23 `Thus said Cyrus king of Persia, All kingdoms of the earth hath Jehovah, God of the heavens, given to me, and He hath laid a charge on me to build to Him a house in Jerusalem, that `is' in Judah; who is among you of all His people? Jehovah his God `is' with him, and he doth go up.'
To the gold, to the silver, and to the brass, and to the iron, there is no number; arise and do, and Jehovah is with thee.'
even gold for `things of' gold, and silver for `those of' silver, and for all the work by the hand of artificers; and who `is' he that is offering willingly to consecrate his hand to-day to Jehovah?'
Raise not up on high your horn, (Ye speak with a stiff neck.) For not from the east, or from the west, Nor from the wilderness -- `is' elevation. But God `is' judge, This He maketh low -- and this He lifteth up.
Confirming the word of His servant, The counsel of His messengers it perfecteth, Who is saying of Jerusalem, She is inhabited, And of cities of Judah, They shall be built, and her wastes I raise up, Who is saying to the deep, Be dry, and thy rivers I cause to dry up, Who is saying of Cyrus, My shepherd, And all my delight He doth perfect, So as to say of Jerusalem, Thou art built, And of the temple, Thou art founded.
`Thou, O king, art a king of kings, for the God of the heavens a kingdom, strength, and might, and glory, hath given to thee;
and all who are dwelling on the earth as nothing are reckoned, and according to his will He is doing among the forces of the heavens and those dwelling on the earth, and there is none that doth clap with his hand, and saith to Him, What hast Thou done?
and against the Lord of the heavens thou hast lifted up thyself; and the vessels of His house they have brought in before thee, and thou, and thy great men, thy wives, and thy concubines, are drinking wine with them, and gods of silver, and of gold, of brass, of iron, of wood, and of stone, that are not seeing, nor hearing, nor knowing, thou hast praised: and the God in whose hand `is' thy breath, and all thy ways, Him thou hast not honoured.
Ho, ho, and flee from the land of the north, An affirmation of Jehovah, For, as the four winds of the heavens, I have spread you abroad, An affirmation of Jehovah. Ho, Zion, be delivered who art dwelling `with' the daughter of Babylon.

Commentary on 2 Chronicles 36 Matthew Henry Commentary
Chapter 36
We have here,
2Ch 36:1-10
The destruction of Judah and Jerusalem is here coming on by degrees. God so ordered it to show that he has no pleasure in the ruin of sinners, but had rather they would turn and live, and therefore gives them both time and inducement to repent and waits to be gracious. The history of these reigns was more largely recorded in the last three chapters of the second of Kings.
2Ch 36:11-21
We have here an account of the destruction of the kingdom of Judah and the city of Jerusalem by the Chaldeans. Abraham, God's friend, was called out of that country, from Ur of the Chaldees, when God took him into covenant and communion with himself; and now his degenerate seed were carried into that country again, to signify that they had forfeited all that kindness wherewith they had been regarded for the father's sake, and the benefit of that covenant into which he was called; all was now undone again. Here we have,
2Ch 36:22-23
These last two verses of this book have a double aspect.
