15 As a roaring H5098 lion, H738 and a ranging H8264 bear; H1677 so is a wicked H7563 ruler H4910 over the poor H1800 people. H5971
Then G5119 Herod, G2264 when he saw G1492 that G3754 he was mocked G1702 of G5259 the wise men, G3097 was exceeding G3029 wroth, G2373 and G2532 sent forth, G649 and slew G337 all G3956 the children G3816 that were in G1722 Bethlehem, G965 and G2532 in G1722 all G3956 the coasts G3725 thereof, G846 from G575 two years old G1332 and G2532 under, G2736 according G2596 to the time G5550 which G3739 he had diligently enquired G198 of G3844 the wise men. G3097
Moreover Manasseh H4519 shed H8210 innocent H5355 blood H1818 very H3966 much, H7235 till he had filled H4390 Jerusalem H3389 from one end H6310 to another; H6310 beside his sin H2403 wherewith he made Judah H3063 to sin, H2398 in doing H6213 that which was evil H7451 in the sight H5869 of the LORD. H3068
And they made H4843 their lives H2416 bitter H4843 with hard H7186 bondage, H5656 in morter, H2563 and in brick, H3843 and in all manner of service H5656 in the field: H7704 all their service, H5656 wherein they made them serve, H5647 was with rigour. H6531 And the king H4428 of Egypt H4714 spake H559 to the Hebrew H5680 midwives, H3205 of which the name H8034 of the one H259 was Shiphrah, H8236 and the name H8034 of the other H8145 Puah: H6326 And he said, H559 When ye do the office of a midwife H3205 to the Hebrew women, H5680 and see H7200 them upon the stools; H70 if it be a son, H1121 then ye shall kill H4191 him: but if it be a daughter, H1323 then she shall live. H2425
And the king H4428 said H559 unto the footmen H7323 that stood H5324 about him, Turn, H5437 and slay H4191 the priests H3548 of the LORD; H3068 because their hand H3027 also is with David, H1732 and because they knew H3045 when he fled, H1272 and did not shew H1540 H241 it to me. But the servants H5650 of the king H4428 would H14 not put forth H7971 their hand H3027 to fall H6293 upon the priests H3548 of the LORD. H3068 And the king H4428 said H559 to Doeg, H1673 Turn H5437 thou, and fall H6293 upon the priests. H3548 And Doeg H1673 the Edomite H130 turned, H5437 and he fell H6293 upon the priests, H3548 and slew H4191 on that day H3117 fourscore H8084 and five H2568 persons H376 that did wear H5375 a linen H906 ephod. H646 And Nob, H5011 the city H5892 of the priests, H3548 smote H5221 he with the edge H6310 of the sword, H2719 both men H376 and women, H802 children H5768 and sucklings, H3243 and oxen, H7794 and asses, H2543 and sheep, H7716 with the edge H6310 of the sword. H2719
And he turned H6437 back, H310 and looked H7200 on them, and cursed H7043 them in the name H8034 of the LORD. H3068 And there came forth H3318 two H8147 she bears H1677 out of the wood, H3293 and tare H1234 forty H705 and two H8147 children H3206 of them.
Then Menahem H4505 smote H5221 Tiphsah, H8607 and all that were therein, and the coasts H1366 thereof from Tirzah: H8656 because they opened H6605 not to him, therefore he smote H5221 it; and all the women therein that were with child H2030 he ripped up. H1234
And he thought H5869 scorn H959 to lay H7971 hands H3027 on Mordecai H4782 alone; for they had shewed H5046 him the people H5971 of Mordecai: H4782 wherefore Haman H2001 sought H1245 to destroy H8045 all the Jews H3064 that were throughout the whole kingdom H4438 of Ahasuerus, H325 even the people H5971 of Mordecai. H4782 In the first H7223 month, H2320 that is, the month H2320 Nisan, H5212 in the twelfth H8147 H6240 year H8141 of king H4428 Ahasuerus, H325 they cast H5307 Pur, H6332 that is, the lot, H1486 before H6440 Haman H2001 from day H3117 to day, H3117 and from month H2320 to month, H2320 to the twelfth H8147 H6240 month, that is, the month H2320 Adar. H143 And Haman H2001 said H559 unto king H4428 Ahasuerus, H325 There is H3426 a certain H259 people H5971 scattered abroad H6340 and dispersed H6504 among the people H5971 in all the provinces H4082 of thy kingdom; H4438 and their laws H1881 are diverse H8138 from all people; H5971 neither keep H6213 they the king's H4428 laws: H1881 therefore it is not for the king's H4428 profit H7737 to suffer H3240 them. If it please H2895 the king, H4428 let it be written H3789 that they may be destroyed: H6 and I will pay H8254 ten H6235 thousand H505 talents H3603 of silver H3701 to the hands H3027 of those that have the charge H6213 of the business, H4399 to bring H935 it into the king's H4428 treasuries. H1595 And the king H4428 took H5493 his ring H2885 from his hand, H3027 and gave H5414 it unto Haman H2001 the son H1121 of Hammedatha H4099 the Agagite, H91 the Jews' H3064 enemy. H6887
The king's H4428 wrath H2197 is as the roaring H5099 of a lion; H3715 but his favour H7522 is as dew H2919 upon the grass. H6212

It is written indeed, Thou shalt not speak evil of the ruler of thy people; but if he be a wicked ruler, that oppresses the people, especially the poor people, robbing them of the little they have and making a prey of them, whatever we may call him, this scripture calls him a roaring lion and a ranging bear.
Pro 28:16
Two things are here intimated to be the causes of the mal-administration of princes:-
Pro 28:17
This agrees with that ancient law, Whoso sheddeth man's blood, by man shall his blood be shed (Gen. 9:6), and proclaims,

Here again Solomon shows the sin and folly of those that will be rich; they are resolved that they will be so, per fas, per nefas-right or wrong; they will be so with all speed; they are getting hastily an estate.

As Christ shows the absurdity and wickedness of those children who think it is no duty, in some cases, to maintain their parents (Mt. 15:5), so Solomon here shows the absurdity and wickedness of those who think it is no sin to rob their parents, either by force or secretly, by wheedling them or threatening them, or by wasting what they have, and (which is no better than robbing them) running into debt and leaving them to pay it.
