9 Jehovah of Hosts hath counselled it, To pollute the excellency of all beauty, To make light all the honoured of earth.
And I have appointed on the world evil, And on the wicked their iniquity, And have caused to cease the excellency of the proud, And the excellency of the terrible I make low.
`Now, I, Nebuchadnezzar, am praising and exalting and honouring the King of the heavens, for all His works `are' truth, and His paths judgment, and those walking in pride He is able to humble.'
Scatter abroad the wrath of thine anger, And see every proud one, and make him low. See every proud one -- humble him, And tread down the wicked in their place.
and hast said: Jehovah, Thou, Thou hast spoken concerning this place, to cut it off, that there is none dwelling in it, from man even unto cattle, for it is a desolation age-during.
according to a purpose of the ages, which He made in Christ Jesus our Lord,
in whom also we did obtain an inheritance, being foreordained according to the purpose of Him who the all things is working according to the counsel of His will,
for see your calling, brethren, that not many `are' wise according to the flesh, not many mighty, not many noble; but the foolish things of the world did God choose, that the wise He may put to shame; and the weak things of the world did God choose that He may put to shame the strong; and the base things of the world, and the things despised did God choose, and the things that are not, that the things that are He may make useless -- that no flesh may glory before Him;
to do whatever Thy hand and Thy counsel did determine before to come to pass.
For, lo, the day hath come, burning as a furnace, And all the proud, and every wicked doer, have been stubble, And burnt them hath the day that came, Said Jehovah of Hosts, That there is not left to them root or branch,
Ho, sword of Jehovah, till when art thou not quiet? Be removed unto thy sheath, rest and cease. How shall it be quiet, And Jehovah hath given a charge to it, Against Ashkelon, and against the sea shore? There hath He appointed it!'
Declaring from the beginning the latter end, And from of old that which hath not been done, Saying, `My counsel doth stand, And all My delight I do.' Calling from the east a ravenous bird, From a far land the man of My counsel, Yea, I have spoken, yea, I bring it in, I have formed `it', yea, I do it.
Sworn hath Jehovah of Hosts, saying, `As I thought -- so hath it not been? And as I counselled -- it standeth;
Lo, the Lord, Jehovah of Hosts, Is lopping a branch with violence, And the high of stature are cut down, And the lofty are become low,
And bowed down is the low, and humbled the high, And the eyes of the haughty become low, And Jehovah of Hosts is high in judgment, And the Holy God sanctified in righteousness,
Therefore my people removed without knowledge, And its honourable ones are famished, And its multitude dried up of thirst.

Commentary on Isaiah 23 Matthew Henry Commentary
Chapter 23
This chapter is concerning Tyre, an ancient wealthy city, situated upon the sea, and for many ages one of the most celebrated cities for trade and merchandise in those parts of the world. The lot of the tribe of Asher bordered upon it. See Joshua 19:29, where it is called "the strong city Tyre.' We seldom find it a dangerous enemy to Israel, but sometimes their faithful ally, as in the reigns of David and Solomon; for trading cities maintain their grandeur, not by the conquest of their neighbours, but by commerce with them. In this chapter is foretold,
Isa 23:1-14
Tyre being a sea-port town, this prophecy of its overthrow fitly begins and ends with, Howl, you ships of Tarshish; for all its business, wealth, and honour, depended upon its shipping; if that be ruined, they will be all undone. Observe,
Isa 23:15-18
