11 You shall conceive chaff, you shall bring forth stubble: your breath is a fire that shall devour you.
But the multitude of your foes shall be like small dust, and the multitude of the awesome ones as chaff that passes away: yes, it shall be in an instant suddenly. She shall be visited of Yahweh of Hosts with thunder, and with earthquake, and great noise, with whirlwind and tempest, and the flame of a devouring fire. The multitude of all the nations that fight against Ariel, even all who fight against her and her stronghold, and who distress her, shall be as a dream, a vision of the night. It shall be as when a hungry man dreams, and, behold, he eats; but he awakes, and his soul is empty: or as when a thirsty man dreams, and, behold, he drinks; but he awakes, and, behold, he is faint, and his soul has appetite: so shall the multitude of all the nations be, that fight against Mount Zion.
The mountains quake before him, and the hills melt away. The earth trembles at his presence, yes, the world, and all who dwell in it. Who can stand before his indignation? Who can endure the fierceness of his anger? His wrath is poured out like fire, and the rocks are broken apart by him. Yahweh is good, a stronghold in the day of trouble; and he knows those who take refuge in him. But with an overflowing flood, he will make a full end of her place, and will pursue his enemies into darkness. What do you plot against Yahweh? He will make a full end. Affliction won't rise up the second time. For entangled like thorns, and drunken as with their drink, they are consumed utterly like dry stubble.
Whom have you defied and blasphemed? and against whom have you exalted your voice and lifted up your eyes on high? [even] against the Holy One of Israel. By your servants have you defied the Lord, and have said, With the multitude of my chariots am I come up to the height of the mountains, to the innermost parts of Lebanon; and I will cut down the tall cedars of it, and the choice fir trees of it; and I will enter into its farthest height, the forest of its fruitful field; I have dug and drunk water, and with the sole of my feet will I dry up all the rivers of Egypt. Have you not heard how I have done it long ago, and formed it of ancient times? now have I brought it to pass, that it should be your to lay waste fortified cities into ruinous heaps. Therefore their inhabitants were of small power, they were dismayed and confounded; they were as the grass of the field, and as the green herb, as the grass on the housetops, and as a field [of grain] before it is grown up. But I know your sitting down, and your going out, and your coming in, and your raging against me. Because of your raging against me, and because your arrogance is come up into my ears, therefore will I put my hook in your nose, and my bridle in your lips, and I will turn you back by the way by which you came.
The Assyrian shall fall by the sword, not of man; and the sword, not of men, shall devour him; and he shall flee from the sword, and his young men shall become subject to forced labor. His rock shall pass away by reason of terror, and his princes shall be dismayed at the ensign, says Yahweh, whose fire is in Zion, and his furnace in Jerusalem.
Yahweh will cause his glorious voice to be heard, and will show the lighting down of his arm, with the indignation of [his] anger, and the flame of a devouring fire, with a blast, and tempest, and hailstones. For through the voice of Yahweh shall the Assyrian be dismayed; with his rod will he strike [him]. Every stroke of the appointed staff, which Yahweh shall lay on him, shall be with [the sound of] tambourines and harps; and in battles with the brandishing [of his arm] will he fight with them. For a Topheth is prepared of old; yes, for the king it is made ready; he has made it deep and large; the pile of it is fire and much wood; the breath of Yahweh, like a stream of sulfur, does kindle it.
However he doesn't mean so, neither does his heart think so; but it is in his heart to destroy, and to cut off not a few nations. For he says, Aren't my princes all of them kings? Isn't Calno as Carchemish? Isn't Hamath as Arpad? Isn't Samaria as Damascus? As my hand has found the kingdoms of the idols, whose engraved images did excel them of Jerusalem and of Samaria; shall I not, as I have done to Samaria and her idols, so do to Jerusalem and her idols? Therefore it shall happen that, when the Lord has performed his whole work on Mount Zion and on Jerusalem, I will punish the fruit of the stout heart of the king of Assyria, and the glory of his high looks. For he has said, By the strength of my hand I have done it, and by my wisdom; for I have understanding: and I have removed the bounds of the peoples, and have robbed their treasures, and like a valiant man I have brought down those who sit [on thrones]: and my hand has found as a nest the riches of the peoples; and as one gathers eggs that are forsaken, have I gathered all the earth: and there was none that moved the wing, or that opened the mouth, or chirped.
Make an uproar, O you peoples, and be broken in pieces! And give ear, all you of far countries: gird yourselves, and be broken in pieces! Gird yourselves, and be broken in pieces! Take counsel together, and it shall be brought to nothing; speak the word, and it shall not stand: for God is with us.
For they have conspired together with one mind. They form an alliance against you. The tents of Edom and the Ishmaelites; Moab, and the Hagrites; Gebal, Ammon, and Amalek; Philistia with the inhabitants of Tyre; Assyria also is joined with them. They have helped the children of Lot. Selah. Do to them as you did to Midian, As to Sisera, as to Jabin, at the river Kishon; Who perished at Endor, Who became as dung for the earth. Make their nobles like Oreb and Zeeb; Yes, all their princes like Zebah and Zalmunna; Who said, "Let us take possession Of God's pasturelands." My God, make them like tumbleweed; Like chaff before the wind. As the fire that burns the forest, As the flame that sets the mountains on fire, So pursue them with your tempest, And terrify them with your storm. Fill their faces with confusion, That they may seek your name, Yahweh. Let them be disappointed and dismayed forever. Yes, let them be confounded and perish; That they may know that you alone, whose name is Yahweh, Are the Most High over all the earth.

Commentary on Isaiah 33 Matthew Henry Commentary
Chapter 33
This chapter relates to the same events as the foregoing chapter, the distress of Judah and Jerusalem by Sennacherib's invasion and their deliverance out of that distress by the destruction of the Assyrian army. These are intermixed in the prophecy, in the way of a Pindaric. Observe,
This was soon fulfilled, but is written for our learning.
Isa 33:1-12
Here we have,
Isa 33:13-24
Here is a preface that commands attention; and it is fit that all should attend, both near and afar off, to what God says and does (v. 13): Hear, you that are afar off, whether in place or time. Let distant regions and future ages hear what God has done. They do so; they will do so from the scripture, with as much assurance as those that were near, the neighbouring nations and those that lived at that time. But whoever hears what God has done, whether near or afar off, let them acknowledge his might, that it is irresistible, and that he can do every thing. Those are very stupid who hear what God has done and yet will not acknowledge his might. Now what is it that God has done which we must take notice of, and in which we must acknowledge his might?
