18 So Samuel called to Yahweh; and Yahweh sent thunder and rain that day: and all the people greatly feared Yahweh and Samuel.
Moses stretched forth his rod toward the heavens, and Yahweh sent thunder, hail, and lightning flashed down to the earth. Yahweh rained hail on the land of Egypt. So there was very severe hail, and lightning mixed with the hail, such as had not been in all the land of Egypt since it became a nation. The hail struck throughout all the land of Egypt all that was in the field, both man and animal; and the hail struck every herb of the field, and broke every tree of the field.
Then they believed his words. They sang his praise. They soon forgot his works. They didn't wait for his counsel,
If anyone desires to harm them, fire proceeds out of their mouth and devours their enemies. If anyone desires to harm them, he must be killed in this way. These have the power to shut up the sky, that it may not rain during the days of their prophecy. They have power over the waters, to turn them into blood, and to strike the earth with every plague, as often as they desire.

We left the general assembly of the states together, in the close of the foregoing chapter; in this chapter we have Samuel's speech to them, when he resigned the government into the hands of Saul, in which,

Samuel, having sufficiently secured his own reputation, instead of upbraiding the people upon it with their unkindness to him, sets himself to instruct them, and keep them in the way of their duty, and then the change of the government would be the less damage to them.
