5 My heart `is' toward Moab, Cry do her fugitives unto Zoar, a heifer of the third `year', For -- the ascent of Luhith -- With weeping he goeth up in it, For, in the way of Horonaim, A cry of destruction they wake up.
Truth I say in Christ, I lie not, my conscience bearing testimony with me in the Holy Spirit, that I have great grief and unceasing pain in my heart -- for I was wishing, I myself, to be anathema from the Christ -- for my brethren, my kindred, according to the flesh,
And when he came nigh, having seen the city, he wept over it, saying -- `If thou didst know, even thou, at least in this thy day, the things for thy peace; but now they were hid from thine eyes. `Because days shall come upon thee, and thine enemies shall cast around thee a rampart, and compass thee round, and press thee on every side, and lay thee low, and thy children within thee, and they shall not leave in thee a stone upon a stone, because thou didst not know the time of thy inspection.'
Therefore for Moab I howl, even for Moab -- all of it, I cry for men of Kir-Heres, it doth mourn, With the weeping of Jazer, I weep for thee, O vine of Sibmah, Thy branches have passed over a sea, Unto the sea of Jazer they have come, On thy summer fruits, and on thy harvest, A spoiler hath fallen. And removed hath been joy and gladness From the fruitful field, Even from the land of Moab, And wine from wine-presses I have caused to cease, Shouting doth not proceed, The shouting `is' no shouting! Because of the cry of Heshbon unto Elealeh, Unto Jahaz they have given their voice, From Zoar unto Horonaim, A heifer of the third `year', For even waters of Nimrim become desolations. And I have caused to cease to Moab, An affirmation of Jehovah, Him who is offering in a high place, And him who is making perfume to his god. Therefore my heart for Moab as pipes doth sound, And my heart for men of Kir-Heres As pipes doth sound, Therefore the abundance he made did perish.
And they hasten, and lift up for us a wailing. And run down our eyes do tears, And from our eyelids do waters flow. For -- a voice of wailing is heard from Zion: How have we been spoiled! We have been greatly ashamed, Because we have forsaken the land, Because they have cast down our tabernacles.
My refreshing for me `is' sorrow, For me my heart `is' sick. Lo, the voice of a cry of the daughter of my people from a land afar off, Is Jehovah not in Zion? is her king not in her? Wherefore have they provoked Me with their graven images, With the vanities of a foreigner?
Therefore I weep with the weeping of Jazer, The vine of Sibmah, I water thee `with' my tear, O Heshbon and Elealeh, For -- for thy summer fruits, and for thy harvest, The shouting hath fallen. And removed have been gladness and joy from the fruitful field, And in vineyards they sing not, nor shout, Wine in the presses treadeth not the treader, Shouting I have caused to cease. Therefore my bowels for Moab as a harp do sound, And mine inward parts for Kir-Haresh.

Commentary on Isaiah 15 Matthew Henry Commentary
Chapter 15
This chapter, and that which follows it, are the burden of Moab-a prophecy of some great desolation that was coming upon that country, which bordered upon this land of Israel, and had often been injurious and vexatious to it, though the Moabites were descended from Lot, Abraham's kinsman and companion, and though the Israelites, by the appointment of God, had spared them when they might both easily and justly have cut them off with their neighbours. In this chapter we have,
Isa 15:1-5
The country of Moab was of small extent, but very fruitful. It bordered upon the lot of Reuben on the other side Jordan and upon the Dead Sea. Naomi went to sojourn there when there was a famine in Canaan. This is the country which (it is here foretold) should be wasted and grievously harassed, not quite ruined, for we find another prophecy of its ruin (Jer. 48), which was accomplished by Nebuchadnezzar. This prophecy here was to be fulfilled within three years (ch. 16:14), and therefore was fulfilled in the devastations made of that country by the army of the Assyrians, which for many years ravaged those parts, enriching themselves with spoil and plunder. It was done either by the army of Shalmaneser, about the time of the taking of Samaria, in the fourth year of Hezekiah (as is most probable), or by the army of Sennacherib, which, ten years after, invaded Judah. We cannot suppose that the prophet went among the Moabites to preach to them this sermon; but he delivered it to his own people,
Now concerning Moab it is here foretold,
Isa 15:6-9
Here the prophet further describes the woeful and piteous lamentations that should be heard throughout all the country of Moab when it should become a prey to the Assyrian army. "By this time the cry has gone round about all the borders of Moab,' v. 8. Every corner of the country has received the alarm, and is in the utmost confusion upon it. It has reached to Eglaim, a city at one end of the country, and to Beer-elim, a city as far the other way. Where sin has been general, and all flesh have corrupted their way, what can be expected but a general desolation? Two things are here spoken of as causes of this lamentation:-
