20 then will I pluck them up by the roots out of my land which I have given them; and this house, which I have made holy for my name, will I cast out of my sight, and I will make it a proverb and a byword among all peoples.
You shall become an astonishment, a proverb, and a byword, among all the peoples where Yahweh shall lead you away.
and Yahweh rooted them out of their land in anger, and in wrath, and in great indignation, and cast them into another land, as at this day.
Yahweh rejected all the seed of Israel, and afflicted them, and delivered them into the hand of spoilers, until he had cast them out of his sight.
You make us a byword among the nations, A shaking of the head among the peoples.
Thus shall you tell him, Thus says Yahweh: Behold, that which I have built will I break down, and that which I have planted I will pluck up; and this in the whole land.
All that pass by clap their hands at you; They hiss and wag their head at the daughter of Jerusalem, [saying], Is this the city that men called The perfection of beauty, The joy of the whole earth? All your enemies have opened their mouth wide against you; They hiss and gnash the teeth; they say, We have swallowed her up; Certainly this is the day that we looked for; we have found, we have seen it.
But it happened that when Sanballat heard that we were building the wall, he was angry, and took great indignation, and mocked the Jews. He spoke before his brothers and the army of Samaria, and said, What are these feeble Jews doing? will they fortify themselves? will they sacrifice? will they make an end in a day? will they revive the stones out of the heaps of rubbish, seeing they are burned? Now Tobiah the Ammonite was by him, and he said, Even that which they are building, if a fox go up, he shall break down their stone wall. Hear, our God; for we are despised: and turn back their reproach on their own head, and give them up for a spoil in a land of captivity;
God will likewise destroy you forever. He will take you up, and pluck you out of your tent, And root you out of the land of the living. Selah.
At what instant I shall speak concerning a nation, and concerning a kingdom, to pluck up and to break down and to destroy it;
It shall happen that, like as I have watched over them to pluck up and to break down and to overthrow and to destroy and to afflict, so will I watch over them to build and to plant, says Yahweh.

Commentary on 2 Chronicles 7 Matthew Henry Commentary
Chapter 7
In this chapter we have God's answer to Solomon's prayer.
2Ch 7:1-11
Here is,
2Ch 7:12-22
That God accepted Solomon's prayer appeared by the fire from heaven. But a prayer may be accepted and yet not answered in the letter of it; and therefore God appeared to him in the night, as he did once before (ch. 1:7), and after a day of sacrifice too, as then, and gave him a peculiar answer to his prayer. We had the substance of it before, 1 Ki. 9:2-9.
