16 But whenever one turns to the Lord, the veil is taken away.
For the children of Israel shall abide many days without king, and without prince, and without sacrifice, and without sacred stone, and without ephod or idols. Afterward the children of Israel shall return, and seek Yahweh their God, and David their king, and shall come with trembling to Yahweh and to his blessings in the last days.
It is written in the prophets, 'They will all be taught by God.' Therefore everyone who hears from the Father, and has learned, comes to me. Not that anyone has seen the Father, except he who is from God. He has seen the Father.
For I don't desire, brothers,{The word for "brothers" here and where context allows may also be correctly translated "brothers and sisters" or "siblings."} to have you ignorant of this mystery, so that you won't be wise in your own conceits, that a partial hardening has happened to Israel, until the fullness of the Gentiles has come in, and so all Israel will be saved. Even as it is written, "There will come out of Zion the Deliverer, And he will turn away ungodliness from Jacob. This is my covenant to them, When I will take away their sins."

Chapter 3
The apostle makes an apology for his seeming to commend himself, and is careful not to assume too much to himself, but to ascribe all praise unto God (v. 1-5). He then draws a comparison between the Old Testament and the New, and shows the excellency of the later above the former (v. 6-11), whence he infers what is the duty of gospel ministers, and the advantage of those who live under the gospel above those who lived under the law (v. 12-18).

Here the apostle makes a comparison between the Old Testament and the New, the law of Moses and the gospel of Jesus Christ, and values himself and his fellow-labourers by this, that they were able ministers of the New Testament, that God had made them so, v. 6. This he does in answer to the accusations of false teachers, who magnify greatly the law of Moses.
