7 now therefore, behold, the Lord brings up on them the waters of the River, strong and many, [even] the king of Assyria and all his glory: and it shall come up over all its channels, and go over all its banks;
Ah, the uproar of many peoples, who roar like the roaring of the seas; and the rushing of nations, that rush like the rushing of mighty waters! The nations shall rush like the rushing of many waters: but he shall rebuke them, and they shall flee far off, and shall be chased as the chaff of the mountains before the wind, and like the whirling dust before the storm.
The serpent spewed water out of his mouth after the woman like a river, that he might cause her to be carried away by the stream. The earth helped the woman, and the earth opened its mouth and swallowed up the river which the dragon spewed out of his mouth.
Yahweh will bring a nation against you from far, from the end of the earth, as the eagle flies; a nation whose language you shall not understand; a nation of fierce facial expressions, that shall not regard the person of the old, nor show favor to the young, and shall eat the fruit of your cattle, and the fruit of your ground, until you are destroyed; that also shall not leave you grain, new wine, or oil, the increase of your cattle, or the young of your flock, until they have caused you to perish. They shall besiege you in all your gates, until your high and fortified walls come down, in which you trusted, throughout all your land; and they shall besiege you in all your gates throughout all your land, which Yahweh your God has given you.
Behold, the Assyrian was a cedar in Lebanon with beautiful branches, and with a forest-like shade, and of high stature; and its top was among the thick boughs. The waters nourished it, the deep made it to grow: the rivers of it ran round about its plantation; and it sent out its channels to all the trees of the field. Therefore its stature was exalted above all the trees of the field; and its boughs were multiplied, and its branches became long by reason of many waters, when it shot [them] forth. All the birds of the sky made their nests in its boughs; and under its branches did all the animals of the field bring forth their young; and under its shadow lived all great nations. Thus was it beautiful in its greatness, in the length of its branches; for its root was by many waters. The cedars in the garden of God could not hide it; the fir trees were not like its boughs, and the plane trees were not as its branches; nor was any tree in the garden of God like it in its beauty. I made it beautiful by the multitude of its branches, so that all the trees of Eden, that were in the garden of God, envied it. Therefore thus said the Lord Yahweh: Because you are exalted in stature, and he has set his top among the thick boughs, and his heart is lifted up in his height; I will even deliver him into the hand of the mighty one of the nations; he shall surely deal with him; I have driven him out for his wickedness. Strangers, the terrible of the nations, have cut him off, and have left him: on the mountains and in all the valleys his branches are fallen, and his boughs are broken by all the watercourses of the land; and all the peoples of the earth are gone down from his shadow, and have left him. On his ruin all the birds of the sky shall dwell, and all the animals of the field shall be on his branches; to the end that none of all the trees by the waters exalt themselves in their stature, neither set their top among the thick boughs, nor that their mighty ones stand up on their height, [even] all who drink water: for they are all delivered to death, to the lower parts of the earth, in the midst of the children of men, with those who go down to the pit. Thus says the Lord Yahweh: In the day when he went down to Sheol I caused a mourning: I covered the deep for him, and I restrained the rivers of it; and the great waters were stayed; and I caused Lebanon to mourn for him, and all the trees of the field fainted for him. I made the nations to shake at the sound of his fall, when I cast him down to Sheol with those who descend into the pit; and all the trees of Eden, the choice and best of Lebanon, all that drink water, were comforted in the lower parts of the earth. They also went down into Sheol with him to those who are slain by the sword; yes, those who were his arm, [that] lived under his shadow in the midst of the nations. To whom are you thus like in glory and in greatness among the trees of Eden? yet shall you be brought down with the trees of Eden to the lower parts of the earth: you shall lie in the midst of the uncircumcised, with those who are slain by the sword. This is Pharaoh and all his multitude, says the Lord Yahweh.
Who is this who rises up like the Nile, whose waters toss themselves like the rivers? Egypt rises up like the Nile, and his waters toss themselves like the rivers: and he says, I will rise up, I will cover the earth; I will destroy cities and the inhabitants of it.
For he says, Aren't my princes all of them kings? Isn't Calno as Carchemish? Isn't Hamath as Arpad? Isn't Samaria as Damascus? As my hand has found the kingdoms of the idols, whose engraved images did excel them of Jerusalem and of Samaria; shall I not, as I have done to Samaria and her idols, so do to Jerusalem and her idols? Therefore it shall happen that, when the Lord has performed his whole work on Mount Zion and on Jerusalem, I will punish the fruit of the stout heart of the king of Assyria, and the glory of his high looks. For he has said, By the strength of my hand I have done it, and by my wisdom; for I have understanding: and I have removed the bounds of the peoples, and have robbed their treasures, and like a valiant man I have brought down those who sit [on thrones]: and my hand has found as a nest the riches of the peoples; and as one gathers eggs that are forsaken, have I gathered all the earth: and there was none that moved the wing, or that opened the mouth, or chirped.
It happened in the days of Ahaz the son of Jotham, the son of Uzziah, king of Judah, that Rezin the king of Syria, and Pekah the son of Remaliah, king of Israel, went up to Jerusalem to war against it, but could not prevail against it. It was told the house of David, saying, "Syria is allied with Ephraim." His heart trembled, and the heart of his people, as the trees of the forest tremble with the wind. Then Yahweh said to Isaiah, "Go out now to meet Ahaz, you, and Shearjashub your son, at the end of the conduit of the upper pool, on the highway of the fuller's field. Tell him, 'Be careful, and keep calm. Don't be afraid, neither let your heart be faint because of these two tails of smoking firebrands, for the fierce anger of Rezin and Syria, and of the son of Remaliah. Because Syria, Ephraim, and the son of Remaliah, have plotted evil against you, saying, "Let's go up against Judah, and tear it apart, and let's divide it among ourselves, and set up a king in the midst of it, even the son of Tabeel."
It happened in the fourth year of king Hezekiah, which was the seventh year of Hoshea son of Elah king of Israel, that Shalmaneser king of Assyria came up against Samaria, and besieged it. At the end of three years they took it: in the sixth year of Hezekiah, which was the ninth year of Hoshea king of Israel, Samaria was taken. The king of Assyria carried Israel away to Assyria, and put them in Halah, and on the Habor, the river of Gozan, and in the cities of the Medes, because they didn't obey the voice of Yahweh their God, but transgressed his covenant, even all that Moses the servant of Yahweh commanded, and would not hear it, nor do it.
Against him came up Shalmaneser king of Assyria; and Hoshea became his servant, and brought him tribute. The king of Assyria found conspiracy in Hoshea; for he had sent messengers to So king of Egypt, and offered no tribute to the king of Assyria, as he had done year by year: therefore the king of Assyria shut him up, and bound him in prison. Then the king of Assyria came up throughout all the land, and went up to Samaria, and besieged it three years. In the ninth year of Hoshea the king of Assyria took Samaria, and carried Israel away to Assyria, and placed them in Halah, and on the Habor, the river of Gozan, and in the cities of the Medes.

Commentary on Isaiah 8 Matthew Henry Commentary
Chapter 8
This chapter, and the four next that follow it (to chap. 13) are all one continued discourse or sermon, the scope of which is to show the great destruction that should now shortly be brought upon the kingdom of Israel, and the great disturbance that should be given to the kingdom of Judah by the king of Assyria, and that both were for their sins; but rich provision is made of comfort for those that feared God in those dark times, referring especially to the days of the Messiah. In this chapter we have,
Isa 8:1-8
In these verses we have a prophecy of the successes of the king of Assyria against Damascus, Samaria, and Judah, that the two former should be laid waste by him, and the last greatly frightened. Here we have,
Isa 8:9-15
The prophet here returns to speak of the present distress that Ahaz and his court and kingdom were in upon account of the threatening confederacy of the ten tribes and the Syrians against them. And in these verses,
Isa 8:16-22
In these verses we have,
