7 and my heart reigneth over me, and I strive with the freemen, and with the prefects, and say to them, `Usury one upon another ye are exacting;' and I set against them a great assembly,
`If thou dost lend My poor people with thee money, thou art not to him as a usurer; thou dost not lay on him usury;
thou takest no usury from him, or increase; and thou hast been afraid of thy God; and thy brother hath lived with thee;
`Thou dost not lend in usury to thy brother; usury of money, usury of food, usury of anything which is lent on usury. To a stranger thou mayest lend in usury, and to thy brother thou dost not lend in usury, so that Jehovah thy God doth bless thee in every putting forth of thy hand on the land whither thou goest in to possess it.
A bribe they have taken in thee to shed blood, Usury and increase thou hast taken, And cuttest off thy neighbour by oppression, And Me thou hast forgotten, An affirmation of the Lord Jehovah!
His silver he hath not given in usury, And a bribe against the innocent Hath not taken; Whoso is doing these is not moved to the age!
and saith unto the judges, `See what ye are doing -- for not for man do ye judge, but for Jehovah, who `is' with you in the matter of judgment; and now, let fear of Jehovah be upon you, observe and do, for there is not with Jehovah our God perverseness, and acceptance of faces, and taking of a bribe.'
`When thou liftest up on thy brother a debt of anything, thou dost not go in unto his house to obtain his pledge; at the outside thou dost stand, and the man on whom thou art lifting `it' up is bringing out unto thee the pledge at the outside. `And if he is a poor man, thou dost not lie down with his pledge; thou dost certainly give back to him the pledge at the going in of the sun, and he hath lain down in his own raiment, and hath blessed thee; and to thee it is righteousness before Jehovah thy God.
and this `is' the matter of the release: Every owner of a loan `is' to release his hand which he doth lift up against his neighbour, he doth not exact of his neighbour and of his brother, but hath proclaimed a release to Jehovah; of the stranger thou mayest exact, and that which is thine with thy brother doth thy hand release;
Those sinning, reprove before all, that the others also may have fear;
these things be speaking, and exhorting, and convicting, with all charge; let no one despise thee!
And there hath been there a prophet of Jehovah (Oded `is' his name), and he goeth out before the host that hath come in to Samaria, and saith to them, `Lo, in the fury of Jehovah God of your fathers against Judah, He hath given them into your hand, and ye slay among them in rage -- unto the heavens it hath come; and now, sons of Judah and Jerusalem ye are saying to subdue for men-servants and for maid-servants to you; but are there not with you causes of guilt before Jehovah your God? and now, hear me, and send back the captives whom ye have taken captive of your brethren, for the heat of the anger of Jehovah `is' upon you.' And certain of the heads of the sons of Ephraim (Azariah son of Johanan, Berechiah son of Meshillemoth, and Jehizkiah son of Shallum, and Amasa son of Hadlai), rise up against those coming in from the host, and say to them, `Ye do not bring in the captives hither, for, to guilt against Jehovah on us, ye are saying to add unto our sin and unto our guilt? for abundant `is' the guilt we have, and the fierceness of anger on Israel.'
And when Peter came to Antioch, to the face I stood up against him, because he was blameworthy,
So that we henceforth have known no one according to the flesh, and even if we have known Christ according to the flesh, yet now we know him no more;
`Thus said the Lord Jehovah: Enough to you -- princes of Israel; violence and spoil turn aside, and judgment and righteousness do; lift up your exactions from off My people -- an affirmation of the Lord Jehovah.

Chapter 5
How bravely Nehemiah, as a wise and faithful governor, stood upon his guard against the attacks of enemies abroad, we read in the foregoing chapter. Here we have him no less bold and active to redress grievances at home, and, having kept them from being destroyed by their enemies, to keep them from destroying one another. Here is,
Neh 5:1-5
We have here the tears of the oppressed, which Solomon considered, Eccl. 4:1. Let us consider them as here they are dropped before Nehemiah, whose office it was, as governor, to deliver the poor and needy, and rid them out of the hand of the wicked oppressors, Ps. 82:4. Hard times and hard hearts made the poor miserable.
Neh 5:6-13
It should seem the foregoing complaint was made to Nehemiah at the time when he had his head and hands as full as possible of the public business about building the wall; yet, perceiving it to be just, he did not reject it because it was unseasonable; he did not chide the petitioners, nor fall into a passion with them, for disturbing him when they saw how much he had to do, a fault which men of business are too often guilty of; nor did he so much as adjourn the hearing of the cause or proceedings upon it till he had more leisure. The case called for speedy interposition, and therefore he applied himself immediately to the consideration of it, knowing that, let him build Jerusalem's walls ever so high, so thick, so strong, the city could not be safe while such abuses as these were tolerated. Now observe, What method he took for the redress of this grievance which was so threatening to the public.
Neh 5:14-19
Nehemiah had mentioned his own practice, as an inducement to the nobles not to burden the poor, no, not with just demands; here he relates more particularly what his practice was, not in pride or vain-glory, nor to pass a compliment upon himself, but as an inducement both to his successors and to the inferior magistrates to be as tender as might be of the people's ease.
