39 for unto the chambers do they bring in -- the sons of Israel and the sons of Levi -- the heave-offering of the corn, the new wine, and the oil, and there `are' vessels of the sanctuary, and the priests, those ministering, and the gatekeepers, and the singers, and we do not forsake the house of our God.
and hast brought in thither your burnt-offerings, and your sacrifices, and your tithes, and the heave-offering of your hand, and your vows, and your free-will offerings, and the firstlings of your herd and of your flock; and ye have eaten there before Jehovah your God, and have rejoiced in every putting forth of your hand, ye and your households, with which Jehovah thy God hath blessed thee. `Ye do not do according to all that we are doing here to-day, each anything that is right in his own eyes, for ye have not come in hitherto unto the rest, and unto the inheritance, which Jehovah thy God is giving to thee; and ye have passed over the Jordan, and have dwelt in the land which Jehovah your God is causing you to inherit, and He hath given rest to you from all your enemies round about, and ye have dwelt confidently: `And it hath been, the place on which Jehovah your God doth fix to cause His name to tabernacle there, thither ye bring in all that which I am commanding you, your burnt-offerings, and your sacrifices, your tithes, and the heave-offering of your hand, and all the choice of your vows which ye vow to Jehovah;
and thou hast eaten before Jehovah thy God, in the place where He doth choose to cause His name to tabernacle, the tithe of thy corn, of thy new wine, and of thine oil, and the firstlings of thy herd, and of thy flock, so that thou dost learn to fear Jehovah thy God all the days. `And when the way is too much for thee, that thou art not able to carry it -- when the place is too far off from thee which Jehovah thy God doth choose to put His name there, when Jehovah thy God doth bless thee; -- then thou hast given `it' in money, and hast bound up the money in thy hand, and gone unto the place on which Jehovah thy God doth fix; and thou hast given the money for any thing which thy soul desireth, for oxen, and for sheep, and for wine, and for strong drink, and for any thing which thy soul asketh, and thou hast eaten there before Jehovah thy God, and thou hast rejoiced, thou and thy house. As to the Levite who `is' within thy gates, thou dost not forsake him, for he hath no portion and inheritance with thee.
And I know that the portions of the Levites have not been given, and they flee each to his field -- the Levites and the singers, doing the work. And I strive with the prefects, and say, `Wherefore hath the house of God been forsaken?' and I gather them, and set them on their station; and all Judah have brought in the tithe of the corn, and of the new wine, and of the oil, to the treasuries.

Commentary on Nehemiah 10 Matthew Henry Commentary
Chapter 10
We have in this chapter a particular account of the covenant which in the close of the foregoing chapter was resolved upon; they struck while the iron was not, and immediately put that good resolve in execution, when they were in a good frame, lest, if it should be delayed, it might be dropped. Here we have,
Neh 10:1-31
When Israel was first brought into covenant with God it was done by sacrifice and the sprinkling of blood, Ex. 24. But here it was done by the more natural and common way of sealing and subscribing the written articles of the covenant, which bound them to no more than was already their duty. Now here we have,
Neh 10:32-39
Having covenanted against the sins they had been guilty of, they proceed in obliging themselves to revive and observe the duties they had neglected. We must not only cease to do evil, but learn to do well.
