3 Now Tobiah H2900 the Ammonite H5984 was by him, H681 and he said, H559 Even that which they build, H1129 if a fox H7776 go up, H5927 he shall even break down H6555 their stone H68 wall. H2346
When Sanballat H5571 the Horonite, H2772 and Tobiah H2900 the servant, H5650 the Ammonite, H5984 heard H8085 of it, it grieved H3415 them exceedingly H7451 H1419 that there was come H935 a man H120 to seek H1245 the welfare H2896 of the children H1121 of Israel. H3478
Now therefore, I pray thee, give pledges H6148 to my lord H113 the king H4428 of Assyria, H804 and I will deliver H5414 thee two thousand H505 horses, H5483 if thou be able H3201 on thy part to set H5414 riders H7392 upon them.
But when Sanballat H5571 the Horonite, H2772 and Tobiah H2900 the servant, H5650 the Ammonite, H5984 and Geshem H1654 the Arabian, H6163 heard H8085 it, they laughed us to scorn, H3932 and despised H959 us, and said, H559 What is this thing H1697 that ye do? H6213 will ye rebel H4775 against the king? H4428
Now it came to pass, when Sanballat, H5571 and Tobiah, H2900 and Geshem H1654 the Arabian, H6163 and the rest H3499 of our enemies, H341 heard H8085 that I had builded H1129 the wall, H2346 and that there was no breach H6556 left H3498 therein; (though H1571 H5704 at that time H6256 I had not set up H5975 the doors H1817 upon the gates;) H8179

Commentary on Nehemiah 4 Matthew Henry Commentary
Chapter 4
We left all hands at work for the building of the wall about Jerusalem. But such good work is not wont to be carried on without opposition; now here we are told what opposition was given to it, and what methods Nehemiah took to forward the work, notwithstanding that opposition.

Here is,

We have here,
Neh 4:16-23
When the builders had so far reason to think the design of the enemies broken as to return to their work, yet they were not so secure as to lay down their arms, knowing how restless and unwearied they were in their attempts, and that, if one design failed, they would be hatching another. Thus must we watch always against our spiritual enemies, and not expect that our warfare will be accomplished till our work is. See what course Nehemiah took, that the people might hold themselves in a readiness, in case there should be an attack.
