20 Happy `are' ye sowing by all waters, Sending forth the foot of the ox and the ass!
And He hath given rain `for' thy seed, With which thou dost sow the ground, And bread, the increase of the ground, And it hath been fat and plenteous, Enjoy do thy cattle in that day an enlarged pasture. And the oxen and the young asses serving the ground, Fermented provender do eat, That one is winnowing with shovel and fan.
And failed have waters from the sea, And a river is wasted and dried up. And they have turned away the flowings, Weak and dried up have been brooks of the bulwark, Reed and flag have withered. Exposed things by the brook, by the edge of the brook, And every sown thing of the brook, hath withered, It hath been driven away, and is not.
For, as come down doth the shower, And the snow from the heavens, And thither returneth not, But hath watered the earth, And hath caused it to yield, and to spring up, And hath given seed to the sower, and bread to the eater, So is My word that goeth out of My mouth, It turneth not back unto Me empty, But hath done that which I desired, And prosperously effected that `for' which I sent it.
for in the law of Moses it hath been written, `thou shalt not muzzle an ox treading out corn;' for the oxen doth God care? or because of us by all means doth He say `it'? yes, because of us it was written, because in hope ought the plower to plow, and he who is treading `ought' of his hope to partake in hope. If we to you the spiritual things did sow -- great `is it' if we your fleshly things do reap?

Chapter 32
This chapter seems to be such a prophecy of the reign of Hezekiah as amounts to an abridgment of the history of it, and this with an eye to the kingdom of the Messiah, whose government was typified by the thrones of the house of David, for which reason he is so often called "the Son of David.' Here is,
Isa 32:1-8
We have here the description of a flourishing kingdom. "Blessed art thou, O land! when it is thus with thee, when kings, princes, and people, are in their places such as they should be.' It may be taken as a directory both to magistrates and subjects, what both ought to do, or as a panegyric to Hezekiah, who ruled well and saw something of the happy effects of his good government, and it was designed to make the people sensible how happy they were under his administration and how careful they should be to improve the advantages of it, and withal to direct them to look for the kingdom of Christ, and the times of reformation which that kingdom should introduce. It is here promised and prescribed, for the comfort of the church,
Isa 32:9-20
In these verses we have God rising up to judgment against the vile persons, to punish them for their villainy; but at length returning in mercy to the liberal, to reward them for their liberality.
