11 calling a ravenous bird from the east, the man of my counsel from a far country; yes, I have spoken, I will also bring it to pass; I have purposed, I will also do it.
God is not a man, that he should lie, Neither the son of man, that he should repent: Has he said, and will he not do it? Or has he spoken, and will he not make it good?
Who has raised up one from the east, whom he calls in righteousness to his foot? he gives nations before him, and makes him rule over kings; he gives them as the dust to his sword, as the driven stubble to his bow.
according to the eternal purpose which he purposed in Christ Jesus our Lord;
in whom also we were assigned an inheritance, having been foreordained according to the purpose of him who works all things after the counsel of his will;
Yahweh of Hosts has sworn, saying, Surely, as I have thought, so shall it happen; and as I have purposed, so shall it stand: that I will break the Assyrian in my land, and on my mountains tread him under foot: then shall his yoke depart from off them, and his burden depart from off their shoulder. This is the purpose that is purposed on the whole earth; and this is the hand that is stretched out on all the nations. For Yahweh of Hosts has purposed, and who shall annul it? and his hand is stretched out, and who shall turn it back?
But he stands alone, and who can oppose him? What his soul desires, even that he does.
You are my battle-axe and weapons of war: and with you will I break in pieces the nations; and with you will I destroy kingdoms; and with you will I break in pieces the horse and his rider; and with you will I break in pieces the chariot and him who rides therein; and with you will I break in pieces man and woman; and with you will I break in pieces the old man and the youth; and with you will I break in pieces the young man and the virgin; and with you will I break in pieces the shepherd and his flock; and with you will I break in pieces the farmer and his yoke [of oxen]; and with you will I break in pieces governors and deputies. I will render to Babylon and to all the inhabitants of Chaldea all their evil that they have done in Zion in your sight, says Yahweh. Behold, I am against you, destroying mountain, says Yahweh, which destroy all the earth; and I will stretch out my hand on you, and roll you down from the rocks, and will make you a burnt mountain. They shall not take of you a stone for a corner, nor a stone for foundations; but you shall be desolate for ever, says Yahweh. Set up a standard in the land, blow the trumpet among the nations, prepare the nations against her, call together against her the kingdoms of Ararat, Minni, and Ashkenaz: appoint a marshal against her; cause the horses to come up as the rough canker-worm. Prepare against her the nations, the kings of the Medes, the governors of it, and all the deputies of it, and all the land of their dominion. The land trembles and is in pain; for the purposes of Yahweh against Babylon do stand, to make the land of Babylon a desolation, without inhabitant.
to do whatever your hand and your council foreordained to happen.
You shall fall on the mountains of Israel, you, and all your hordes, and the peoples who are with you: I will give you to the ravenous birds of every sort, and to the animals of the field to be devoured.
Therefore hear the counsel of Yahweh, that he has taken against Babylon; and his purposes, that he has purposed against the land of the Chaldeans: Surely they shall drag them away, [even] the little ones of the flock; surely he shall make their habitation desolate over them.
Call together the archers against Babylon, all those who bend the bow; encamp against her round about; let none of it escape: recompense her according to her work; according to all that she has done, do to her; for she has been proud against Yahweh, against the Holy One of Israel.
Assemble yourselves, all you, and hear; who among them has declared these things? He whom Yahweh loves shall perform his pleasure on Babylon, and his arm [shall be on] the Chaldeans. I, even I, have spoken; yes, I have called him; I have brought him, and he shall make his way prosperous.
I have raised him up in righteousness, and I will make straight all his ways: he shall build my city, and he shall let my exiles go free, not for price nor reward, says Yahweh of Hosts.
I have raised up one from the north, and he has come; from the rising of the sun one who calls on my name: and he shall come on rulers as on mortar, and as the potter treads clay.
and when he sees a troop, horsemen in pairs, a troop of donkeys, a troop of camels, he shall listen diligently with much heed. He cried as a lion: Lord, I stand continually on the watch-tower in the day-time, and am set in my ward whole nights; and, behold, here comes a troop of men, horsemen in pairs. He answered, Fallen, fallen is Babylon; and all the engraved images of her gods are broken to the ground.
Set up an ensign on the bare mountain, lift up the voice to them, wave the hand, that they may go into the gates of the nobles. I have commanded my consecrated ones, yes, I have called my mighty men for my anger, even my proudly exulting ones. The noise of a multitude in the mountains, as of a great people! the noise of a tumult of the kingdoms of the nations gathered together! Yahweh of Hosts is mustering the host for the battle.

Chapter 46
God, by the prophet here, designing shortly to deliver them out of their captivity, prepared them for that deliverance by possessing them with a detestation of idols and with a believing confidence in God, even their own God.

We are here told,
Isa 46:5-13
The deliverance of Israel by the destruction of Babylon (the general subject of all these chapters) is here insisted upon, and again promised, for the conviction both of idolaters who set up as rivals with God, and of oppressors who were enemies to the people of God.
