13 "You shall not murder.
I will surely require your blood of your lives. At the hand of every animal I will require it. At the hand of man, even at the hand of every man's brother, I will require the life of man. Whoever sheds man's blood, by man will his blood be shed, for in the image of God made he man.
"You have heard that it was said to the ancient ones, 'You shall not murder;' and 'Whoever shall murder shall be in danger of the judgment.' But I tell you, that everyone who is angry with his brother without a cause shall be in danger of the judgment; and whoever shall say to his brother, 'Raca{"Raca" is an Aramaic insult, related to the word for "empty" and conveying the idea of empty-headedness.}!' shall be in danger of the council; and whoever shall say, 'You fool!' shall be in danger of the fire of Gehenna{Gehenna is another name for Hell that brings to mind an image of a burning garbage dump with dead bodies in it.}.
But if any man hate his neighbor, and lie in wait for him, and rise up against him, and strike him mortally so that he dies, and he flee into one of these cities; then the elders of his city shall send and bring him there, and deliver him into the hand of the avenger of blood, that he may die. Your eye shall not pity him, but you shall put away the innocent blood from Israel, that it may go well with you.
unlike Cain, who was of the evil one, and killed his brother. Why did he kill him? Because his works were evil, and his brother's righteous. Don't be surprised, my brothers, if the world hates you. We know that we have passed out of death into life, because we love the brothers. He who doesn't love his brother remains in death. Whoever hates his brother is a murderer, and you know that no murderer has eternal life remaining in him.
Cain said to Abel, his brother, "Let's go into the field." It happened, when they were in the field, that Cain rose up against Abel, his brother, and killed him. Yahweh said to Cain, "Where is Abel, your brother?" He said, "I don't know. Am I my brother's keeper?" Yahweh said, "What have you done? The voice of your brother's blood cries to me from the ground. Now you are cursed because of the ground, which has opened its mouth to receive your brother's blood from your hand. From now on, when you till the ground, it won't yield its strength to you. You shall be a fugitive and a wanderer in the earth." Cain said to Yahweh, "My punishment is greater than I can bear. Behold, you have driven me out this day from the surface of the ground. I will be hidden from your face, and I will be a fugitive and a wanderer in the earth. It will happen that whoever finds me will kill me." Yahweh said to him, "Therefore whoever slays Cain, vengeance will be taken on him sevenfold." Yahweh appointed a sign for Cain, lest any finding him should strike him. Cain went out from Yahweh's presence, and dwelt in the land of Nod, on the east of Eden. Cain knew his wife. She conceived, and gave birth to Enoch. He built a city, and called the name of the city, after the name of his son, Enoch. To Enoch was born Irad. Irad became the father of Mehujael. Mehujael became the father of Methushael. Methushael became the father of Lamech. Lamech took two wives: the name of the one was Adah, and the name of the other Zillah. Adah gave birth to Jabal, who was the father of those who dwell in tents and have cattle. His brother's name was Jubal, who was the father of all who handle the harp and pipe. Zillah also gave birth to Tubal Cain, the forger of every cutting instrument of brass and iron. Tubal Cain's sister was Naamah. Lamech said to his wives, "Adah and Zillah, Hear my voice, You wives of Lamech, listen to my speech, For I have slain a man for wounding me, A young man for bruising me.
He lies in wait near the villages. From ambushes, he murders the innocent. His eyes are secretly set against the helpless. He lurks in secret as a lion in his ambush. He lies in wait to catch the helpless. He catches the helpless, when he draws him in his net. The helpless are crushed, they collapse, They fall under his strength. He says in his heart, "God has forgotten. He hides his face. He will never see it."
Why have you despised the word of Yahweh, to do that which is evil in his sight? You have struck Uriah the Hittite with the sword, and have taken his wife to be your wife, and have slain him with the sword of the children of Ammon. Now therefore the sword will never depart from your house, because you have despised me, and have taken the wife of Uriah the Hittite to be your wife.'
But if he struck him with an instrument of iron, so that he died, he is a murderer: the murderer shall surely be put to death. If he struck him with a stone in the hand, by which a man may die, and he died, he is a murderer: the murderer shall surely be put to death. Or if he struck him with a weapon of wood in the hand, by which a man may die, and he died, he is a murderer: the murderer shall surely be put to death. The avenger of blood shall himself put the murderer to death: when he meets him, he shall put him to death. If he thrust him of hatred, or hurled at him, lying in wait, so that he died, or in enmity struck him with his hand, so that he died; he who struck him shall surely be put to death; he is a murderer: the avenger of blood shall put the murderer to death, when he meets him. But if he thrust him suddenly without enmity, or hurled on him anything without lying in wait, or with any stone, by which a man may die, not seeing him, and cast it on him, so that he died, and he was not his enemy, neither sought his harm; then the congregation shall judge between the striker and the avenger of blood according to these ordinances; and the congregation shall deliver the manslayer out of the hand of the avenger of blood, and the congregation shall restore him to his city of refuge, where he was fled: and he shall dwell therein until the death of the high priest, who was anointed with the holy oil. But if the manslayer shall at any time go beyond the border of his city of refuge, where he flees, and the avenger of blood find him outside of the border of his city of refuge, and the avenger of blood kill the manslayer; he shall not be guilty of blood, because he should have remained in his city of refuge until the death of the high priest: but after the death of the high priest the manslayer shall return into the land of his possession. These things shall be for a statute [and] ordinance to you throughout your generations in all your dwellings. Whoever kills any person, the murderer shall be slain at the mouth of witnesses: but one witness shall not testify against any person that he die. Moreover you shall take no ransom for the life of a murderer who is guilty of death; but he shall surely be put to death. You shall take no ransom for him who is fled to his city of refuge, that he may come again to dwell in the land, until the death of the priest. So you shall not pollute the land in which you are: for blood, it pollutes the land; and no expiation can be made for the land for the blood that is shed therein, but by the blood of him who shed it. You shall not defile the land which you inhabit, in the midst of which I dwell: for I, Yahweh, dwell in the midst of the children of Israel.

All things being prepared for the solemn promulgation of the divine law, we have, in this chapter,

We have here the laws of the second table, as they are commonly called, the last six of the ten commandments, comprehending our duty to ourselves and to one another, and constituting a comment upon the second great commandment, Thou shalt love thy neighbour as thyself. As religion towards God is an essential branch of universal righteousness, so righteousness towards men is an essential branch of true religion. Godliness and honesty must go together.

Moses having gone into the thick darkness, where God was, God there spoke in his hearing only, privately and without terror, all that follows hence to the end of ch. 23, which is mostly an exposition of the ten commandments; and he was to transmit it by word of mouth first, and afterwards in writing, to the people. The laws in these verses related to God's worship.
