13 Mine hand H3027 also hath laid the foundation H3245 of the earth, H776 and my right hand H3225 hath spanned H2946 the heavens: H8064 when I call H7121 unto them, they stand up H5975 together. H3162
Lift up H5375 your eyes H5869 on high, H4791 and behold H7200 who hath created H1254 these things, that bringeth out H3318 their host H6635 by number: H4557 he calleth H7121 them all by names H8034 by the greatness H7230 of his might, H202 for that he is strong H533 in power; H3581 not one H376 faileth. H5737
And, G2532 Thou, G4771 Lord, G2962 in G2596 the beginning G746 hast laid the foundation G2311 of the earth; G1093 and G2532 the heavens G3772 are G1526 the works G2041 of thine G4675 hands: G5495 They G846 shall perish; G622 but G1161 thou G4771 remainest; G1265 and G2532 they all G3956 shall wax old G3822 as G5613 doth a garment; G2440 And G2532 as G5616 a vesture G4018 shalt thou fold G1667 them G846 up, G1667 and G2532 they shall be changed: G236 but G1161 thou G4771 art G1488 the same, G846 and G2532 thy G4675 years G2094 shall G1587 not G3756 fail. G1587
Who hath measured H4058 the waters H4325 in the hollow of his hand, H8168 and meted out H8505 heaven H8064 with the span, H2239 and comprehended H3557 the dust H6083 of the earth H776 in a measure, H7991 and weighed H8254 the mountains H2022 in scales, H6425 and the hills H1389 in a balance? H3976
Thus saith H559 God H410 the LORD, H3068 he that created H1254 the heavens, H8064 and stretched them out; H5186 he that spread forth H7554 the earth, H776 and that which cometh out H6631 of it; he that giveth H5414 breath H5397 unto the people H5971 upon it, and spirit H7307 to them that walk H1980 therein:
For thus saith H559 the LORD H3068 that created H1254 the heavens; H8064 God H430 himself that formed H3335 the earth H776 and made H6213 it; he hath established H3559 it, he created H1254 it not in vain, H8414 he formed H3335 it to be inhabited: H3427 I am the LORD; H3068 and there is none else.
Hast thou with him spread out H7554 the sky, H7834 which is strong, H2389 and as a molten H3332 looking glass? H7209
LAMED. For ever, H5769 O LORD, H3068 thy word H1697 is settled H5324 in heaven. H8064 Thy faithfulness H530 is unto all H1755 generations: H1755 thou hast established H3559 the earth, H776 and it abideth. H5975 They continue H5975 this day H3117 according to thine ordinances: H4941 for all are thy servants. H5650
He telleth H4487 the number H4557 of the stars; H3556 he calleth H7121 them all by their names. H8034
Let them praise H1984 the name H8034 of the LORD: H3068 for he commanded, H6680 and they were created. H1254 He hath also stablished H5975 them for ever H5703 and ever: H5769 he hath made H5414 a decree H2706 which shall not pass. H5674 Praise H1984 the LORD H3068 from the earth, H776 ye dragons, H8577 and all deeps: H8415 Fire, H784 and hail; H1259 snow, H7950 and vapour; H7008 stormy H5591 wind H7307 fulfilling H6213 his word: H1697

Commentary on Isaiah 48 Matthew Henry Commentary
Chapter 48
God, having in the foregoing chapter reckoned with the Babylonians, and shown them their sins and the desolation that was coming upon them for their sins, to show that he hates sin wherever he finds it and will not connive at it in his own people, comes, in this chapter, to show the house of Jacob their sins, but, withal, the mercy God had in store for them notwithstanding; and he therefore sets their sins in order before them, that by their repentance and reformation they might be prepared for that mercy.
Isa 48:1-8
We may observe here,
Isa 48:9-15
The deliverance of God's people out of their captivity in Babylon was a thing upon many accounts so improbable that there was need of line upon line for the encouragement of the faith and hope of God's people concerning it. Two things were discouraging to them-their own unworthiness that God should do it for them and the many difficulties in the thing itself; now, in these verses, both these discouragements are removed, for here is,
Isa 48:16-22
Here, as before, Jacob and Israel are summoned to hearken to the prophet speaking in God's name, or rather to God speaking in and by the prophet, and that as a type of the great prophet by whom God has in these last days spoken unto us, and that is sufficient: Come near therefore, and hear this. Note, Those that would hear and understand what God says must come near, and approach to him; let them come as near as they can. Let those that have hearkened to the tempter now come near, and hear this, that they may be confirmed in their resolutions to serve God. Those that draw nigh to God may depend upon this, that his secret shall be with them. Here,
