26 and so all Israel will be saved. Even as it is written, "There will come out of Zion the Deliverer, And he will turn away ungodliness from Jacob.
"I will strengthen the house of Judah, And I will save the house of Joseph, And I will bring them back; For I have mercy on them; And they will be as though I had not cast them off: For I am Yahweh their God, and I will hear them. Ephraim will be like a mighty man, And their heart will rejoice as through wine; Yes, their children will see it, and rejoice. Their heart will be glad in Yahweh. I will signal for them, and gather them; For I have redeemed them; And they will increase as they have increased. I will sow them among the peoples; And they will remember me in far countries; And they will live with their children, and will return. I will bring them again also out of the land of Egypt, And gather them out of Assyria; And I will bring them into the land of Gilead and Lebanon; And there won't be room enough for them. He will pass through the sea of affliction, And will strike the waves in the sea, And all the depths of the Nile will dry up; And the pride of Assyria will be brought down, And the scepter of Egypt will depart. I will strengthen them in Yahweh; And they will walk up and down in his name," says Yahweh.
I will bring back the captivity of my people Israel, And they will rebuild the ruined cities, and inhabit them; and they will plant vineyards, and drink wine from them. They shall also make gardens, And eat the fruit of them. I will plant them on their land, And they will no more be plucked up out of their land which I have given them," says Yahweh your God.
Behold, the days come, says Yahweh, that I will make a new covenant with the house of Israel, and with the house of Judah: not according to the covenant that I made with their fathers in the day that I took them by the hand to bring them out of the land of Egypt; which my covenant they broke, although I was a husband to them, says Yahweh. But this is the covenant that I will make with the house of Israel after those days, says Yahweh: I will put my law in their inward parts, and in their heart will I write it; and I will be their God, and they shall be my people: and they shall teach no more every man his neighbor, and every man his brother, saying, Know Yahweh; for they shall all know me, from the least of them to the greatest of them, says Yahweh: for I will forgive their iniquity, and their sin will I remember no more. Thus says Yahweh, who gives the sun for a light by day, and the ordinances of the moon and of the stars for a light by night, who stirs up the sea, so that the waves of it roar; Yahweh of hosts is his name: If these ordinances depart from before me, says Yahweh, then the seed of Israel also shall cease from being a nation before me forever. Thus says Yahweh: If heaven above can be measured, and the foundations of the earth searched out beneath, then will I also cast off all the seed of Israel for all that they have done, says Yahweh.
Say to them, Thus says the Lord Yahweh: Behold, I will take the children of Israel from among the nations, where they are gone, and will gather them on every side, and bring them into their own land: and I will make them one nation in the land, on the mountains of Israel; and one king shall be king to them all; and they shall be no more two nations, neither shall they be divided into two kingdoms any more at all; neither shall they defile themselves any more with their idols, nor with their detestable things, nor with any of their transgressions; but I will save them out of all their dwelling-places, in which they have sinned, and will cleanse them: so shall they be my people, and I will be their God. My servant David shall be king over them; and they all shall have one shepherd: they shall also walk in my ordinances, and observe my statutes, and do them. They shall dwell in the land that I have given to Jacob my servant, in which your fathers lived; and they shall dwell therein, they, and their children, and their children's children, forever: and David my servant shall be their prince for ever. Moreover I will make a covenant of peace with them; it shall be an everlasting covenant with them; and I will place them, and multiply them, and will set my sanctuary in the midst of them forevermore. My tent also shall be with them; and I will be their God, and they shall be my people. The nations shall know that I am Yahweh who sanctifies Israel, when my sanctuary shall be in the midst of them forevermore.
Yahweh will roar from Zion, And thunder from Jerusalem; And the heavens and the earth will shake; But Yahweh will be a refuge to his people, And a stronghold to the children of Israel. "So you will know that I am Yahweh, your God, Dwelling in Zion, my holy mountain. Then Jerusalem will be holy, And no strangers will pass through her any more. It will happen in that day, That the mountains will drop down sweet wine, The hills will flow with milk, All the brooks of Judah will flow with waters; And a fountain will come forth from the house of Yahweh, And will water the valley of Shittim. Egypt will be a desolation, And Edom will be a desolate wilderness, For the violence done to the children of Judah, Because they have shed innocent blood in their land. But Judah will be inhabited forever, And Jerusalem from generation to generation. I will cleanse their blood, That I have not cleansed: For Yahweh dwells in Zion."
But I will leave in the midst of you an afflicted and poor people, and they will take refuge in the name of Yahweh. The remnant of Israel will not do iniquity, nor speak lies, neither will a deceitful tongue be found in their mouth, for they will feed and lie down, and no one will make them afraid." Sing, daughter of Zion! Shout, Israel! Be glad and rejoice with all your heart, daughter of Jerusalem. Yahweh has taken away your judgments. He has thrown out your enemy. The King of Israel, Yahweh, is in the midst of you. You will not be afraid of evil any more. In that day, it will be said to Jerusalem, "Don't be afraid, Zion. Don't let your hands be slack." Yahweh, your God, is in the midst of you, a mighty one who will save. He will rejoice over you with joy. He will rest in his love. He will rejoice over you with singing. Those who are sad for the appointed feasts, I will remove from you. They are a burden and a reproach to you. Behold, at that time I will deal with all those who afflict you, and I will save those who are lame, and gather those who were driven away. I will give them praise and honor, whose shame has been in all the earth. At that time will I bring you in, and at that time will I gather you; for I will give you honor and praise among all the peoples of the earth, when I bring back your captivity before your eyes, says Yahweh.
"As in the days of your coming forth out of the land of Egypt, I will show them marvelous things." The nations will see and be ashamed of all their might. They will lay their hand on their mouth. Their ears will be deaf. They will lick the dust like a serpent. Like crawling things of the earth they shall come trembling out of their dens. They will come with fear to Yahweh our God, And will be afraid because of you. Who is a God like you, who pardons iniquity, And passes over the disobedience of the remnant of his heritage? He doesn't retain his anger forever, Because he delights in loving kindness. He will again have compassion on us. He will tread our iniquities under foot; And you will cast all their sins into the depths of the sea. You will give truth to Jacob, and mercy to Abraham, As you have sworn to our fathers from the days of old.
therefore will I save my flock, and they shall no more be a prey; and I will judge between sheep and sheep. I will set up one shepherd over them, and he shall feed them, even my servant David; he shall feed them, and he shall be their shepherd. I, Yahweh, will be their God, and my servant David prince among them; I, Yahweh, have spoken it. I will make with them a covenant of peace, and will cause evil animals to cease out of the land; and they shall dwell securely in the wilderness, and sleep in the woods. I will make them and the places round about my hill a blessing; and I will cause the shower to come down in its season; there shall be showers of blessing. The tree of the field shall yield its fruit, and the earth shall yield its increase, and they shall be secure in their land; and they shall know that I am Yahweh, when I have broken the bars of their yoke, and have delivered them out of the hand of those who made slaves of them. They shall no more be a prey to the nations, neither shall the animals of the earth devour them; but they shall dwell securely, and none shall make them afraid. I will raise up to them a plantation for renown, and they shall be no more consumed with famine in the land, neither bear the shame of the nations any more. They shall know that I, Yahweh, their God am with them, and that they, the house of Israel, are my people, says the Lord Yahweh. You my sheep, the sheep of my pasture, are men, and I am your God, says the Lord Yahweh.
Don't you consider what this people has spoken, saying, The two families which Yahweh did choose, he has cast them off? thus do they despise my people, that they should be no more a nation before them. Thus says Yahweh: If my covenant of day and night fails, if I have not appointed the ordinances of heaven and earth; then will I also cast away the seed of Jacob, and of David my servant, so that I will not take of his seed to be rulers over the seed of Abraham, Isaac, and Jacob: for I will cause their captivity to return, and will have mercy on them.
Behold, I will gather them out of all the countries, where I have driven them in my anger, and in my wrath, and in great indignation; and I will bring them again to this place, and I will cause them to dwell safely: and they shall be my people, and I will be their God: and I will give them one heart and one way, that they may fear me forever, for the good of them, and of their children after them: and I will make an everlasting covenant with them, that I will not turn away from following them, to do them good; and I will put my fear in their hearts, that they may not depart from me. Yes, I will rejoice over them to do them good, and I will plant them in this land assuredly with my whole heart and with my whole soul.
For I will restore health to you, and I will heal you of your wounds, says Yahweh; because they have called you an outcast, [saying], It is Zion, whom no man seeks after. Thus says Yahweh: Behold, I will turn again the captivity of Jacob's tents, and have compassion on his dwelling-places; and the city shall be built on its own hill, and the palace shall be inhabited after its own manner. Out of them shall proceed thanksgiving and the voice of those who make merry: and I will multiply them, and they shall not be few; I will also glorify them, and they shall not be small. Their children also shall be as before, and their congregation shall be established before me; and I will punish all who oppress them. Their prince shall be of themselves, and their ruler shall proceed from the midst of them; and I will cause him to draw near, and he shall approach to me: for who is he who has had boldness to approach to me? says Yahweh. You shall be my people, and I will be your God.
At that time they shall call Jerusalem the throne of Yahweh; and all the nations shall be gathered to it, to the name of Yahweh, to Jerusalem: neither shall they walk any more after the stubbornness of their evil heart. In those days the house of Judah shall walk with the house of Israel, and they shall come together out of the land of the north to the land that I gave for an inheritance to your fathers. But I said, How I will put you among the children, and give you a pleasant land, a goodly heritage of the hosts of the nations! and I said, You shall call me My Father, and shall not turn away from following me. Surely as a wife treacherously departs from her husband, so have you dealt treacherously with me, house of Israel, says Yahweh. A voice is heard on the bare heights, the weeping [and] the petitions of the children of Israel; because they have perverted their way, they have forgotten Yahweh their God. Return, you backsliding children, I will heal your backsliding. Behold, we are come to you; for you are Yahweh our God. Truly in vain is [the help that is looked for] from the hills, the tumult on the mountains: truly in Yahweh our God is the salvation of Israel.
For Yahweh has called you as a wife forsaken and grieved in spirit, even a wife of youth, when she is cast off, says your God. For a small moment have I forsaken you; but with great mercies will I gather you. In overflowing wrath I hid my face from you for a moment; but with everlasting loving kindness will I have mercy on you, says Yahweh your Redeemer. For this is [as] the waters of Noah to me; for as I have sworn that the waters of Noah shall no more go over the earth, so have I sworn that I will not be angry with you, nor rebuke you. For the mountains may depart, and the hills be removed; but my loving kindness shall not depart from you, neither shall my covenant of peace be removed, says Yahweh who has mercy on you.
It shall happen in that day, that the Lord will set his hand again the second time to recover the remnant of his people, who shall remain, from Assyria, and from Egypt, and from Pathros, and from Cush, and from Elam, and from Shinar, and from Hamath, and from the islands of the sea. He will set up an ensign for the nations, and will assemble the outcasts of Israel, and gather together the dispersed of Judah from the four corners of the earth. The envy also of Ephraim shall depart, and those who vex Judah shall be cut off: Ephraim shall not envy Judah, and Judah shall not vex Ephraim. They shall fly down on the shoulder of the Philistines on the west; together shall they despoil the children of the east: they shall put forth their hand on Edom and Moab; and the children of Ammon shall obey them. Yahweh will utterly destroy the tongue of the Egyptian sea; and with his scorching wind will he wave his hand over the River, and will strike it into seven streams, and cause men to march over in sandals. There shall be a highway for the remnant of his people, who shall remain, from Assyria; like as there was for Israel in the day that he came up out of the land of Egypt.

Commentary on Romans 11 Matthew Henry Commentary
Chapter 11
The apostle, having reconciled that great truth of the rejection of the Jews with the promise made unto the fathers, is, in this chapter, further labouring to mollify the harshness of it, and to reconcile it to the divine goodness in general. It might be said, "Hath God then cast away his people?' The apostles therefore sets himself, in this chapter, to make a reply to this objection, and that two ways:-
Rom 11:1-32
The apostle proposes here a plausible objection, which might be urged against the divine conduct in casting off the Jewish nation (v. 1): "Hath God cast away his people? Is the rejection total and final? Are they all abandoned to wrath and ruin, and that eternal? Is the extent of the sentence so large as to be without reserve, or the continuance of it so long as to be without repeal? Will he have no more a peculiar people to himself?' In opposition to this, he shows that there was a great deal of goodness and mercy expressed along with this seeming severity, particularly he insists upon three things:-
Rom 11:33-36
The apostle having insisted so largely, through the greatest part of this chapter, upon reconciling the rejection of the Jews with the divine goodness, he concludes here with the acknowledgment and admiration of the divine wisdom and sovereignty in all this. Here the apostle does with great affection and awe adore,
