37 and that we should bring the first fruits of our dough, and our heave-offerings, and the fruit of all manner of trees, the new wine and the oil, to the priests, to the chambers of the house of our God; and the tithes of our ground to the Levites; for they, the Levites, take the tithes in all the cities of our tillage.
"'All the tithe of the land, whether of the seed of the land or of the fruit of the trees, is Yahweh's. It is holy to Yahweh. If a man redeems anything of his tithe, he shall add a fifth part to it. All the tithe of the herds or the flocks, whatever passes under the rod, the tenth shall be holy to Yahweh. He shall not search whether it is good or bad, neither shall he change it: and if he changes it at all, then both it and that for which it is changed shall be holy. It shall not be redeemed.'"
then it shall be that when you eat of the bread of the land, you shall offer up a heave-offering to Yahweh. Of the first of your dough you shall offer up a cake for a heave-offering: as the heave-offering of the threshing floor, so shall you heave it. Of the first of your dough you shall give to Yahweh a heave-offering throughout your generations.
All the best of the oil, and all the best of the vintage, and of the grain, the first fruits of them which they give to Yahweh, to you have I given them. The first-ripe fruits of all that is in their land, which they bring to Yahweh, shall be yours; everyone who is clean in your house shall eat of it.
For the tithe of the children of Israel, which they offer as a heave-offering to Yahweh, I have given to the Levites for an inheritance: therefore I have said to them, Among the children of Israel they shall have no inheritance. Yahweh spoke to Moses, saying, Moreover you shall speak to the Levites, and tell them, When you take of the children of Israel the tithe which I have given you from them for your inheritance, then you shall offer up a heave-offering of it for Yahweh, a tithe of the tithe. Your heave-offering shall be reckoned to you, as though it were the grain of the threshing floor, and as the fullness of the winepress. Thus you also shall offer a heave-offering to Yahweh of all your tithes, which you receive of the children of Israel; and of it you shall give Yahweh's heave-offering to Aaron the priest. Out of all your gifts you shall offer every heave-offering of Yahweh, of all the best of it, even the holy part of it out of it. Therefore you shall tell them, When you heave the best of it from it, then it shall be reckoned to the Levites as the increase of the threshing floor, and as the increase of the wine-press. You shall eat it in every place, you and your households: for it is your reward in return for your service in the tent of meeting. You shall bear no sin by reason of it, when you have heaved from it the best of it: and you shall not profane the holy things of the children of Israel, that you not die.
Against the wall of the house he built stories round about, against the walls of the house round about, both of the temple and of the oracle; and he made side-chambers round about. The nethermost story was five cubits broad, and the middle was six cubits broad, and the third was seven cubits broad; for on the outside he made offsets [in the wall] of the house round about, that [the beams] should not have hold in the walls of the house. The house, when it was in building, was built of stone made ready at the quarry; and there was neither hammer nor axe nor any tool of iron heard in the house, while it was in building. The door for the middle side-chambers was in the right side of the house: and they went up by winding stairs into the middle [story], and out of the middle into the third. So he built the house, and finished it; and he covered the house with beams and planks of cedar. He built the stories against all the house, each five cubits high: and they rested on the house with timber of cedar.
Then Hezekiah commanded to prepare chambers in the house of Yahweh; and they prepared them. They brought in the offerings and the tithes and the dedicated things faithfully: and over them Conaniah the Levite was ruler, and Shimei his brother was second.

Commentary on Nehemiah 10 Matthew Henry Commentary
Chapter 10
We have in this chapter a particular account of the covenant which in the close of the foregoing chapter was resolved upon; they struck while the iron was not, and immediately put that good resolve in execution, when they were in a good frame, lest, if it should be delayed, it might be dropped. Here we have,
Neh 10:1-31
When Israel was first brought into covenant with God it was done by sacrifice and the sprinkling of blood, Ex. 24. But here it was done by the more natural and common way of sealing and subscribing the written articles of the covenant, which bound them to no more than was already their duty. Now here we have,
Neh 10:32-39
Having covenanted against the sins they had been guilty of, they proceed in obliging themselves to revive and observe the duties they had neglected. We must not only cease to do evil, but learn to do well.
