H4325 upon him that is thirsty, H6771 and floods H5140 upon the dry ground: H3004 I will pour H3332 my spirit H7307 upon thy seed, H2233 and my blessing H1293 upon thine offspring: H6631 And they shall spring up H6779 as among H996 the grass, H2682 as willows H6155 by the water H4325 courses. H2988
That our sons H1121 may be as plants H5195 grown up H1431 in their youth; H5271 that our daughters H1323 may be as corner stones, H2106 polished H2404 after the similitude H8403 of a palace: H1964 That our garners H4200 may be full, H4392 affording H6329 all manner of store: H2177 H2177 that our sheep H6629 may bring forth thousands H503 and ten thousands H7231 in our streets: H2351 That our oxen H441 may be strong to labour; H5445 that there be no breaking in, H6556 nor going out; H3318 that there be no complaining H6682 in our streets. H7339
He turneth H7760 the wilderness H4057 into a standing H98 water, H4325 and dry H6723 ground H776 into watersprings. H4325 H4161 And there he maketh the hungry H7457 to dwell, H3427 that they may prepare H3559 a city H5892 for habitation; H4186 And sow H2232 the fields, H7704 and plant H5193 vineyards, H3754 which may yield H6213 fruits H6529 of increase. H8393 He blesseth H1288 them also, so that they are multiplied H7235 greatly; H3966 and suffereth H4591 not their cattle H929 to decrease. H4591

Commentary on Isaiah 30 Matthew Henry Commentary
Chapter 30
The prophecy of this chapter seems to relate (as that in the foregoing chapter) to the approaching danger of Jerusalem and desolations of Judah by Sennacherib's invasion. Here is,
Isa 30:1-7
It was often the fault and folly of the people of the Jews that, when they were insulted by their neighbours on one side, they sought for succour from their neighbours on the other side, instead of looking up to God and putting their confidence in him. Against the Israelites they sought to the Syrians, 2 Chr. 16:2, 3. Against the Syrians they sought to the Assyrians, 2 Ki. 16:7. Against the Assyrians they here sought to the Egyptians, and Rabshakeh upbraided them with so doing, 2 Ki. 18:21. Now observe here,
Isa 30:8-17
Here,
Isa 30:18-26
The closing words of the foregoing paragraph (You shall be left as a beacon upon a mountain) some understand as a promise that a remnant of them should be reserved as monuments of mercy; and here the prophet tells them what good times should succeed these calamities. Or the first words in this paragraph may be read by way of antithesis, Notwithstanding this, yet will the Lord wait that he may be gracious. The prophet, having shown that those who made Egypt their confidence would be ashamed of it, here shows that those who sat still and made God alone their confidence would have the comfort of it. It is matter of comfort to the people of God, when the times are very bad, that all will be well yet, well with those that fear God, when we say to the wicked, It shall be ill with you.
Isa 30:27-33
This terrible prediction of the ruin of the Assyrian army, though it is a threatening to them, is part of the promise to the Israel of God, that God would not only punish the Assyrians for the mischief they had done to the Israel of God, but would disable and deter them from doing the like again; and this prediction, which would now shortly be accomplished, would ratify and confirm the foregoing promises, which should be accomplished in the latter days. Here is,
