15 one young bull, one ram, one male lamb a year old, for a burnt offering;
The gift is not as through one who sinned: for the judgment came by one to condemnation, but the free gift came of many trespasses to justification. For if by the trespass of the one, death reigned through the one; so much more will those who receive the abundance of grace and of the gift of righteousness reign in life through the one, Jesus Christ. So then as through one trespass, all men were condemned; even so through one act of righteousness, all men were justified to life. For as through the one man's disobedience many were made sinners, even so through the obedience of the one will many be made righteous. The law came in besides, that the trespass might abound; but where sin abounded, grace did abound more exceedingly; that as sin reigned in death, even so might grace reign through righteousness to eternal life through Jesus Christ our Lord.
knowing that you were redeemed, not with corruptible things, with silver or gold, from the useless way of life handed down from your fathers, but with precious blood, as of a lamb without spot, the blood of Christ;
Yahweh called to Moses, and spoke to him out of the Tent of Meeting, saying, "Speak to the children of Israel, and tell them, 'When anyone of you offers an offering to Yahweh, you shall offer your offering of the cattle, from the herd and from the flock. "'If his offering is a burnt offering from the herd, he shall offer a male without blemish. He shall offer it at the door of the Tent of Meeting, that he may be accepted before Yahweh. He shall lay his hand on the head of the burnt offering, and it shall be accepted for him to make atonement for him. He shall kill the bull before Yahweh. Aaron's sons, the priests, shall present the blood and sprinkle the blood around on the altar that is at the door of the Tent of Meeting. He shall flay the burnt offering, and cut it into pieces. The sons of Aaron the priest shall put fire on the altar, and lay wood in order on the fire; and Aaron's sons, the priests, shall lay the pieces, the head, and the fat in order on the wood that is on the fire which is on the altar; but its innards and its legs he shall wash with water. The priest shall burn the whole on the altar, for a burnt offering, an offering made by fire, of a sweet savor to Yahweh. "'If his offering is from the flock, from the sheep, or from the goats, for a burnt offering, he shall offer a male without blemish. He shall kill it on the north side of the altar before Yahweh. Aaron's sons, the priests, shall sprinkle its blood around on the altar. He shall cut it into its pieces, with its head and its fat. The priest shall lay them in order on the wood that is on the fire which is on the altar, but the innards and the legs he shall wash with water. The priest shall offer the whole, and burn it on the altar. It is a burnt offering, an offering made by fire, of a sweet savor to Yahweh. "'If his offering to Yahweh is a burnt offering of birds, then he shall offer his offering of turtledoves, or of young pigeons. The priest shall bring it to the altar, and wring off its head, and burn it on the altar; and its blood shall be drained out on the side of the altar; and he shall take away its crop with its filth, and cast it beside the altar on the east part, in the place of the ashes. He shall tear it by its wings, but shall not divide it apart. The priest shall burn it on the altar, on the wood that is on the fire. It is a burnt offering, an offering made by fire, of a sweet savor to Yahweh.
For while we were yet weak, at the right time Christ died for the ungodly. For one will hardly die for a righteous man. Yet perhaps for a righteous person someone would even dare to die. But God commends his own love toward us, in that while we were yet sinners, Christ died for us. Much more then, being now justified by his blood, we will be saved from God's wrath through him. For if, while we were enemies, we were reconciled to God through the death of his Son, much more, being reconciled, we will be saved by his life. Not only so, but we also rejoice in God through our Lord Jesus Christ, through whom we have now received the reconciliation.
being justified freely by his grace through the redemption that is in Christ Jesus; whom God set forth to be an atoning sacrifice{or, a propitiation}, through faith in his blood, for a demonstration of his righteousness through the passing over of prior sins, in God's forbearance; to demonstrate his righteousness at this present time; that he might himself be just, and the justifier of him who has faith in Jesus.
Yet it pleased Yahweh to bruise him; he has put him to grief: when you shall make his soul an offering for sin, he shall see [his] seed, he shall prolong his days, and the pleasure of Yahweh shall prosper in his hand. He shall see of the travail of his soul, [and] shall be satisfied: by the knowledge of himself shall my righteous servant justify many; and he shall bear their iniquities.
Yahweh spoke to Moses, saying, Command the children of Israel, and tell them, My offering, my food for my offerings made by fire, of a sweet savor to me, shall you observe to offer to me in their due season. You shall tell them, This is the offering made by fire which you shall offer to Yahweh: he-lambs a year old without blemish, two day by day, for a continual burnt offering. The one lamb shall you offer in the morning, and the other lamb shall you offer at even; and the tenth part of an ephah of fine flour for a meal-offering, mixed with the fourth part of a hin of beaten oil. It is a continual burnt offering, which was ordained in Mount Sinai for a sweet savor, an offering made by fire to Yahweh. The drink-offering of it shall be the fourth part of a hin for the one lamb: in the holy place shall you pour out a drink-offering of strong drink to Yahweh. The other lamb shall you offer at even: as the meal-offering of the morning, and as the drink-offering of it, you shall offer it, an offering made by fire, of a sweet savor to Yahweh. On the Sabbath day two he-lambs a year old without blemish, and two tenth parts [of an ephah] of fine flour for a meal-offering, mixed with oil, and the drink-offering of it: this is the burnt offering of every Sabbath, besides the continual burnt-offering, and the drink-offering of it. In the beginnings of your months you shall offer a burnt offering to Yahweh: two young bulls, and one ram, seven he-lambs a year old without blemish; and three tenth parts [of an ephah] of fine flour for a meal-offering, mixed with oil, for each bull; and two tenth parts of fine flour for a meal-offering, mixed with oil, for the one ram; and a tenth part of fine flour mixed with oil for a meal-offering to every lamb; for a burnt offering of a sweet savor, an offering made by fire to Yahweh. Their drink-offerings shall be half a hin of wine for a bull, and the third part of a hin for the ram, and the fourth part of a hin for a lamb: this is the burnt offering of every month throughout the months of the year. One male goat for a sin-offering to Yahweh; it shall be offered besides the continual burnt offering, and the drink-offering of it. In the first month, on the fourteenth day of the month, is Yahweh's Passover. On the fifteenth day of this month shall be a feast: seven days shall unleavened bread be eaten. In the first day shall be a holy convocation: you shall do no servile work; but you shall offer an offering made by fire, a burnt offering to Yahweh: two young bulls, and one ram, and seven he-lambs a year old; they shall be to you without blemish; and their meal-offering, fine flour mixed with oil: three tenth parts shall you offer for a bull, and two tenth parts for the ram; a tenth part shall you offer for every lamb of the seven lambs; and one male goat for a sin-offering, to make atonement for you. You shall offer these besides the burnt offering of the morning, which is for a continual burnt offering. After this manner you shall offer daily, for seven days, the food of the offering made by fire, of a sweet savor to Yahweh: it shall be offered besides the continual burnt offering, and the drink-offering of it. On the seventh day you shall have a holy convocation: you shall do no servile work. Also in the day of the first fruits, when you offer a new meal-offering to Yahweh in your [feast of] weeks, you shall have a holy convocation; you shall do no servile work; but you shall offer a burnt offering for a sweet savor to Yahweh: two young bulls, one ram, seven he-lambs a year old; and their meal-offering, fine flour mixed with oil, three tenth parts for each bull, two tenth parts for the one ram, a tenth part for every lamb of the seven lambs;
Israel abode in Shittim; and the people began to play the prostitute with the daughters of Moab: for they called the people to the sacrifices of their gods; and the people ate, and bowed down to their gods. Israel joined himself to Baal Peor: and the anger of Yahweh was kindled against Israel. Yahweh said to Moses, Take all the chiefs of the people, and hang them up to Yahweh before the sun, that the fierce anger of Yahweh may turn away from Israel. Moses said to the judges of Israel, Kill you everyone his men who have joined themselves to Baal Peor. Behold, one of the children of Israel came and brought to his brothers a Midianite woman in the sight of Moses, and in the sight of all the congregation of the children of Israel, while they were weeping at the door of the tent of meeting. When Phinehas, the son of Eleazar, the son of Aaron the priest, saw it, he rose up from the midst of the congregation, and took a spear in his hand; and he went after the man of Israel into the pavilion, and thrust both of them through, the man of Israel, and the woman through her body. So the plague was stayed from the children of Israel. Those who died by the plague were twenty-four thousand. Yahweh spoke to Moses, saying, Phinehas, the son of Eleazar, the son of Aaron the priest, has turned my wrath away from the children of Israel, in that he was jealous with my jealousy among them, so that I didn't consume the children of Israel in my jealousy. Therefore say, Behold, I give to him my covenant of peace: and it shall be to him, and to his seed after him, the covenant of an everlasting priesthood; because he was jealous for his God, and made atonement for the children of Israel. Now the name of the man of Israel that was slain, who was slain with the Midianite woman, was Zimri, the son of Salu, a prince of a fathers' house among the Simeonites. The name of the Midianite woman who was slain was Cozbi, the daughter of Zur; he was head of the people of a fathers' house in Midian. Yahweh spoke to Moses, saying, Vex the Midianites, and strike them; for they vex you with their wiles, with which they have deceived you in the matter of Peor, and in the matter of Cozbi, the daughter of the prince of Midian, their sister, who was slain on the day of the plague in the matter of Peor.

Commentary on Numbers 7 Matthew Henry Commentary
Chapter 7
God having set up house (as it were) in the midst of the camp of Israel, the princes of Israel here come a visiting with their presents, as tenants to their landlord, in the name of their respective tribes.
Num 7:1-9
Here is the offering of the princes to the service of the tabernacle. Observe,
Num 7:10-89
We have here an account of the great solemnity of dedicating the altars, both that of burnt-offerings and that of incense; they had been sanctified before, when they were anointed (Lev. 8:10, 11), but now they were handselled, as it were, by the princes, with their free-will offerings. They began the use of them with rich presents, great expressions of joy and gladness, and extraordinary respect to those tokens of God's presence with them. Now observe here,
