16 The prince H5057 that wanteth H2638 understanding H8394 is also a great H7227 oppressor: H4642 but he that hateth H8130 covetousness H1215 shall prolong H748 his days. H3117
As for my people, H5971 children H5953 are their oppressors, H5065 and women H802 rule H4910 over them. O my people, H5971 they which lead H833 thee cause thee to err, H8582 and destroy H1104 the way H1870 of thy paths. H734
Moreover thou shalt provide H2372 out of all the people H5971 able H2428 men, H582 such as fear H3373 God, H430 men H582 of truth, H571 hating H8130 covetousness; H1215 and place H7760 such over them, to be rulers H8269 of thousands, H505 and rulers H8269 of hundreds, H3967 rulers H8269 of fifties, H2572 and rulers H8269 of tens: H6235
And the young men H3206 that were grown up H1431 with him spake H1696 unto him, saying, H559 Thus shalt thou speak H559 unto this people H5971 that spake H1696 unto thee, saying, H559 Thy father H1 made H3513 our yoke H5923 heavy, H3513 but make thou it lighter H7043 unto us; thus shalt thou say H1696 unto them, My little H6995 finger shall be thicker H5666 than my father's H1 loins. H4975
And spake H1696 to them after the counsel H6098 of the young men, H3206 saying, H559 My father H1 made H3513 your yoke H5923 heavy, H3513 and I will add H3254 to your yoke: H5923 my father H1 also chastised H3256 you with whips, H7752 but I will chastise H3256 you with scorpions. H6137
But the former H7223 governors H6346 that had been before H6440 me were chargeable H3513 unto the people, H5971 and had taken H3947 of them bread H3899 and wine, H3196 beside H310 forty H705 shekels H8255 of silver; H3701 yea, even H1571 their servants H5288 bare rule H7980 over the people: H5971 but so did H6213 not I, because H6440 of the fear H3374 of God. H430
So I returned, H7725 and considered H7200 all the oppressions H6217 that are done H6213 under the sun: H8121 and behold the tears H1832 of such as were oppressed, H6231 and they had no comforter; H5162 and on the side H3027 of their oppressors H6231 there was power; H3581 but they had no comforter. H5162
He that walketh H1980 righteously, H6666 and speaketh H1696 uprightly; H4339 he that despiseth H3988 the gain H1215 of oppressions, H4642 that shaketh H5287 his hands H3709 from holding H8551 of bribes, H7810 that stoppeth H331 his ears H241 from hearing H8085 of blood, H1818 and shutteth H6105 his eyes H5869 from seeing H7200 evil; H7451 He shall dwell H7931 on high: H4791 his place of defence H4869 shall be the munitions H4679 of rocks: H5553 bread H3899 shall be given H5414 him; his waters H4325 shall be sure. H539
Shalt thou reign, H4427 because thou closest H8474 thyself in cedar? H730 did not thy father H1 eat H398 and drink, H8354 and do H6213 judgment H4941 and justice, H6666 and then it was well H2896 with him? He judged H1777 the cause H1779 of the poor H6041 and needy; H34 then it was well H2896 with him: was not this to know H1847 me? saith H5002 the LORD. H3068 But thine eyes H5869 and thine heart H3820 are not but for thy covetousness, H1215 and for to shed H8210 innocent H5355 blood, H1818 and for oppression, H6233 and for violence, H4835 to do H6213 it.

It is written indeed, Thou shalt not speak evil of the ruler of thy people; but if he be a wicked ruler, that oppresses the people, especially the poor people, robbing them of the little they have and making a prey of them, whatever we may call him, this scripture calls him a roaring lion and a ranging bear.
Pro 28:16
Two things are here intimated to be the causes of the mal-administration of princes:-
Pro 28:17
This agrees with that ancient law, Whoso sheddeth man's blood, by man shall his blood be shed (Gen. 9:6), and proclaims,

Here again Solomon shows the sin and folly of those that will be rich; they are resolved that they will be so, per fas, per nefas-right or wrong; they will be so with all speed; they are getting hastily an estate.

As Christ shows the absurdity and wickedness of those children who think it is no duty, in some cases, to maintain their parents (Mt. 15:5), so Solomon here shows the absurdity and wickedness of those who think it is no sin to rob their parents, either by force or secretly, by wheedling them or threatening them, or by wasting what they have, and (which is no better than robbing them) running into debt and leaving them to pay it.
