23 And the LORD H3068 said H559 unto Moses, H4872 Is the LORD'S H3068 hand H3027 waxed short? H7114 thou shalt see H7200 now whether my word H1697 shall come to pass H7136 unto thee or not.
Behold, H2005 the LORD'S H3068 hand H3027 is not shortened, H7114 that it cannot save; H3467 neither his ear H241 heavy, H3513 that it cannot hear: H8085
Wherefore, when I came, H935 was there no man? H376 when I called, H7121 was there none to answer? H6030 Is my hand H3027 shortened H7114 at all, H7114 that it cannot redeem? H6304 or have I no power H3581 to deliver? H5337 behold, at my rebuke H1606 I dry up H2717 the sea, H3220 I make H7760 the rivers H5104 a wilderness: H4057 their fish H1710 stinketh, H887 because there is no water, H4325 and dieth H4191 for thirst. H6772
For I am the LORD: H3068 I will speak, H1696 and the word H1697 that I shall speak H1696 shall come to pass; H6213 it shall be no more prolonged: H4900 for in your days, H3117 O rebellious H4805 house, H1004 will I say H1696 the word, H1697 and will perform H6213 it, saith H5002 the Lord H136 GOD. H3069
I the LORD H3068 have spoken H1696 it: it shall come to pass, H935 and I will do H6213 it; I will not go back, H6544 neither will I spare, H2347 neither will I repent; H5162 according to thy ways, H1870 and according to thy doings, H5949 shall they judge H8199 thee, saith H5002 the Lord H136 GOD. H3069
Is H6381 any thing H1697 too hard H6381 for the LORD? H3068 At the time appointed H4150 I will return H7725 unto thee, according to the time H6256 of life, H2416 and Sarah H8283 shall have a son. H1121
Then a lord H7991 on whose hand H3027 the king H4428 leaned H8172 answered H6030 the man H376 of God, H430 and said, H559 Behold, if the LORD H3068 would make H6213 windows H699 in heaven, H8064 might this thing H1697 be? And he said, H559 Behold, thou shalt see H7200 it with thine eyes, H5869 but shalt not eat H398 thereof.
And the king H4428 appointed H6485 the lord H7991 on whose hand H3027 he leaned H8172 to have the charge of the gate: H8179 and the people H5971 trode H7429 upon him in the gate, H8179 and he died, H4191 as the man H376 of God H430 had said, H1696 who spake H1696 when the king H4428 came down H3381 to him. And it came to pass as the man H376 of God H430 had spoken H1696 to the king, H4428 saying, H559 Two measures H5429 of barley H8184 for a shekel, H8255 and a measure H5429 of fine flour H5560 for a shekel, H8255 shall be to morrow H4279 about this time H6256 in the gate H8179 of Samaria: H8111 And that lord H7991 answered H6030 the man H376 of God, H430 and said, H559 Now, behold, if the LORD H3068 should make H6213 windows H699 in heaven, H8064 might such a thing H1697 be? And he said, H559 Behold, thou shalt see H7200 it with thine eyes, H5869 but shalt not eat H398 thereof.
Yea, they turned back H7725 and tempted H5254 God, H410 and limited H8428 the Holy One H6918 of Israel. H3478
Yet a small H4962 number H4557 that escape H6412 the sword H2719 shall return out H7725 of the land H776 of Egypt H4714 into the land H776 of Judah, H3063 and all the remnant H7611 of Judah, H3063 that are gone H935 into the land H776 of Egypt H4714 to sojourn H1481 there, shall know H3045 whose words H1697 shall stand, H6965 mine, or theirs. And this shall be a sign H226 unto you, saith H5002 the LORD, H3068 that I will punish H6485 you in this place, H4725 that ye may know H3045 that my words H1697 shall surely H6965 stand H6965 against you for evil: H7451

Commentary on Numbers 11 Matthew Henry Commentary
Chapter 11
Hitherto things had gone pretty well in Israel; little interruption had been given to the methods of God's favour to them since the matter of the golden calf; the people seemed teachable in marshalling and purifying the camp, the princes devout and generous in dedicating the altar, and there was good hope that they would be in Canaan presently. But at this chapter begins a melancholy scene; the measures are all broken, God has turned to be their enemy, and fights against them-and it is sin that makes all this mischief.
Num 11:1-3
Here is,
Num 11:4-15
These verses represent things sadly unhinged and out of order in Israel, both the people and the prince uneasy.
Num 11:16-23
We have here God's gracious answer to both the foregoing complaints, wherein his goodness takes occasion from man's badness to appear so much the more illustrious.
Num 11:24-30
We have here the performance of God's word to Moses, that he should have help in the government of Israel.
Num 11:31-35
God, having performed his promise to Moses by giving him assessors in the government, thereby proving the power he has over the spirits of men by his Spirit, he here performs his promise to the people by giving them flesh, proving thereby his power over the inferior creatures and his dominion in the kingdom of nature. Observe,
